DAI Global UK Ltd, the implementer of the CYFER programme is looking for Cyber Assessment Framework (CAF) Implementer Lead.  

Location of Position: Kyiv, Ukraine
Reporting to: Technical Team Lead
Remuneration: Fees are subject to negotiation in line with market rates
Indicative LOE/Time Frame: January 2026 – March 2028 (up to 220 days LOE/ year; annual contract review based on availability of project funding)

Role’s Purpose: 

The objective of this role is to lead and implement comprehensive cybersecurity assessments of all CYFER partners in alignment with the Cybersecurity Assessment Framework (CAF UK)1. The CAF Implementer Lead will identify critical needs related to hardware, software, and organizational capacity that can be addressed through targeted assistance. Additionally, the role will evaluate the impact of CYFER assistance by measuring improvements in cybersecurity maturity based on CAF UK standards. 

Under the supervision of the Technical Team Lead, the CAF Lead Implementer will be responsible for planning, coordinating, and executing day-to-day assessment and oversight activities across all partner organizations. This includes evaluating potential beneficiaries, managing relationships with subcontractors and vendors, and ensuring that all support delivered is strategically aligned with assessment findings and demonstrably enhances cybersecurity effectiveness. 

Tasks/responsibilities: 

Strategic delivery: 

  • Plan, coordinate, oversee, and manage tasks required to implement the programme’s cybersecurity assessments and related supporting activities as defined by the Technical Team Lead, including technical assistance to enhance the recipients’ cybersecurity posture in line with CAF UK. This will include: 
  • Conduct cybersecurity assessments of CYFER recipients and beneficiaries and successfully identify critical gaps and priority areas for hardware, software, and capacity-building support in line with the CYFER programme’s Theory of Change. 
  • Design the methodology for the CAFs assessment the programme will use. 
  • Compile assessment documentation and technical justifications to support IT-related procurement planning within the programme. 
  • Prepare and maintain necessary technical documentation, including cybersecurity architecture diagrams, functional descriptions, implementation methodologies, and relevant tools or software visualizations to support the deployments.
  • Develop, maintain, and update implementation plans for the assessments, ensuring they meet FCDO deadlines. 
  • Ensure CYFER is using the latest version of the CAF methodology on the date of the assessment. 
  • Engage directly with the programme’s subcontractors and vendors to ensure timely and proper delivery, availability, and usage of cybersecurity-related products (hardware and software) supplied under CYFER contracts. 
  • Maintain a relationship with subcontractors and vendors to identify new solutions that enter the market and might be suitable for the programme recipients; inform the team of the market developments. 
  • Review technical documentation, including Initial and Full Cases, specifications and high-level designs, to ensure relevance and alignment with CAF assessment findings. 
  • Provide relevant technical assistance and consultations to CYFER recipients during the preparation and implementation stages of cybersecurity improvements within the scope of the projects. 
  • Supervise and monitor the implementation of technical activities to ensure consistency with CAF UK recommendations and technical requirements, identify areas for improvement that can feed into the upcoming deployments or renewals.

Monitoring, Reporting, Evaluation and Learning: 

  • Work closely with the programme’s MREL team to ensure that they receive timely, complete, and high-quality information required for the preparation of MREL reporting deliverables in line with Client expectations.   
  • Contribute to the design and implementation of feedback mechanisms to evaluate effectiveness and inform adjustments to programming as well as programme MREL requirements. 
  • Evaluate the effectiveness of support provided by CYFER by undertaking rolling CAF assessments to understand changes (such as improvements) in recipients’ cybersecurity and their compliance with CAF UK benchmarks. 
  • Develop and submit regular written reports and deliverables to the CYFER senior team summarizing assessment results, implementation status, and impact of assistance

Qualifications and experience 

  • Master or higher educational degree in cybersecurity / information security or information technology  
  • At least 5 years of experience working with cybersecurity / information security or information technology  
  • At least 5 years of experience with cybersecurity / information security or information technology projects implementation 
  • Possession of international certificates related to cyber diagnostics or assessment (will be an advantage) 
  • In-depth knowledge of technical cybersecurity architecture 
  • Solid presentation skills 
  • Solid communications skills 
  • Skills in developing technical project documentation 
  • Good command of English language is preferred
