Duration: 12 months renewable

  • The salary range for this position is starting from €2971 and will vary based on the candidate’s level of experience and skills. 
  • Risk allowance (€200/month).
  • Moving allowance of € 600.

CARE INTERNATIONAL

At the core of the CI Confederation is a globally distributed Secretariat, which provides coordination and support to its members in areas including governance, strategic planning, communications, membership development and accountability, advocacy, humanitarian response, and program development. In addition, the Secretariat represents the CI Confederation at the United Nations and the European Union, and with other external stakeholders.

CONTEXT IN UKRAINE 

On 24th February 2022, the invasion of Ukraine marked a significant escalation to the conflict that started in 2014. It continues to profoundly impact the lives of people across the country at various levels. The front line is continuously shifting and there are areas under Russian military control, as well as cities under siege. Attacks on military installations and critical civilian infrastructures are conducted in the whole territory of Ukraine, often resulting in collateral civilian casualties. The conflict has caused the largest population movement in Europe since World War II, with over 5 million currently displaced within Ukraine and 6 million refugees across Europe. OCHA (Office for the Coordination of Humanitarian Affairs) had counted 17.6 million people in need of humanitarian assistance.

At least one-third of the country’s energy infrastructure is damaged, leaving millions without heating and access to water. In October 2022, the Russian Federation claimed to have annexed four Ukrainian oblasts, further increasing the challenge of access to these areas. Therefore, an ongoing priority for the international humanitarian response is to reach newly accessible areas in the East and South, and to provide aid to previously unreachable and particularly hard-hit areas of Ukraine.

CARE UKRAINE

CARE prioritizes a locally led response and is partnering primarily with Civil-Society Organizations (CSOs), National NGOs (Non-Government Organization), local authorities, and when needed, INGOs (International Non-Governmental Organizations) with a longstanding presence in the country and access to hard-to-reach areas. CARE Ukraine deliberately and strategically prioritizes partnerships with local and national Women Led and Women Rights organizations (WLO’s/ WRO’s), further strengthening the Gender in Emergencies (GiE) principle and the Women Lead in Emergencies (WLiE) approach.

In the first few weeks after the escalation of the war, virtually all humanitarian aid inside Ukraine was organized and implemented by local actors. These groups (together with local authorities) remain the principal aid providers but are quickly being exhausted of funds, fuel, and physical energy. Thereby, a considerable proportion of CARE’s resources is dedicated to strengthening and supporting the capacities of local partners.

As of October 2023, CARE Ukraine has established partnerships with over twenty local/national organizations (incl. WLO’s/WRO’s). From the more than 45 million that have been raised for Ukraine thus far, more than half is allocated to local/national partners. Through the activities that have been implemented so far, CARE Ukraine has been able to reach more than 800,000 people, including IDPs and affected populations in hard-to-reach areas.

While CARE Ukraine’s country office is currently located in Lviv, we also have a coordination office in Kyiv as well as area offices in Dnipro and Odesa, covering both the East and South of the country.

Role Objectives: 

The role of Site Engineer combines technical responsibilities with project management. The Site Engineer will be responsible for guiding CARE partners’ site engineers, providing technical support in addition to Quality Control and monitoring of the WASH and Shelter infrastructure activities from a technical/engineering perspective.

Site Engineer is also responsible for supporting the procurement team and management of Quality control and quality check for the construction materials that are used on-site.

Site Engineer is responsible of coordination and liaison with the local authorities, communicating with the beneficiaries and all different stakeholders on the ground as needed. They are also in charge of health and safety on the construction site.

Site Engineer will be based in Dnipro and he/she will be reporting to the Area Program Manager based in Dnipro with a doted technical line to the WASH and Shelter Advisor based in Kyiv.

The position holder will be essentially responsible for:

  • Ensure efficient and effective program implementation while following the budget and work plan.
  • Provide technical support and inputs on all WASH/Shelter activities in East area of responsibility.
  • Find technical solutions for defective/damaged constructions.
  • Conduct structural assessments of buildings and propose technical solutions for materials assistance, repair, rehabilitation and/or reconstruction, and provide technical information for development of work plans, technical specifications, bills of quantities (BoQs), cost estimates, structural drawings (CAD), and tender documents for procurement of construction services. 
  • Ensure the proper documentation of the work especially for the Household repair activities.
  • Execution, development and management of complete projects from the first assessment to the handover of project to the final beneficiary.
  • Monitoring of contract schedules, appropriate volume, timing and quality of construction and installation works.
  • Initially work with contractor planning and producing sketches and methodologies for relevant plans and procedures for mobilizing.
  • Organize to set up work sites with local authorities and contractor.
  • Organize the contractors to ensure the timely preparation Risk Assessment Method Statements, Inspection and Test Plans, Permits, Consents etc. for the works and that these are implemented.
  • Day to day work site coordination and planning to ensure the works are carried out safely and efficiently.
  • Ensure Permit to Dig, Temporary Works and other safety systems are implemented.
  • Liaise with the contractor to ensure the adherence to safe methods of work.
  • Ensure that all temporary works needs are identified sufficiently early and completed in accordance with the relevant procedures.
  • Provide support and information to local authorities.
  • Collaborate with relevant internal and external technical experts on sector relevant issues.
  • Represent CARE at meetings and other relevant technical coordination meetings with the partner organizations, with the construction contractor companies, and with the local authorities.
  • Ensure integration with other CARE sectors.
  • On a regular basis maintain coordination with relevant governmental organizations, community members, utility providers and other international organizations.
  • Initiate procurements for the department and ensure their execution.
  • Ensure that procurement, development and distribution of materials and equipment are timely and according to procedures.
  • Report to WASH and Shelter Adviser any technical issues and suggest solutions.
  • Follow all relevant project tools, plans, and budgets.
  • Project implementation, reporting and evaluation.
  • Involve and inform communities and local authorities about the activities and ensure that all projects are in line with national guidelines and regulations.
  • Ensure correct data tracking for all interventions and prepare periodic progress reports and other documents as required. 

Essential criteria:

The post holder should be able to demonstrate the following attributes:

  • Required education: Bachelor’s Degree in Civil Engineering or another relevant field
  • Minimum 4 years of technical experience within supervision/managing on construction site, preferably with experience in the field of humanitarian sector working for NGOs, relevant ministry, or local authority. 
  • Experience in administrative and support tasks.
  • Knowledge of construction work procedures (permissions of works, construction process, design, etc) in accordance with the current legislation of Ukraine.
  • Knowledge of current construction norms and rules of Ukraine.
  • Fluent in Ukrainian and Russian (speaking/reading/writing). An intermediate level in English language.
  • Excellent skill in MS Word, Excel, and PowerPoint.
  • Skills in AutoCAD are an asset.
  • Ability to work as part of a team and culturally sensitive and able to work in multi-cultural team.
