About the Project
The Field Support Services Project (FSSP), funded by Global Affairs Canada (GAC) and implemented by Cowater International, supports Ukrainian government institutions in advancing reform priorities and strengthening institutional resilience.
In January 2026, Canada agreed to support Ukraine’s Ministry of Veterans Affairs (MoVA) to design a proposed Multi Donor Veterans Support Fund. A consultant will be hired through a competitive process, responding to the Ministry of Veterans Affairs request for help to design the Fund and prepare a comprehensive Project Document (Business Case) for MoVA and donor consideration.
Due to the technical nature and anticipated expert level of the consultant to be selected, FSSP is seeking a Senior External Expert to serve as a member of the Evaluation Committee.
Objective of the Assignment
The External Expert will provide independent technical expertise to ensure:
- Transparent and merit-based selection
- Objective scoring against approved criteria
- Documented and evidence-based evaluation
Key Responsibilities
- Review and independently score applications using the approved evaluation grid
- Participate in interviews (if applicable)
- Provide written justification for scoring decisions
- Contribute to consensus discussions
- Draft report on the reviewing process and recommendation supporting the best candidate
- Sign Declaration of Impartiality and Confidentiality
Required Profile
Education:
- Advanced university degree (Master’s or equivalent) in public administration, project management, social sciences, law, or related field
Experience:
- Minimum 7–10 years of relevant professional experience
- Proven expertise in donor-funded or public sector project design
- Demonstrated experience in evaluation of consultancy proposals and/or recruitment processes
- Strong knowledge of project management and results-based management
- Understanding of Ukraine’s veterans’ support context
- Experience with international donors (asset)
- No conflict of interest with potential applicants

Work Arrangements
- Home-based assignment
- Online meetings as required
- Output-based contract (up to 20 working days)
- Payment upon approval of agreed deliverables
Evaluation of Applications
- Technical Score: 80%
- Financial Score: 20%
Only candidates scoring at least 70% of the technical evaluation will proceed to financial evaluation.
