We are looking for Monitoring and Evaluation (M&E) Officer to join our international team!
As Monitoring and Evaluation Team Leader, based in Kyiv, you will support the implementation of ERC Country Office projects and lead the use of M&E systems and tools to ensure data quality and consistent reporting for projects’ activities in Ukraine. This position will be responsible for communicating M&E information, designing monitoring plans, coordinating with implementing partners, and providing technical support to programme managers on M&E and cross-cutting issues
Responsibilities & Key Tasks
- Planning, preparation, organizing and conducting monitoring and evaluation activities for all projects (including baseline and end-line surveys, Post Distribution and Post Intervention Monitoring, mid-term and post-project evaluation etc.)
- Provide methodological support to all programme teams on technical questions linked to M&E and cross-cutting issues such as: design of M&E plan, quantitative and qualitative data collection, measure of indicators, complaint response mechanism, do no harm analysis etc.
- Ensure M&E plans are properly implemented in the county office and by implementing partners through consultation, follow-up and training.
- Collect, clean, analyze, aggregate and visualize M&E data from different projects and programmes, thereby providing input to reporting and communication efforts.
- Collect and provide relevant evidence for “lessons learned” from projects and programmes to inform further programme development.
- Regularly collect and analyze complaints and feedback mechanism accountability data to facilitate quality improvements.
- Provide input to project proposal, review the logframe and the logic of intervention
- Ensuring the smooth coordination of the M&E unit of a growing and dynamic INGO Country Office.
- Liaise with and provide technical support to programme managers and HQ monitoring specialists.
Qualifications
- University degree in a relevant field (e.g. humanitarian studies, project management, social sciences) or a combination of education and work experience that yields minimum required knowledge, skills and abilities
- minimum 2 years of relevant work experience – preferably in humanitarian context, social work, community development, NGOs or civil society
- Experience in use of data collection and data analysis tools will be an asset
- You master planning and coordination of qualitative and quantitative surveys, dissemination of results
- You demonstrate organizational skills as well as abilities to analyze and synthesis
- Strong computer skills, including high proficiency in Excel
- Proficiency in spoken and written English, as well as in local language (Ukrainian and Russian)
- Strong interpersonal and communication skills and the ability to work effectively in a multicultural environment
