DAI Global UK Ltd, the implementer of the CYFER programme is looking for MREL Officer. 

Role’s Purpose: 

The MREL Officer will play a central role in supporting CYFER’s evidence collection, outcome harvesting, and deployment-level monitoring systems. The role is locally based and focused on maintaining trusted relationships with recipient institutions to collect qualitative and operationally sensitive information in a secure, low-burden manner. 

The postholder will support the programme’s Monitoring, Reporting, Evaluation and Learning systems by coordinating data collection processes, conducting Key Informant Interviews (KIIs) with recipients, supporting outcome harvesting, maintaining deployment tracking systems, and assisting with analysis for quarterly reporting and learning reviews. 

This is a highly relationship-driven role requiring strong interpersonal skills, discretion, attention to detail, and the ability to work confidently with senior technical and government stakeholders. 

Responsibilities:  

Qualitative Data Collection  

  • Conduct Key Informant Interviews (KIIs) with recipient focal points and technical stakeholders in order to collect qualitative evidence and narrative examples demonstrating the outcome-level change resulting from CYFER deployments.  
  • Support the design of research tools to generate qualitative data link to project outcomes 
  • Support the implementation of recipient-centred and low-burden data collection approaches appropriate for sensitive operational environments 
  • Support the development of change stories and outcome harvesting products linked to project outcomes. 

Recipient Engagement 

  • Maintain trusted working-level relationships with recipient institutions to facilitate ongoing evidence collection such as sustained access to monitoring data and qualitative insights.  
  • Support recipient engagement in a manner that minimises administrative burden and respects operational sensitivities.  
  • Work collaboratively with technical teams and relationship holders to identify appropriate channels for evidence gathering. 
  • Ensure all engagement and data collection activities are conducted in line with security protocols and confidentiality requirements. 

Additional Evidence Capture and Data and Monitoring Tracking 

  • Assist in developing, improving, and standardising data collection tools, templates, trackers, and monitoring systems to strengthen consistency and efficiency across deployments. 
  • Coordinate collection of additional deployment evidence from project Recipient’s including screenshots of data dashboards, acts of transfer, usage confirmation, alongside Recipient feedback (see above) 
  • Track and coordinate post-deployment follow-up timelines, including 5-month usage reviews and outcome-level assessments. 
  • Support quality assurance and information management of project evidence and documentation (including data cleaning, verification etc). 
  • Maintain accurate, up-to-date, and secure electronic and physical records of project evidence, recipient submissions, and supporting documentation. 
  • Support ad hoc data requests for the project or Client.  

Reporting, Analysis and Learning 

  • Support synthesising qualitative findings from Key Informant Interviews (KIIs), recipient feedback, and deployment follow-ups to contribute to outcome harvesting and reporting products.  
  • Support analysis of deployment-level evidence against programme indicators, Results Framework targets, and relevant outcome indicators where appropriate.  
  • Identify and escalate data management challenges, gaps, or risks that may affect the quality, reliability, analysis, or security of programme evidence. 
  • Contribute to strengthening learning and feedback loops across the project. 
  • Coordinate and contribute to preparation of Quarterly Reports, Annual Reviews and other relevant internal and Client facing reporting requirements.  

Reporting: 

This position will report directly to the MREL Lead. 

Candidate Qualifications: 

The role is based in Kyiv and will involve regular and proactive engagement with government stakeholders and programme partners. The operating environment is dynamic and security-sensitive, requiring flexibility, professionalism, and adherence to project security procedures. 

Essential 

  • Bachelor’s degree in international development, social research, public policy, political science, cybersecurity governance, monitoring and evaluation, or related field.  
  • Minimum 3 years’ experience in monitoring, evaluation, research, programme support, or qualitative data collection roles.  
  • Experience conducting interviews, stakeholder consultations, or qualitative research.  
  • Strong organisational and data management skills.  
  • Experience maintaining trackers, databases, or monitoring systems.  
  • Excellent written and verbal communication skills in Ukrainian and English.  
  • Strong interpersonal skills and ability to build trust with institutional stakeholders.  
  • Ability to work independently in a fast-paced and sensitive operating environment.  
  • High level of discretion and professionalism when handling sensitive information.  

Desirable 

  • Pre-existing relationships with the project’s recipients/ counterparts. 
  • Experience working on governance, cybersecurity, resilience, defence, or donor-funded programmes. 
  • Familiarity with qualitative and quantitative M&E methodologies.  
  • Experience supporting UK Government, FCDO, , EU, US, or similar donor programmes.  
  • Experience working with senior Government of Ukraine officials in the cyber security domain . 
  • Understanding of cybersecurity terminology or cyber governance structures in Ukraine will also be an advantage.
