Position Title: Senior Expert in International Financial Institutions
Hours: Full Time
Duty Station: Work location in Kyiv with possible frequent business trips
Salary gross: 120 000 UAH.
About the Organization
Camino is a newly established public organization founded as the local partner of Water Mission International, which has been operating in Ukraine since the onset of the Russia–Ukraine war in 2022. Our mission is to empower communities by improving access to essential WASH, protection, and energy services, fostering resilience, dignity, and self-sufficiency.
As part of our expanding portfolio, Camino is implementing projects in close partnership with UNICEF and the Ministry for Development of Communities and Territories of Ukraine, supporting national systems, contributing to WASH sector modernization, and strengthening long-term service sustainability.
In connection with this partnership, we are currently recruiting qualified specialists for the following position.
Background
Ukraine’s the water supply and sanitation (WSS) sector requires US$11.3 billion for recovery in 2025–2035, with 8.5 million people needing essential services. Significant modernization and alignment with EU standards are necessary, yet the Ministry currently lacks the staffing and technical capacity to drive these reforms.
To address this, a dedicated team of experts is urgently needed to build a modern, efficient, sustainable WSS system grounded in corporate governance, EU compliance, and high-quality, accessible services.
Purpose of the Reform Office
The Reform Office will develop and implement a new WSS sector concept to ensure enterprise sustainability, institutional efficiency, and environmental safety through coordinated action among the state, communities, and international partners.
Key Objectives of the reform office:
- Develop a strategic Concept for WSS sector reform until 2030.
- Promote the corporatization of water utilities to improve their efficiency and management transparency.
- Propose a model for regionalization (consolidation) of municipal enterprises to optimize resources and improve service quality.
- Develop an economically justified tariff policy that ensures the stable operation of enterprises and the affordability of services for the population.
- Develop a reform implementation roadmap integrating European standards and directives.
- Coordinate the activities of all stakeholders, ensuring quality dialogue and cooperation between the state, communities, enterprises, and donors.
- Organize systematic training and professional development for personnel in the water supply and wastewater management sector.
- Establish a Project Management Group to support regions in preparing recovery and infrastructure development projects in the WSS sector.
- Develop recommendations on energy management and enterprise audit as well as implement frequency control and energy spending monitoring.
- Assist in developing public investment projects by categories: reconstruction of wastewater treatment plants, water intakes, network replacement, automation and others.
Job Summary:
The Senior Expert in International Financial Institutions will support the Ministry for Development of Communities and Territories of Ukraine in the relevant sectoral projects and with the Ministry’s Department of Investment Policy. The expert will lead efforts in structuring projects in the water supply and sanitation sector, ensuring their implementation in line with Ukraine’s commitments, and fostering productive relations with international financial bodies.
Essential Duties and Responsibilities:
- Support the Ministry in planning, coordination, and implementation of IFI-supported projects, ensuring they meet strategic reform objectives (in close cooperation with the Department of Investment Policy of the Ministry);
- analyse the current national investment legislation and prepare comments on its improvement;
- prepare regular progress reports, assess key deliverables, and identify any challenges or risks associated with projects;
- participate in public discussions with government bodies, non-governmental organisations, and private sector stakeholders to ensure broad support for IFI-funded initiatives;
- other responsibilities as assigned by the Ministry’s Department of Investment Policy.
Deliverables
While implementing assigned tasks, the Senior Expert in International Financial Institutions will provide:
- Regular, comprehensive updates on the status of IFI-funded projects;
- comprehensive analytical assessment of current projects and proposals for improvement;
- structured data base of the current programs, projects, and contracts of the Ministry funded by international partners through both loan financing and grant assistance;
- reports detailing the financial management and regulatory compliance of investment projects;
- monitoring system for real-time tracking of the implementation of programs, projects, and contracts;
- plan proposal for improving the Ministry’s capacity to handle IFI collaboration and project management;
- documentation of interactions with key stakeholders, including IFIs and government entities.
Qualifications:
Education:
- Master’s degree in Finance, Economics, Business Administration, International Law or other relevant field.
Professional experience:
- At least 5 years of relevant professional in engineer, financial adviser, legal in private firms, government or international organisations, state or municipal-owned enterprises or donor funded projects.
- Experience in facilitating dialogue and cooperation between government bodies, donors and communities.
- Experience working in post-conflict, recovery, or decentralization contexts is a strong advantage.
- Demonstrated experience in working with national or local government bodies, international organizations, or donor-funded projects is an asset.
Skills and competencies:
- Computer literate skills – proficient with MS Word, Excel, and PowerPoint;
- High level of attention to detail, accountability, and problem-solving.
- Strong interpersonal and communication skills, with the ability to interact with multiple stakeholders, including government agencies.
- Excellent organisational and time management skills, with the ability to meet deadlines and manage multiple tasks simultaneously.
- Demonstrated ability to work effectively both independently and in a team setting.
- Excellent coordination, analytical, and problem-solving skills; ability to work in complex multi-stakeholder environments.
Language (s):
- Excellent English and Ukrainian writing, communication and presentation skills are required.
