About the Expedite Justice (PEJ) project

Project Expedite Justice (PEJ) , founded in 2016, is a non-governmental organization (NGO) headquartered in the United States that has charitable status under section 501(c)(3).

PEJ’s mission is to use all available legal avenues to achieve justice for individuals who lack adequate protection from the law, are denied access to legal resources, and are exploited by governments, corporations, or other entities.

PEJ is taking a new approach to investigating mass atrocities, focusing on the interests of victims. PEJ’s three-step model includes training, mentoring, and independent legal advice. We partner with local lawyers and investigators and train them to collect, analyze, and preserve evidence in accordance with international legal standards. Without evidence, accountability is impossible. We also build local capacity and advance the justice process by mentoring local legal practitioners and investigators on specific cases and providing strategic guidance. Finally, we partner with local NGOs, pro bono law firms, and legal clinics to represent victims of international crimes and serious human rights violations in court or through alternative justice mechanisms.

PEJ implements projects in several countries. Our inclusive team consists of professionals working remotely from Africa, Asia, Europe, South America and the United States. We are deeply committed to expanding opportunities for lawyers and other human rights defenders from the global majority or Global South to participate in international non-profit work based on the rule of law.

Opportunity: Platform Product Manager

The Platform Product Manager, reporting directly to the Project Manager and Information Management Officer, is responsible for the end-to-end planning, development, and implementation of the Digital Justice Hub platform. The Platform Product Manager leads an agile, sprint-based development process to ensure that the platform is designed, built, and continuously improved to meet the operational needs of justice practitioners working on war crimes and crimes against humanity cases.

The Platform Product Manager is responsible for defining product requirements, managing the development backlog, prioritizing features, coordinating sprint planning, and ensuring alignment between technical development, learning content, and user needs. This role is the primary bridge between justice practitioners, subject matter experts, designers, developers, and institutional stakeholders, including TCPU, to ensure the functionality, scalability, and sustainability of the platform.

The Platform Product Manager also manages user testing cycles, gathers end-user feedback, and ensures iterative improvement based on real-world usage. This role is central to ensuring that the Digital Justice Hub is not only technically functional, but also operationally efficient and aligned with long-term institutional ownership and sustainability.

About the Justice Bootcamps project

The Justice Bootcamps project is a national program aimed at strengthening the practices of police, prosecutors, the Security Service of Ukraine (SBU), and judges (hereinafter referred to as “justice sector actors”) in four frontline regions with the highest number of war crimes allegations. The initiative provides targeted workshops, technical assistance, and operational support directly to justice sector actors handling war crimes and crimes against humanity cases. The PEJ approach provides immediate, targeted skills development that builds capacity and equips frontline justice sector actors to prosecute Russian international crimes.

The project structure is built around two complementary goals:

  1. Strengthening the capacity of frontline police, prosecutors, and judiciary through intensive practical bootcamps and ongoing expert support.
  2. Institutionalizing knowledge and skills in Ukrainian justice institutions to promote long-term sustainability, professional development, and inter-agency cooperation.

Recognizing that needs vary by region, the project adapts its activities to address priority challenges in each participating region. Through a practical, learn-by-doing methodology, Justice Bootcamps supports justice sector actors in strengthening their capacity to investigate, prosecute, and adjudicate war crimes and crimes against humanity cases, helping to ensure effective access to justice for victims in Ukraine.

Key Deliverables:

  • End-to-end product roadmap and implementation plan for the Digital Justice Hub platform.
  • Prioritized product backlog aligned with user needs, institutional requirements, and project goals.
  • Implemented and maintained sprint plans, development cycles, and release management processes.
  • Functional coordination between technical development, content creation, and user experience (UX) teams.
  • User testing structures, feedback mechanisms, and iteration cycles are established and operational.
  • Documentation and transfer materials that support long-term sustainability and institutional ownership.

Key Responsibilities:

Product strategy and planning

  • Defining and supporting the product vision, roadmap, and development priorities for the Digital Justice Hub platform.
  • Translating project goals and user needs into structured product requirements and development plans.
  • Develop and manage a prioritized product backlog in coordination with the technical and content teams.
  • Ensuring consistency between platform functionality, user experience, and learning objectives.
  • Continuously improve product strategy based on user feedback, technical constraints, and changing project needs.

Agile development and sprint management

  • Leading agile sprint-based development cycles for platform design and implementation.
  • Coordination of sprint planning, reviews, retrospectives, and release processes.
  • Ensuring timely delivery of platform features and functionality in accordance with agreed priorities.
  • Track progress, identify risks, and manage dependencies between development workflows.
  • Facilitating communication between developers, designers, and content teams to ensure efficient task completion.

Coordination and agreement of actions with stakeholders

  • Acting as the main focal point between PEJ, technical teams and institutional stakeholders, including TCPU.
  • Facilitating coordination of actions between specialized experts, legal teams, educators, designers, and developers.
  • Collecting and summarizing information from stakeholders into clear product requirements.
  • Managing expectations and ensuring clear communication between all stakeholder groups.
  • Supporting institutional engagement to ensure long-term ownership of the platform and its sustainability.

User testing and iterative improvement

  • Design and implement user testing strategies to assess the usability and effectiveness of the platform.
  • Collection and analysis of feedback from justice sector practitioners and end users.
  • Translating user insights into practical product improvements and feature enhancements.
  • Control over iterative refinement of platform features based on real-world usage.
  • Ensuring continuous improvement of the platform’s functionality, usability, and relevance.

Documentation and sustainability

  • Developing clear product documentation, including system workflows, feature descriptions, and user guides.
  • Support the development of administrative and technical documentation for long-term platform management.
  • Participate in handover planning and institutional transition processes in conjunction with TCPU.
  • Ensuring knowledge transfer to local institutions for the long-term sustainability of the Digital Justice Hub.
  • Promoting maintainability and scalability in all product development decisions.

Organizational engagement and accountability

  • Participate in project management meetings, sprint reviews, and strategic planning sessions.
  • Close coordination with developers, designers, training experts, and specialized specialists.
  • Provide regular updates on product development progress, risks, and priorities.
  • Participate in the preparation of project reports, lessons learned analysis, and knowledge management initiatives.
  • Support the development of project proposals, concept notes, digital strategies, and fundraising materials as needed.
  • Support monitoring, evaluation and learning (MEL) activities through analysis of product performance and user feedback.
  • Supporting other project-related activities and performing duties as assigned.

Candidate Profile: Qualifications and Qualities

  • Advanced degree in product management, computer science, information systems, digital transformation, educational technology, or a related field, or equivalent professional experience.
  • Minimum 5-7 years of experience in product management, digital platform development, or software delivery in agile environments.
  • Proven experience managing digital products from concept to development, launch and iterations.
  • Deep understanding of agile methodologies, sprint-based development, and product lifecycle management.
  • Experience working with cross-functional teams including developers, designers, and content creators.
  • Strong stakeholder management and communication skills with both technical and non-technical audiences.
  • Experience defining product roadmaps, managing backlogs, and prioritizing competing requirements.
  • Ability to translate user needs and organizational goals into structured product requirements.
  • Experience with learning platforms, knowledge management systems or public sector digital platforms will be a strong advantage.
  • Experience in international development, the non-profit sector, the justice sector, or government agencies is an advantage.
  • Excellent written and oral communication skills in English. Knowledge of Ukrainian would be an advantage.
  • Desired residence in Ukraine or the ability to travel to Ukraine during the contract term as needed.
  • Excellent understanding and commitment to PEJ’s mission, values, confidentiality requirements, and professional standards.
