Role Purpose and Context
The Finance Officer is a critical member of the Ministry of Economy, Environment and Agricultural Policy’s Mine Action Office Team «Demine Ukraine». This role focuses on design, coordination, and implementation of mine action–related projects, particularly those involving cooperation with International Financial Institutions (IFIs), government agencies, and international partners. The candidate should have expertise in designing and implementing projects with IFIs, be aware of the capital market instruments.
This role is focused on project management, operational coordination, and ensuring effective delivery of activities related to Ukraine’s demining and land recovery agenda. The ideal candidate is a proactive project manager, capable of driving multi-stakeholder processes, drafting implementation plans, monitoring progress, and ensuring accountability across timelines, teams, and deliverables.
While familiarity with financing tools is helpful, the primary emphasis is on execution, coordination, and delivery of results within institutional frameworks.
Key Responsibilities
1. Project Management & Implementation
- Manage the full lifecycle of assigned projects: from planning and initiation through execution, monitoring, and closure.
- Prepare project documentation: implementation plans, ToRs, timelines, risk mitigation framework, and reporting.
- Coordinate day-to-day implementation of pilot projects and stakeholders, ensuring alignment with internal procedures and external partner expectations.
2. Coordination & Stakeholder Engagement
- Serve as a liaison between the Mine Action Office, Ministry of Economy, Environment, and Agricultural Policy of Ukraine, IFIs, bilateral donors, and international organizations assigned for project portfolio.
- Facilitate technical dialogues and formalize cooperation (e.g. MoUs, outcome funding models, joint frameworks).
- Coordinate the preparation of joint statements, workshops, and financing working groups.
- Organize meetings, events, round tables, and forums to engage stakeholders on financing themes and policy proposals.
- Coordinate with experts and institutions to align project goals and strategies.
- Work with private sector engagement and investments.
3. Technical & Strategic Support
- Draft concept notes, memos, and briefing materials for senior management and international stakeholders.
- Support the preparation of feasibility studies and operational planning documents in collaboration with technical experts.
- Ensure project design and execution align with national recovery strategies, mine action policy frameworks, and donor requirements.
4. Research
- Coordinate the date collection for conducting research and analysis on the economic impact of mine contamination, investment needs, and financing strategies.
- Support research and analysis on quantifying benefits of demining (e.g., economic returns, livelihood restoration, reduced casualties).
Desired Skills and Qualifications
Essential Skills:
- Excellent organizational and project management skills with strong attention to detail.
- Strong verbal and written communication skills, including stakeholder briefing and meeting facilitation.
- Ability to coordinate across multiple institutions, both domestic and international.
- Experience working with IFIs, development banks, or commercial banks on financing projects.
Qualifications and Experience:
- Master’s degree in Finance, Economics, Accounting/Auditing, Business Administration, International Relations, Public Policy, Law.
- Minimum 2–3 years of experience managing or coordinating international development projects, preferably in cooperation with IFIs or donor agencies.
- Experience preparing project plans, implementation frameworks, or policy documents.
- Familiarity with Ukraine’s governmental processes and institutional structure is an advantage.
- Expertise in economic analysis and operational cost assessments is an advantage.
- Prior experience in the respective regulatory framework will be a great asset.
Language Requirements:
Ukrainian — Native.
English — Proficient (B2 or higher).
Tools and Software:
Proficiency in Microsoft Office (Excel, Word, PowerPoint).
Familiarity with project management tools and financial software is an advantage.
