In the last few years, Ukraine has developed and adopted various laws in favor of an ambitious decentralisation reform, which reshapes the relations between the national, regional and local levels and builds institutional capacity. The success of the decentralisation reform greatly depends on the coordination and cooperation between the different stakeholders involved in reform implementation at the national, regional and local levels. Given the important new tasks, responsibilities and financial resources that local governments have gained, the implementation of the reform must be accompanied by expert advice, training and diverse support measures. U-LEAD (Ukraine- Local Empowerment, Accountability and Development) is a special measure which is conducted as a multi-donor action by the EU and its member states Germany, Denmark, France, Poland, and Slovenia to support the Ukrainian government in the implementation of the decentralisation reform.
To support the implementation of the U-LEAD with Europe Programme activities, we are looking for a highly motivated Project Manager with proven experience in project management, solid administrative and organizational skills and good knowledge of local self-government system.
Areas of responsibility:
- Supporting projects management which are implemented in the framework of local financial contributions or grant agreements.
- Contributing to elaboration and conceptualization of projects ideas, input to analyzing implementers’ capacity.
- Delivering capacity development measures for local government officials to develop their capacity to manage projects.
- Coordinating short-term national expert contracts within Project Factory Team Leader responsibility.
- Supporting external and internal communication and visibility of U-LEAD with Europe.
- Producing content for reporting in coordination with Project Factory Team Leader.
Tasks:
- Contributes to Monthly Activity Planning of the Project Factory Team.
- Contributes to coordination of initiatives and projects supported by the Programme and implemented by civil society organizations, local governments and other actors: support in contractual procedures, advice on project conceptualization, activities and budget, financial reporting, supervision of activities, monitoring of overall implementation of projects.
- Contributes to projects ideas search, input to analyzing the market of providers, scope of work and implementers’ capacity to work with the Project Factory Team.
- Contributes to the preparation and implementation of capacity building measures (special initiatives) for local government officials.
- Coordinates the work of short-term national experts (including quality check of agendas of events, presentation materials, reporting and other relevant documents);
- Implements results-based monitoring, evaluation and quality assurance of initiatives, activities and events of Project Factory Team.
- Prepares communication events and materials within the area of responsibility, collects, finalizes and distributes best practices, lessons learnt and other informational materials.
- Ensures proper filing of documents according to the requirements of GIZ filing procedures in its Document Management System (DMS).
- Cooperates with other GIZ projects in project management areas as well as with the colleagues from Regional offices as and when required.
- Ensures discreet behavior vis-a-vis third parties in all internal matters.
- Communicates and reports regularly to Project Factory Team Leader.
Required qualifications, experience and competences:
- Bachelor’s Degree in the fields of management, public administration, finances, economics, or other relevant fields or equivalent.
- At least 2 years of experience in international technical assistance project management.
- Proven experience in project elaboration and implementation.
- Good knowledge of the decentralisation and relevant sector reforms.
- Strong organizational and planning skills.
- Team player capabilities with excellent communication skills.
- Strategic thinking and problem-solving skills.
- High degree of self-organization and motivation.
- Excellent command of Ukrainian and English. German is an asset.
- Good computer skills (MS Teams, Word, Excel, PowerPoint etc.).
- Ability to work under pressure and with tight deadlines, flexibility and ability to work with people of different professional and cultural backgrounds, result-orientation.

Employment conditions:
Full-time position with 40-hours working week. Duty station is Kyiv. Starting as soon as possible. The contract duration is until 31 December 2027 with the possibility of prolongation.
