 SUMMARY

The Swiss Agency for Development and Cooperation (SDC) mandated the Swiss Tropical and Public Health Institute (Swiss TPH) to implement the Main Phase of the Ukrainian-Swiss Medical Education Development Project in Ukraine.
Ukraine is deploying ambitious reforms in health care and education. This desire for change is supported by several external donors including SDC. This second phase of the project focuses on Medical Education Development for the primary health care sector and the cadres of PHC workers.

In line with the ‘2030 Health Care System Development Strategy’, elaborated by the MoH and the Cabinet of Ministers of Ukraine, and embedded into the SDC Cooperation Strategy 2020 to 2023 for Ukraine, the overall goal of the Medical Education Development Project (MED) is:

Quality of healthcare services, especially on the primary care level are improved due to better medical and managerial education. As a result, primary healthcare providers are more competent, motivated for professional development and for the provision of patient-focused and safe healthcare services.

Expected outcomes are: Outcome 1: Capacities and capabilities of higher education institutions (training family doctors, family nurses, and managers) are improved and assure student-oriented education of higher quality. Outcome 2: PHC personnel have improved competencies and enhanced teamwork capabilities and thus users have more trust and satisfaction. Outcome 3: An enabling policy development and work environment for enhanced medical education and HRH is established. Educators, practitioners, and policy-makers form a learning community adopt good international practices.

In general, Phase 2 (project follow up phase) builds on the foundations that had been laid in Phase 1 (Dec 2018 to June 2023).

DUTIES

Position Overview:

Considering MED project’s dedicated, high-quality approach, we are seeking a dedicated and dynamic professional to fill a role of Policy development Coordinator for Medical Education and related area of the MED project.

This vacancy is for a Coordinator on Supporting Policy Development who will play a key role in facilitating the design, alignment, and implementation of policy initiatives in the healthcare and medical education sectors. The position focuses on working closely with government stakeholders, academic institutions, and project partners to translate strategic priorities into practical policy solutions. The coordinator will help organize policy dialogues, synthesize evidence and stakeholder input, and ensure continuity between policy design and on-the-ground implementation, including primary health care and medical education.

This role is ideal for someone who is comfortable navigating complex systems, connecting diverse actors, and contributing to meaningful, system-level change.

Key Responsibilities:

• Lead and coordinate advocacy and policy development activities in medical education
• Translate strategic priorities into actionable policy initiatives in line with the project framework
• Facilitate policy dialogue with key stakeholders, including the Ministry of Health, universities, and professional associations
• Analyse system needs and support the design of new and improved policies in medical and nursing education
• Build and maintain effective partnerships, including collaboration with Swiss TPH–implemented projects in Ukraine
• Draft Terms of Reference and coordinate inputs from national and international experts
• Organize and support international expert missions related to policy and advocacy
• Ensure smooth implementation, monitoring, and reporting of policy-related activities
• Support dissemination of policy insights and project results across partner institutions
• Maintain regular communication with key stakeholders and ensure alignment across project components

 QUALIFICATIONS

• Higher degree in healthcare, public health, management or related field
• Previous experience in healthcare projects or (medical) education initiatives
• Strong organizational and administrative skills
• Excellent documentation and reporting abilities
• Research experience and analytical skills (desirable)
• Event management and moderation skills
• Proficiency in creating visual materials and presentations (desirable)
• Native Ukrainian required; English writing and spoken proficiency required (at the level of B1 or higher)
• Strong teamwork and communication skills
• Ability to work independently and manage teams and multiple tasks
