About the Expedite Justice (PEJ) project

Project Expedite Justice (PEJ), founded in 2016, is a non-governmental organization (NGO) headquartered in the United States that has charitable status under section 501(c)(3).

PEJ’s mission is to use all available legal avenues to achieve justice for individuals who lack adequate protection from the law, are denied access to legal resources, and are exploited by governments, corporations, or other entities.

PEJ is taking a new approach to investigating mass atrocities, focusing on the interests of victims. PEJ’s three-step model includes training, mentoring, and independent legal advice. We partner with local lawyers and investigators and train them to collect, analyze, and preserve evidence in accordance with international legal standards. Without evidence, accountability is impossible. We also build local capacity and advance the justice process by mentoring local legal practitioners and investigators on specific cases and providing strategic guidance. Finally, we partner with local NGOs, pro bono law firms, and legal clinics to represent victims of international crimes and serious human rights violations in court or through alternative justice mechanisms.

PEJ implements projects in several countries. Our inclusive team consists of professionals working remotely from Africa, Asia, Europe, South America and the United States. We are deeply committed to expanding opportunities for lawyers and other human rights defenders from the global majority or Global South to participate in international non-profit work based on the rule of law.

Opportunity: E-Learning Developer / Expert

Reporting directly to the Project Manager and Information Management Officer, the e-Learning Developer (Expert) is responsible for transforming PEJ’s rich legal, investigative, analytical, and operational content into engaging, effective, and sustainable online learning experiences for the Digital Justice Hub platform. The e-Learning Developer designs course structures, develops teaching methodologies, supports the production of learning materials, and ensures content optimization for adult learners working in challenging professional environments.

Розробник електронного навчання тісно співпрацює з юридичними радниками, слідчими, аналітиками, спеціалістами з OSINT, тренерами та профільними експертами, щоб перетворити перевірені на практиці методології та практичне навчання на основі конкретних справ у високоякісні асинхронні навчальні модулі. Ця роль підтримує розробку курсів, вправ, оцінювальних матеріалів, навчальних відео та освітніх ресурсів, які зміцнюють здатність суб’єктів сектору правосуддя розслідувати, переслідувати в судовому порядку та розглядати справи про воєнні злочини та злочини проти людяності.

Про проєкт «Justice Bootcamps»

Проєкт «Justice Bootcamps» (Буткемпи правосуддя) — це національна программа, спрямована на зміцнення практики поліції, прокурорів, Служби безпеки України (СБУ) та суддів (далі — «суб’єкти сектору правосуддя») у чотирьох прифронтових областях, де зафіксовано найбільшу кількість повідомлень про воєнні злочини. Ця ініціатива передбачає проведення цільових семінарів, надання технічної допомоги та операційної підтримки безпосередньо суб’єктам сектору правосуддя, які ведуть справи про воєнні злочини та злочини проти людяності. Підхід PEJ забезпечує негайне, цілеспрямоване формування навичок, що підвищує потенціал та озброює прифронтових суб’єктів сектору правосуддя для переслідування російських міжнародних злочинів.

Структура проєкту побудована навколо двох взаємодоповнюючих цілей:

1. Зміцнення потенціалу прифронтової поліції, прокуратури та судових органів за допомогою інтенсивних практичних буткемпів та постійної експертної підтримки.
2. Інституціоналізація знань і навичок в українських інституціях правосуддя для сприяння довгостроковій сталості, професійному розвитку та міжвідомчій співпраці.

Усвідомлюючи, що потреби різняться залежно від області, проєкт адаптує свою діяльність для вирішення пріоритетних викликів у кожному регіоні-учаснику. Завдяки практичній методології «навчання в процесі роботи» (learn-by-doing), «Justice Bootcamps» підтримує суб’єктів сектору правосуддя у зміцненні їхньої здатності розслідувати, переслідувати в судовому порядку та розглядати справи про воєнні злочини та злочини проти людяності, допомагаючи забезпечити реальний доступ до правосуддя для постраждалих в Україні.

