3F is a Danish trade union that implements a solidarity and development program through our partnerships with local trade unions in the Eastern European region, including Ukraine. The program and its individual projects are funded by the Danish Ministry of Foreign Affairs and internal 3F funding. The overarching objective of our program is to strengthen our local trade union partners in representing and defending the interest of their members and workers at large, as relevant, sustainable, democratic and independent trade unions. Each of the projects under the program have more specific objectives described in project results frameworks.
Position: Project Consultant
Location: Mykolaiv, Ukraine.
Start Date: As soon as possible
Duration: Fixed-term consultancy contract, expiration date 31/12/2026 (with potential for extension).
Remuneration: The consultant will receive an hourly consultancy fee which reflects the qualifications and experience of the consultant. The monthly hours allocated the consultancy are expected to be 170 hours.

About the Role:
3F is seeking a highly motivated and experienced Project Consultant to lead the implementation, monitoring, and evaluation of 3F’s partner cooperations and projects in Ukraine, working closely with local trade union partners and the 3F International regional coordinator. This role offers a unique opportunity to support democratic trade union development and strengthen workers’ rights during a critical time in Ukraine.
Key Responsibilities:
- Lead the day-to-day coordination, implementation, and tracking of project activities in collaboration with 3F’s international regional coordinator, regional financial consultant and Ukrainian trade union partners.
- Monitor implementation plans, activity schedules, and risk assessments in coordination with trade union partners.
- Design and conduct monitoring and evaluation processes, including data collection, analysis, and reporting.
- Prepare progress reports, success stories, and documentation.
- Ensure compliance with 3F and donor requirements, including financial and narrative reporting in cooperation with 3F’s regional coordinator and regional financial controller.
- Maintain strong and effective communication with local partners and the 3F team.
Required Qualifications:
- Proven experience in project management, implementation and M&E, preferably within the civil society, labour rights, or international development sectors.
- Solid understanding of monitoring and evaluation frameworks, indicators, tools, and reporting methods.
- Fluency in Ukrainian and English (written and spoken) is essential.
- Familiarity with the Ukrainian labour movement and trade union structures is strongly preferred.
- Strong interpersonal and communication skills with a demonstrated ability to work independently and in multicultural teams.
- Ability to work structured and independently as well as in coordination with the 3F team.
- Ability to travel within Ukraine if security conditions allow.
Desirable Qualifications:
- Background in labour rights, political science, sociology, or international development.
- Experience working with Danish or European NGOs or trade unions.
