Position Overview
Arroyo Legacy is seeking a highly capable HR & Legal Manager to lead human resources and legal compliance functions supporting our operations in Ukraine.
This role combines HR leadership with legal oversight, ensuring that all workforce-related activities are fully compliant with Ukrainian legislation, contractual obligations, and international standards.
The ideal candidate will act as both a strategic HR partner and in-country legal focal point, supporting operations in a fast-paced, high-risk, and internationally coordinated environment.
Key Responsibilities
Recruitment & Staffing
- Lead full-cycle recruitment for technical, operational, and administrative roles
- Source candidates via Ukrainian platforms (Work.ua, Rabota.ua, Lobby X) and professional networks
- Conduct screening, interviews, and coordinate hiring decisions with leadership
- Maintain a pipeline of candidates for ongoing and surge staffing needs
HR Administration, Legal Compliance & Documentation
- Ensure full compliance with Ukrainian labor law, tax regulations, and employment standards
- Draft, review, and manage:
- Employment contracts
- Contractor/FOP agreements
- NDAs, service agreements, and internal HR policies
- Maintain legally compliant personnel records and documentation
- Oversee proper employee classification (employee vs contractor)
- Support internal compliance with donor requirements and international standards
Legal Oversight & Risk Management
- Serve as the primary in-country focal point for HR-related legal matters
- Liaise with external legal counsel on:
- Employment law issues
- Contractual disputes
- Regulatory compliance
- Identify legal risks in HR and operational practices and propose mitigation measures
- Ensure compliance with:
- Labor inspections requirements
- Documentation standards
- Internal and external audits
- Support development and enforcement of internal policies (Code of Conduct, disciplinary procedures, etc.)
Onboarding & Workforce Management
- Manage onboarding process (contracts, documentation, orientation)
- Ensure all legal/employment documentation is signed and archived properly
- Track workforce deployment, assignments, and availability
- Coordinate compliance-related requirements (certifications, safety training, HEAT, etc.)
Required Qualifications
- 3+ years of experience in HR, HR compliance, or employment law-related roles
- Experience drafting and managing contracts and legal HR documentation
- Ability to work independently and advise leadership on legal/HR matters
- Strong organizational and analytical skills
Preferred Qualifications
- Background in law, legal studies, or HR compliance
- Experience working with international companies, NGOs, or donor-funded programs
- Familiarity with FOP/contractor structures in Ukraine
- Experience in logistics, defense, infrastructure, or field operations
- Experience in high-risk or austere environments
Language Requirements
- Ukrainian — Fluent
- English — Professional working proficiency
Work Environment
- Kyiv-based with occasional travel within Ukraine
- Hybrid role (office + operational/field support)
- May include support to teams deployed in higher-risk areas
