ABOUT OUR ORGANIZATION:
The International Criminal Justice Initiative (ICJI) at Georgetown University serves as the lead implementer of the Atrocity Crimes Advisory Group (ACA), a multilateral initiative established by the European Union, the United States, and the United Kingdom. Together with its ACA partners, ICJI provides strategic guidance, technical assistance, and expert mentoring to Ukrainian prosecutors and investigators working to ensure accountability for atrocity crimes committed in the context of the Russian Federation’s full-scale aggression.
ABOUT THE POSITION:
The National Legal Adviser will work closely with the ICJI/ACA team in Ukraine to provide timely and quality advice and guidance to Ukrainian law enforcement agencies, in particular the Office of the General Prosecutor of Ukraine (OPG).
RESPONSIBILITIES:
- Provide legal support to international experts in their work with the OPG, regional prosecutors’ offices and investigative bodies.
- Advise on Ukrainian criminal law and criminal procedure laws applicable in the armed conflict.
- Advise on the structure and organization of OPG, regional prosecutors’ offices, judicial institutions and investigative bodies working on atrocity crimes, as well as relevant governmental institutions and institutes that provides different types of expertise.
- Conduct legal and factual research of international humanitarian law and human rights law applicable to atrocity crimes committed in Ukraine.
- Compile and analyze relevant information to support the OPG work on atrocity crimes.
- Assist in the preparation of project deliverables to further the accountability process.
- Facilitate meetings and interactions with relevant stakeholders.
- Provide updates on the laws and regulations, including analyses of draft laws applicable to atrocity crimes.
- Provide updates on prosecutorial and judicial practice of Ukrainian courts in atrocity crimes cases.
- Other tasks as required.
QUALIFICATIONS:
Mandatory:
- Law degree, preferably passed bar exam.
- Minimum of (2) years of relevant legal experience.
- Expertise in domestic Ukrainian criminal law and procedure.
- Practical experience working with Ukrainian justice actors.
- Experience in international humanitarian law and human rights law with a practical application.
- Self-starting ability, capable of working towards a desired outcome with minimal guidance.
- A practical thinker with the capability to break down and implement strategies effectively.
- Flexibility and creativity, ability to adapt to a fast-paced environment.
- Strong administrative skills to manage competing and urgent demands.
- Proficiency in written and spoken English, Ukrainian, and Russian.
- Proven experience in handling sensitive materials and demonstrating the necessary skills in storing, sharing, and working with such materials.
Desirable:
- Work experience in a post-Soviet country/system.
- Experience in conducting investigations and/or prosecutions of atrocity crimes.
- Familiarity or past work experience with the OPG.
