DAI Global UK Ltd, the implementer of the CYFER programme is looking for Technical Projects Lead. 

Role’s Purpose: 

The Technical Projects Lead will support the successful design, procurement, deployment, operationalisation and post-deployment monitoring of CYFER’s technical assistance activities. Working under the direction of the Technical Team Lead, the role will manage day-to-day implementation of a portfolio of cyber security deployments and renewals focused on strengthening the resilience, operational continuity and defensive capabilities of recipient institutions’ digital infrastructure. 

The role combines technical project management, deployment oversight, procurement support, stakeholder engagement and post-deployment monitoring responsibilities. The Technical Projects Lead will work closely with GoU recipients, vendors, subcontractors and delivery partners to ensure solutions are technically appropriate, operationally effective, delivered at pace and aligned with CYFER’s strategic objectives and Results Framework. 

The position will play a key role across the full deployment lifecycle – from initial scoping and technical design through to procurement, implementation, technical assurance, operational acceptance, utilisation monitoring and evidence generation for future renewal or upscale decisions. 

Tasks/responsibilities 

Deployment Delivery & Technical Oversight 

• Manage day-to-day implementation of a portfolio of CYFER deployments and renewals. 
• Coordinate with recipients, vendors and subcontractors to support installation, configuration, testing and operational acceptance of cyber security solutions. 
• Maintain deployment trackers, workplans and implementation schedules. 
• Support troubleshooting and resolution of technical or operational delivery issues. 
• Ensure deployments are delivered in line with agreed timelines, technical requirements and recipient needs. 

Technical Design & Procurement Support 

• Conduct technical assessments and validation activities to inform deployment design. 
• Support development of technical documentation including High-Level Designs (HLDs), technical specifications and Bills of Materials (BoMs). 
• Contribute technical inputs to procurements, including RFQs/RFPs, vendor engagement and bid evaluations. 
• Work with vendors and manufacturers to identify technically suitable and value-for-money solutions. 
• Support technical compliance checks and validation of vendor implementation plans. 

Monitoring, Reporting & Stakeholder Engagement 

• Support post-deployment monitoring to assess operational use, functionality and effectiveness of deployed technologies. 
• Coordinate with recipients and vendors to gather technical evidence and usage data. 
• Contribute technical inputs to Quarterly Reports, deployment assessments and MREL reporting. 
• Work closely with CYFER’s MREL and programme management teams to capture lessons learned and operational insights. 
• Participate in technical meetings, stakeholder engagements and programme discussions as required. 

1. Qualifications and experiences 

Equivalent professional experience may be considered where appropriate. 

Essential Experience 

Cyber Security and Technical Delivery 

• At least 5 years of professional experience working within cyber security, information security or information technology environments.  
• At least 5 years of experience supporting or implementing cyber security, information security or IT infrastructure projects.

• Solid presentation skills, including the ability to communicate technical concepts clearly to both technical and non-technical audiences.  
• Strong analytical and problem-solving capabilities.  
• Ability to assess technical risks, operational constraints and implementation challenges and propose practical solutions.  
• Strong organisational and coordination skills with the ability to manage multiple deployments or workstreams simultaneously.  
• High attention to detail and ability to manage sensitive information appropriately.  

Preferable Experience 

• Experience working on donor-funded, government-funded or international technical assistance programmes.  
• Experience working with government institutions, critical infrastructure operators, military or national security stakeholders.  
• Familiarity with cyber security frameworks and standards including:  
  • NCSC Cyber Assessment Framework (CAF)  
  • NIST Cybersecurity Framework  
  • ISO 27001  
  • ENISA guidance  
• Good command of written and spoken English is preferred.
