Job Title: National Social Policy Expert.
Project Name: Recovery for All (RFA).
Location of Position: Hybrid, Kyiv.
Reporting to: RFA Deputy Director.
Remuneration: Fees are subject to negotiation and shall not exceed established market rates.

Indicative LOE/Time Frame: Full-time, Monday-Friday.

The duration of the contract is till the end of March 2026 with a possibility of extension (subject to approval and implemented deliverables during a previous deployment).

For contracting (after the job offer is made), the selected candidate is expected to be registered as a Private Entrepreneur of the 3d group (consultancy services).

Citizenship: Ukraine.
Language Requirements:
Excellent knowledge of Ukrainian, ability to speak and write clearly.
Intermediate or higher level of written and spoken English.

Project Description:

Recovery for All (RFA) is a seven-year (2025–2031) technical assistance project, funded by Global Affairs Canada and implemented by Alinea International.

RFA will support 50 war-affected communities take on the massive task of managing the damage that has been inflicted by Russia’s war against Ukraine. The aim of our work with communities is to help them build back better, not only in terms of reconstruction, but also socially and economically, so that people that have stayed in the communities not only survive this war, but can thrive. Each community has its own needs and priorities, so we will work with them to plan a recovery that meets those needs, build the capacity to attract financing and implement recovery initiatives, that serve the long-term development of communities to develop and to foster a better future for residents.

At the national level, RFA works with the Ukrainian government on recovery planning and coordination, ensuring different ministries and agencies collaborate effectively and together, that these efforts support Ukraine’s path toward EU integration. RFA supports tracking and reporting on the Ukraine Plan through digital systems we have developed, allowing Ukraine to report efficiently, accurately and transparently to the EU, on its progress required for release of financial tranches under the EU Facility.

About the Work:

This position will support the development of evidence-based, inclusive national social policies that are reflective of citizen needs.
The expert will closely collaborate with the Ministry of Social Policy, Family and Unity of Ukraine, key national stakeholders, municipal social services and international development partners involved in social policy reform to manage the process of comprehensive social policy development.

The Role:

Research and Analysis:

● Analyze and identify EU requirements and international good practices with the potential to implement in Ukraine.
● Analyze policy drafts and provide written recommendations to strengthen their alignment with EU standards, international good practices, and equity principles.
● Prepare policy briefs, analytical notes, and presentations on key social policy topics as requested.
● Consolidate municipalities’ needs in social policy, identify legal gaps and ensure the work on national policies address those gaps.
● Define the need for tools and frameworks that support the implementation of national policies, and contribute to their development.

Liaison:

● Liaise with the Ministry of Social Policy, Family and Unity of Ukraine, other GoU agencies and institutions to align project activities with national social policy priorities.
● Participate in inter-ministerial working groups, task forces, and thematic policy platforms related to social policy, services for veterans, children, and other vulnerable groups.

Policy Coordination:

● Serve as the focal point for coordination on the national comprehensive Social Policy Strategy with international organizations (e.g. UNICEF, World Bank, UK Government) and donor-funded programs supporting social policy in Ukraine.
● Contribute to the organization and facilitation of consultations, roundtables, and policy dialogues with civil society, social policy professionals, and community stakeholders.

Policy Formulation:

● Provide expert input into the development or revision of policy documents, legislative proposals, strategies, action plans, and frameworks related to the social policy sector.
● Support the design of monitoring indicators and results frameworks related to social policy implementation.

Policy Implementation:

● Raise awareness of partner municipalities of the national social policy and its application at the local level.
● Ensure compliance with the best practices and principles of inclusive development in the field of social policy in the partner municipalities.

Required Qualifications:

Education:

• Advanced university degree (Master’s or higher) in Social Policy, Public Administration, Law, Sociology, Political Science, or a related field.

Professional Experience:

• At least 5 years of relevant professional experience in the development, implementation, or evaluation of national or local social policy frameworks.
• Proven experience in working with or advising government ministries, particularly the Ministry of Social Policy.
• Demonstrated involvement in policy drafting, legal analysis, or strategy development in the field of social protection, services for vulnerable groups (e.g. veterans, children, persons with disabilities), or inclusive development.
• Experience in liaison roles with international organizations (e.g. UNICEF, World Bank, UNDP, EU), donor-funded projects, or inter-ministerial coordination platforms.

Skills:

• Strong knowledge of EU social policy standards, international good practices, and principles of inclusive and rights-based approaches to social policy.
• Excellent knowledge of Ukraine’s social policy framework, understanding of decentralization and the role of municipalities in the delivery of social services in Ukraine.
• Strong facilitation and coordination skills, including experience organizing and participating in working groups, task forces, consultations, and policy dialogues.
• Excellent writing and presentation skills, including preparation of policy briefs, analytical notes, and communication with diverse audiences.
• Full professional proficiency in Ukrainian (written and spoken) is required.
• Working proficiency in English is strongly preferred.
• Strong interpersonal and diplomatic skills.
• High level of integrity, accountability, and professional independence.
• Ability to work collaboratively in a multi-stakeholder and interdisciplinary environment.
