The Resilient Society Cluster of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH comprises various projects to help strengthening the resilience of the Ukrainian population and local structures against the impacts of Russia’s war of aggression. The projects are implemented on behalf of the German government. Partners of the projects are Ukrainian ministries on the national level, administrations on regional level, stakeholders on the municipal level, and civil society organisations.
The Rehabilitation Programme Ukraine (RPU) will be implemented by GIZ on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ) as of 1 April 2026; the political partner will be the Ministry of Health.
Since the beginning of the Russian war of aggression, the number of people in Ukraine who need rehabilitation services has risen sharply. This includes civilians and veterans with serious injuries, chronic illnesses and disabilities, and their families.
In 2020, reforms were adopted for the introduction of a modern rehabilitation system based on international standards. While progress has been made, there is still room for improvement to fully address both acute and long-term needs. Particularly in municipalities, there is an opportunity to enhance procedures, train more staff, and expand care services to better support those affected. The implementation of the reform that has been initiated is therefore essential to prevent avoidable disabilities and to enable social participation.
Objective of RPU:
Actors at the local level in selected target regions of Ukraine apply reform approaches for continuous medical and social rehabilitation.
Approach of RPU:
The project addresses critical points in the modern rehabilitation system in Ukraine and thus supports the ongoing reform processes. The focus is on combining medical and social rehabilitation services and promoting offers close to home.
The project pursues four central fields of action:
- Improve community management of rehabilitation pathways.
- Provide skilled workers and administrative staff with modern further training opportunities.
- Expand forms of care close to home.
- Test pilot approaches that improve the adaptability of Ukrainian communities to the increased needs in the long term – despite the war.
Two Project Advisors (one in Dnipropetrovsk and one in Mykolaiv) are needed to provide advisory to partner communities, local service providers, civil society and the target group regarding relevant topics such as patient pathways, community-delivered rehabilitation and innovative approaches. Additionally, the project advisors will coordinate the implementation of all project activities in their respective partner area.
Key responsibilities:
Planning and implementing assigned activities and interventions in close coordination with the Project Component Manager, in particular:
- Analysis and assessment of relevant action plans and ongoing initiatives at local level to implement national strategies in the field of rehabilitation and related topics (health care reforms, barrier-free environment, social sector reforms)
- Development of concepts for the implementation of modern rehabilitation approaches at the community level in close cooperation with the project team working on national level. Identifying, promoting and scaling good practices
- Advise local authorities, service providers (e.g. hospitals, civil society organisations) communities to implement rehabilitation reform approaches
- Representation of the project towards local and regional partners (e.g. coordination platforms and conferences)
- Establishing, maintaining and ensuring excellent communication flows based on mutual confidence and trust with all relevant stakeholders (public, private or civil society entities) in the rehabilitation sector on local and regional level.
- Contribution to the project-wide monitoring and evaluation system. Assisting and providing information and data for PR and communication related issues as well as for progress and information reports. Preparation of reports and presentations for internal and external audiences.
Required qualifications, professional experience and personal competences:
- Academic degree in Health Sector, Social Sciences, Law, Economics, Public Administration or similar
- At least 3 years’ experience in project management in a complex environment, preferably in the international development cooperation sector; prior work experience with GIZ is a strong asset.
- At least 2 years’ experience in the area of medical and social rehabilitation, i.a. extensive knowledge of implementation strategies and reform efforts in the field of rehabilitation in the regional area of responsibility. Work experience with local and or regional administrations, municipalities, or service providers will be a strong asset
- Good knowledge and solid personal network of the relevant stakeholders in the public and private sector as well as in academia, research institutes.
- Working experience with the target group (e.g. people with disabilities, elderly/children in the need of rehabilitation services, veterans in the need of rehabilitation services) will be an asset.
- Excellent social and communication skills to coordinate with political actors on different hierarchical levels, manouver activities and mediate interests in a complex political context
- Very good working knowledge of computer applications (e.g. MS Office)
- Excellent language skills (written and oral) in Ukrainian and English are required, German is an asset
- Ability and willingness to travel on a regular base within (Eastern) Ukraine and abroad
- Ability to self-responsibly organize and implement assigned work and responsibilities, comply with deadlines and follow-up on assigned tasks.
- Ability to prioritize tasks independently with possible time constraints and workload.
- Ability to get well on with others and be a team player.
- Goal orientation combined with a high level of stress tolerance.
- Willingness to upskill as required by the tasks to be performed.
- Ability to make new and useful ideas work, improve performance and satisfaction.

Employment conditions:
Full-time position with 40-hours working week. Place of assignment is Dnipro or Mykolaiv. Starting as soon as possible. The contract duration will be 12 months with the possibility of prolongation.
