Job Title: Veteran Services Integration Expert
Project Name: Recovery for All (RFA)
Location of Position: Hybrid, with partial need to participate in offline meetings in Kyiv and visits to the partner municipalities
Reporting to: RFA Deputy Director, Municipal Development Team Lead
Remuneration: Fees are subject to negotiation and shall not exceed established market rates
Indicative LOE/Time Frame: Full-time, Monday-Friday. The role is expected to continue on a long-term basis, subject to project needs and performance.

For contracting (after the job offer is made), the selected candidate is expected to be registered as a Private Entrepreneur of the 3d group (consultancy services).
Citizenship: Ukraine
Language Requirements: Excellent knowledge of Ukrainian, ability to speak and write clearly.
Intermediate or higher level of written and spoken English.

Project Description:

Recovery for All (RFA) is a seven-year (2025–2031) technical assistance project, funded by Global Affairs Canada and implemented by Alinea International.

RFA will support 35 war-affected municipalities take on the massive task of managing the damage that has been inflicted by Russia’s war against Ukraine. The aim of our work with municipalities is to help them build back better, not only in terms of reconstruction, but also socially and economically, so that people that have stayed in the municipalities not only survive this war, but can thrive. Each municipality has its own needs and priorities, so we will work with them to plan a recovery that meets those needs, build the capacity to attract financing and implement recovery initiatives, that serve the long-term development of municipalities to develop and to foster a better future for residents.

At the national level, RFA works with the Ukrainian government on recovery planning and coordination, ensuring different ministries and agencies collaborate effectively and together, that these efforts support Ukraine’s path toward EU integration.
RFA supports tracking and reporting on the Ukraine Plan through digital systems we have developed, allowing Ukraine to report efficiently, accurately and transparently to the EU, on its progress required for release of financial tranches under the EU Facility.

About the Work:

RFA provides technical assistance to municipalities for developing and operationalizing planning documents—including the Development Strategy and Action Plan—to ensure their effective implementation at the local level.

RFA Project is looking for а Veteran Services Integration Expert who will support partner municipalities in identifying the needs of veterans and their families, analyzing issues in services provision, contributing to the development and implementation of municipal strategies, and initiatives to improve services for veterans and their families, ensuring they are designed in gender-responsive, citizen-oriented, inclusive, trauma-informed, environmentally sensitive manner.

The Role:

Veteran Services Integration Expert impact is to:

• Monitor and analyze updates to national legislation and regulatory acts pertaining to veterans’ policy.
• Develop/adjust a methodology for assessing municipality needs in the veteran support sector.
• Participate in identifying the needs of partner municipalities in the veteran support sector.
• Support data collection for needs assessments and prepare analytical reports based on the results of veteran and family needs assessments.
• Identify legal gaps in the veteran services at the local level to inform line Ministries.
• Support partner municipalities in developing strategies and action plans focused on services for veterans and their families.
• Inform and advise partner municipalities on national veterans policy and its local-level implementation.
• Advise partner municipalities on developing a service delivery model for veterans and their families, along with its implementation plan.
• Participate in developing project concepts and proposals in the veteran support sector to advance partner municipalities’ plans, recovery initiatives, and strategies.
• Support municipalities in implementing service delivery models for veterans.
• Enhance the capacity of municipality local government to plan and implement people-centered veterans policies.
• Enhance the capacity of veteran service providers to implement best practices, inclusivity principles, and a needs-centered approach serving veterans and their families.
• Promote the development of veteran communities within partner municipalities.
• Contribute to the design and delivery of training programs for veteran service providers in partner municipalities.
• Provide advisory and methodological support to partner municipalities on the planning, implementation, monitoring, and reporting of selected recovery initiatives in the veteran support sector.
• Contribute to developing templates, tools, and local regulations essential for implementing and ensuring quality veteran services.
• Engage with national and international organizations and projects supporting veterans and their families to strengthen partner municipalities’ capacity to deliver veteran services.
• Support, promote, advise, and train partner municipalities in identifying international partners for recovery initiatives in the veteran support sector.

Required Qualifications:

Experience:

• 2+ years of professional experience in the veteran support sector.
• Higher education in social, public policy, health or relevant sectors.
• Knowledge of the government policy making cycle and national reform agenda, local self-government, emergency response and recovery (generally and particularly in social services).
• Excellent knowledge of the National Veterans Policy
• Experience in the advisory to the local self-government bodies of Ukraine is highly desirable.
• Experience in facilitation and development of written materials.
• Ability to support the development of training materials and procedural documentation.
• Experience working with or alongside Ministries, Agencies, or other public authorities in Ukraine or similar reform contexts is preferred.

Soft Skills and Competencies:

• Excellent interpersonal and stakeholder engagement skills, including the ability to navigate complex institutional environments.
• Strong facilitation and communication skills.
• High level of organizational and time-management skills with an ability to manage multiple streams of work simultaneously.
• Proven ability to work both independently and as part of a multidisciplinary team.
• Strong organizational skills, ability to work under tight deadlines.