Основні результати роботи (Key Deliverables):

• Комплексні модулі онлайн-навчання, розроблені та інтегровані в платформу Digital Justice Hub.
• Структури курсів, траєкторії навчання та освітні рамки, узгоджені з цілями проєкту та потребами учасників.
• Розроблені та підтримувані інтерактивні вправи, системи оцінювання, кейси (case studies) та навчальні заходи.
• Навчальні відео та мультимедійні навчальні ресурси, створені самостійно або у співпраці з командами проєкту.
• Навчальні матеріали, адаптовані для асинхронної доставки та довгострокової сталості платформи.
• Рекомендації та покращення, сформовані на основі відгуків користувачів, аналітики платформи та мінливих потреб у навчанні.

Основні обов’язки (Key Responsibilities):

Pedagogical design and course development

• Design and development of online training modules covering legal, investigative, analytical, and operational topics.
• Creating course structures, learning trajectories, lesson plans, and educational frameworks that support adult learning principles.
• Transforming technical and substantive content into engaging and accessible educational materials.
• Development of learning objectives, learning activities, and practical exercises aligned with the project outcomes.
• Ensuring that course materials promote knowledge acquisition, practical application, and professional development.

Development of educational content

• Collaborate with subject matter experts to transform field-proven methodologies and guidelines into online learning products.
• Developing scenarios based on specific cases, practical exercises, simulations and assessments that reflect the real challenges faced by justice sector actors.
• Support for the creation and refinement of scripts, storyboards, and educational content for video materials.
• Ensuring technical accuracy, practicality, and relevance of training materials to the needs of the Ukrainian justice sector.
• Adaptation of content for continuous updating and long-term use within the Digital Justice Hub.

Assessment and measurement of learning outcomes

• Designing formative (ongoing) and summative (final) assessments to measure students’ progress and understanding of the material.
• Development of tests, exercises, knowledge checks, practical tasks and assessment tools.
• Support for measuring student engagement and learning effectiveness.
• Providing recommendations for improvement based on listener feedback, evaluation results, and platform analytics.
• Participation in the continuous improvement of teaching methods and pedagogical approaches.

Development of multimedia and educational resources

• Collaborate with an e-Learning Videographer, Graphics and Visualization Specialist, and Digital Platform Designer to create engaging educational content.
• Support the development of multimedia learning resources, including videos, graphics, job aids, and downloadable materials.
• Ensuring consistency across all courses, learning resources, and learning formats.
• Promoting accessibility, usability, and learner-centered design in all educational materials.

Quality assurance and content support

• Reviewing and updating training materials to ensure their accuracy, relevance, and effectiveness.
• Maintaining quality standards of pedagogical design and student experience.
• Support the adaptation of materials in accordance with the development of the legislative framework, methodologies and institutional needs.
• Ensuring that all content is consistent with project goals and PEJ educational standards.

Organizational engagement and accountability

• Participate in relevant team meetings and coordination calls regarding reporting.
• Participate in the preparation of project proposals, concept notes, and fundraising materials as needed.
• Supporting other project-related activities and performing duties as assigned.

Candidate Profile: Qualifications and Qualities

• Advanced degree/diploma (or equivalent professional experience) in instructional design, education, adult learning, educational technology, curriculum development, or a related field.
• Minimum of 5 years of experience designing and developing online learning programs or e-learning content.
• Proven experience in applying adult learning principles and instructional design methodologies.
• Experience in developing asynchronous curricula, online courses, and digital educational resources.
• Deep experience in creating tests, exercises, case studies, and activities to engage learners.
• Experience with learning management systems (LMS), online learning platforms, or educational technology tools.
• Ability to translate complex technical and specialized topics into engaging and accessible educational content.
• Strong project management, work organization, and content development skills.
• Excellent written and oral communication skills in English. Knowledge of Ukrainian would be an advantage.
• Experience supporting legal education, justice sector training, international development programs, or professional capacity-building initiatives would be a strong advantage.
• Experience working with specialized experts from various disciplines is highly desirable.
• Desired residence in Ukraine or the ability to travel to Ukraine during the contract term as needed.
• Excellent understanding and commitment to PEJ’s mission, values, confidentiality requirements, and professional standards.
