Cowater International, through the Field Support Services Project (FSSP) funded by Global Affairs Canada (GAC), invites applications for a Senior Consultant – Veterans Fund Project Designer to support the Government of Canada and the Ministry of Veterans Affairs of Ukraine (MoVA) in establishing a Joint Donor Veterans Support Fund.
This flagship initiative will mobilize Canadian and international partner resources to strengthen Ukraine’s national system for veterans’ reintegration, rehabilitation, and long-term social and economic inclusion.
About the Assignment
In January 2026, Canada agreed to support Ukraine’s Ministry of Veterans Affairs (MoVA) to design a proposed Multi Donor Veterans Support Fund. The Consultant will lead the design of the Fund and prepare a comprehensive Project Document (Business Case) for MoVA and donor consideration
Key Responsibilities
FSS will manage the contract, and Global Affairs Canada (GAC), through the Embassy of Canada, will be closely consulted to ensure quality assurance for this assignment. FSS will ensure that all deliverables are reviewed and agreed with MoVA and designated Canadian officials. The Consultant will report to the FSSP Project Manager, in consultation with MoVA’s designated focal point. the Consultant will:
- Analyse Ukraine’s veterans policy and institutional landscape
- Develop and agree on a detailed workplan
- Prepare a full Project Document, including:
- Fund structure, activity streams and governance
- Results framework (Logic Model and Performance Measurement Framework)
- Gender analysis
- Environmental and climate considerations
- Risk management and mitigation
- Sustainability and exit strategy
- Lead structured consultations with donors, government, and civil society
- Finalize all design documentation for donor consideration
Contract Information
- Duty Station: Kyiv, Ukraine (home-based with meetings as required)
- Duration: Up to 100 working days over 6 months
- Contract Type: Individual Consultant (all-inclusive daily rate)
- Languages: Ukrainian and English
- Start Date: April 2026
Required Profile
- University degree in public administration, economics, political science, social sciences or related field
- 10+ years of experience in project design, particularly multi-donor funds
- Proven experience working with government ministries and capacity-building programs
- Experience working in Ukraine
- Strong analytical writing and facilitation skills
- Knowledge of results-based management and other generally accepted practices of international donor assistance projects.
Experience in veterans’ affairs or social reintegration programming is a strong asset.
