About the Expedite Justice (PEJ) project

Project Expedite Justice (PEJ), founded in 2016, is a non-governmental organization (NGO) headquartered in the United States that has charitable status under section 501(c)(3).

PEJ’s mission is to use all available legal avenues to achieve justice for individuals who lack adequate protection from the law, are denied access to legal resources, and are exploited by governments, corporations, or other entities.

PEJ is taking a new approach to investigating mass atrocities, focusing on the interests of victims. PEJ’s three-step model includes training, mentoring, and independent legal advice. We partner with local lawyers and investigators and train them to collect, analyze, and preserve evidence in accordance with international legal standards. Without evidence, accountability is impossible. We also build local capacity and advance the justice process by mentoring local legal practitioners and investigators on specific cases and providing strategic guidance. Finally, we partner with local NGOs, pro bono law firms, and legal clinics to represent victims of international crimes and serious human rights violations in court or through alternative justice mechanisms.

PEJ implements projects in several countries. Our inclusive team consists of professionals working remotely from Africa, Asia, Europe, South America and the United States. We are deeply committed to expanding opportunities for lawyers and other human rights defenders from the global majority or Global South to engage in international non-profit work based on the rule of law. Opportunity: Full Stack Developer

The Full Stack Developer, reporting directly to the Project Manager and Information Management Officer, creates and maintains the technical foundation and core functionality of the Digital Justice Hub platform. The Full Stack Developer is responsible for implementing and maintaining the platform architecture, user registration and access control, course and resource library functionality, and secure backend and frontend systems that ensure the long-term sustainability of the platform.

The Full Stack Developer works closely with the Platform Product Manager, Digital Platform Designer, E-learning Expert and Legal Education Expert to ensure that the Digital Justice Hub provides a secure, stable and intuitive learning environment for justice sector practitioners. This role supports the development, testing, deployment, maintenance and continuous improvement of the platform throughout the project lifecycle.

About the Justice Bootcamps project

The Justice Bootcamps project is a national program aimed at strengthening the practices of police, prosecutors, the Security Service of Ukraine (SBU), and judges (hereinafter referred to as “justice sector actors”) in four frontline regions with the highest number of war crimes allegations. The initiative provides targeted workshops, technical assistance, and operational support directly to justice sector actors handling war crimes and crimes against humanity cases. The PEJ approach provides immediate, targeted skills development that builds capacity and equips frontline justice sector actors to prosecute Russian international crimes.

The project structure is built around two complementary goals:

  1. Strengthening the capacity of frontline police, prosecutors, and judiciary through intensive practical bootcamps and ongoing expert support.
  2. Institutionalizing knowledge and skills in Ukrainian justice institutions to promote long-term sustainability, professional development, and inter-agency cooperation.

Recognizing that needs vary by region, the project adapts its activities to address priority challenges in each participating region. Through a practical, learn-by-doing methodology, Justice Bootcamps supports justice sector actors in strengthening their capacity to investigate, prosecute, and adjudicate war crimes and crimes against humanity cases, helping to ensure effective access to justice for victims in Ukraine.

Key Deliverables:

  • A secure and functional Digital Justice Hub platform has been created, supported, and deployed.
  • Implemented and maintained authentication, authorization, and user access management systems.
  • Developed and operational toolkit for course management, resource library, and content delivery.
  • Ensuring platform security, performance, and reliability throughout the development and deployment process.
  • Created and maintained technical documentation, system architecture documentation, and guidance for administrators.
  • Providing technical support during the development, testing, launch and post-launch support stages.

Key Responsibilities:

Platform development and architecture

  • Design, development, testing, and support of frontend and backend components of the Digital Justice Hub platform.
  • Implementing secure user authentication, authorization, and role-based access control (RBAC).
  • Development of functionality for course management, resource library, search, navigation, and content delivery.
  • Ensuring that the platform architecture supports scalability, ease of maintenance, and future enhancements.
  • Integration of platform functions and capabilities according to project requirements and user needs.

Platform security and performance

  • Implementing security controls and best practices to protect platform users and data.
  • Monitoring platform performance, stability, and reliability.
  • Identify and resolve technical issues, vulnerabilities, and performance bottlenecks.
  • Support for secure hosting, deployment, backup, and data recovery processes.
  • Ensuring compliance with applicable data security and privacy requirements.

Testing and Quality Assurance (QA)

  • Support for platform testing, pilot launches, and user acceptance testing (UAT).
  • Fix bugs and technical issues identified during development and deployment.
  • Collaborate with users and project stakeholders to identify opportunities to improve the platform.
  • Support for version control, release management, and technical quality assurance processes.

Technical documentation and knowledge transfer

  • Develop and maintain technical documentation, system architecture diagrams, and deployment guides.
  • Creating documentation for administrators to support long-term platform management.
  • Support for platform handover and transition activities for its continued sustainability.
  • Documenting technical solutions, workflows, and development processes.

Organizational engagement and accountability

  • Participate in relevant team meetings and coordination calls regarding reporting.
  • Participate in the preparation of project proposals, concept notes, and fundraising materials as needed.
  • Supporting other project-related activities and performing duties as assigned.

Candidate Profile: Qualifications and Qualities

  • Advanced degree in computer science, software engineering, information technology, or a related field, or equivalent professional experience.
  • Minimum 5 years of experience in full-stack software development.
  • Proven experience in developing secure web platforms and applications.
  • Deep experience with modern frameworks for frontend and backend development.
  • Experience in implementing authentication, user management, and access control systems.
  • Familiarity with cloud hosting environments, databases, APIs, and information integrations.
  • Experience implementing secure software development practices and security controls.
  • Strong troubleshooting, debugging, and problem-solving skills.
  • Experience working in agile development environments.
  • Excellent written and oral communication skills in English. Knowledge of Ukrainian would be an advantage.
  • Experience with learning management systems (LMS), knowledge management platforms, or educational technology (EdTech) would be a strong advantage.
  • Experience supporting non-profit projects, international development projects, or justice sector projects is an advantage.
  • Desired residence in Ukraine and the ability to travel to Ukraine during the contract term as needed.
  • Excellent understanding and commitment to PEJ’s mission, values, confidentiality requirements, and professional standards.
