 The Financial Sector Reform Activity (FSR) in Ukraine is a five-year program funded by the United States Agency for International Development (USAID) and managed by DAI Global LLC (DAI). The purpose of the activity is to transform the country’s financial sector into a sophisticated, well-functioning, competitive market that is aligned with European Union (EU) standards and integrated into international financial systems. This transformation will mobilize private finance for sustained economic growth in Ukraine.

The FSR is looking for candidates to fill in the Grants Development Manager / Financial Sector Specialist position.

PURPOSE OF THE ROLE: 

The Grants Development Manager / Financial Sector Specialist leads the technical specialists and is responsible for managing the process of grants design, co-creation and implementation to provide financial support for SMEs through financial intermediaries. Responsibilities also include developing financial sector support instruments aimed at enhancing the capacity of financial institutions, creating new financial products, and increasing the stability of the financial market. To develop the most effective support instruments, He/She will closely collaborate with market players to identify their primary needs, as well as with the team of technical specialists from the FSR project who are working on technical support for financial intermediaries.

OBJECTIVES AND DUTIES:

• Analyze the financial market for identification of the most efficient way of supporting SMEs, financial intermediaries, and financial market that meets FSR’s goals.
• Research, analyze, compile and present complex data from a variety of sources in order to create, communicate and reinforce concepts and to communicate large amounts of quantifiable data for grant proposals.
• Develop grant concepts, and other financial instruments of support for SMEs, financial intermediaries and financial market. Define deliverables for each support program.
• Coordinate and manage scopes of work development for grants and other instruments of support for SMEs, financial institutions and financial market, lead the process of co-creation grants with financial intermediaries.
• Co-develop capacity building plans for grantees, as appropriate.
• Work closely with program technical teams and grants team and develop implementable solutions (including solicitations).
• Review and assess the capacity of a prospective grantee to manage the type of grant considered, propose the most appropriate grant type.
• Negotiate grant terms, conditions, standard provisions, and budgets with grantees.
• Assess grantees’ performance delivery against project objectives through regular review of grantee progress towards deliverables and milestones.
• Support gathering feedback from grantees for monitoring, evaluation and learning purpose.
• Perform other duties as assigned by Supervisor.

QUALIFICATIONS:

• Must have an advanced degree in one of the following areas: finance, economics, management, finance/corporate law, and audit. 
• Extensive knowledge of Ukrainian financial sector, minimum five to ten years of work experience.
• Solid project management skills – minimum 3 years of managerial experience.
• Experience with development projects similar in scope and complexity to Ukraine FSR is an advantage.
• Experience in international business, procurement and grants management, with experience in USAID grants management is an advantage.
• Experience in developing and implementing financial products, project management.
• Knowledge or expertise in leasing, factoring and insurance mechanisms would be a strong advantage.
• Experience with research, writing analytical/assessment reports.
• Strong communication and presentation skills.
• Excellent oral and written English and Ukrainian skills.
