About FHI 360 and EpiC

The Meeting Targets and Maintaining Epidemic Control (EpiC) project is an eight-year (2019–2027) global health project initially funded by the U.S. Department of State (DoS) as part of the President’s Emergency Plan for AIDS Relief (PEPFAR). EpiC operates in approximately 50 countries, addressing key public health challenges such as HIV/AIDS, pandemic preparedness, and global health security.  

In Ukraine, the project receives Global Health Security (GHS) funding to strengthen global, regional, and local public health systems, building on broad experience and existing capabilities that align with national GHS priorities, and US Government goals. EpiC will support the national and regional public health institutions, health care facilities, the State Service of Ukraine on Food Safety and Consumer Protection’s research institutes and regional departments, academic institutions, as well as civil society organizations. to strengthen GHS capacities in infection prevention and control (IPC), antimicrobial resistance (AMR), health emergency management (HEM), with a particular focus on the prevention, detection and response to infectious disease outbreaks of epidemic significance. All activities will be aligned with national regulations, guidelines and standards, as well as relevant international frameworks.  

This position will be based in Kyiv, Ukraine. This position is open to Ukrainian nationals who are residing in Ukraine or are willing to relocate to Ukraine. Professional proficiency in written and spoken Ukrainian is required. 

Job Summary: 

The Grants Officer reports to the Grant Manager. He/she will support the management of EpiC Ukraine contractual agreements including all subagreements. The Grants Officer will support the management of EpiC Ukraine subawardees. S/he will be in routine contact with the EpiC subawardees in the country, conducting compliance site visits and providing ongoing support for financial and management systems setup and strengthening to develop subawardee capacity. He/she will ensure that all functions under the EpiC subawardees are conducted in an efficient manner and in compliance with USG and FHI 360 policies, procedures and regulations and will be in routine contact with subawardees. The position requires close collaboration with other operations staff within FHI 360 HQ, EpiC and the FHI 360 Ukraine country office to ensure application of FHI 360 and USG regulations, policies and practices. 

Accountabilities: 

  • Support Grants Manager in management and coordination of grant activities, including the design, competition, negotiations, preparation, administration, analysis and verification of financial reports, management of documentation, monitoring, and closing of grant documents. 
  • Develop, implement and monitor subaward monitoring plans with each sub-awardee and conduct or follow-up on site visits to ensure and support ongoing compliance with subaward terms and conditions and strengthen capacity of sub-awardees.  
  • Conduct regular site visits to subawardees to check compliance, follow-up on special award conditions, and provide capacity building support and coaching. 
  • Review subawardee documentation including monthly invoices, supporting documentation (timesheets, receipts, etc.) and monthly program reports. 
  • Assist in the development of sub-awardee budgets and provide capacity building technical assistance to sub-awardee staff.  
  • Maintain up-to-date grant records and ensure that all grants are properly administered and executed in accordance with related USG rules and regulations, and FHI 360 and Ukrainian regulations. 
  • Support all coordination activities, grant execution, including certification and internal closing procedures, financial monitoring and disbursements on a regular and timely basis, preparation of tender documents, as well as dissemination and awareness-raising activities. 
  • Review and prepare modifications to grants. 
  • Maintain communication, regularly follow up, and coach recipients in order to ensure good implementation of activities in accordance with management principles. 
  • Perform any other duties and responsibilities as assigned 

Education Qualification & Experience 

  • Bachelor’s Degree in Finance, Accounting and Business Administration with 3-5 relevant experience or Masters in similar field with 1-3 relevant years of experience. CPA, ACA or any other relevant professional qualification is desirable. 

  • Good analytical, numerical and problem-solving skills. 
  • Familiarity with USG funded projects and grants management policies and procedures. 
  • Demonstrated expertise in building effective relationships with key stakeholders 
  • Familiarity with the Ukrainian public health sector, non-governmental organizations (NGOs) and community-based organizations (CBOs) in Ukraine is highly desirable. 
  • Ability to interpret financial and other quantitative information and reports. 
  • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision. 
  • Cultural sensitivity and sound understanding of the needs of vulnerable populations. 
  • Proficiency in Microsoft Office applications such as MS Word, Excel, PowerPoint, and well-developed computer skills. 
  • Good report writing and documentation skills. 
  • Ability to travel within country or region and internationally if needed.  
  • Must be able to read, write and speak fluent English and Ukrainian 

 Typical Physical Demands: 

  • Typical office environment. 
  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard. 
  • Ability to sit and stand for extended periods of time. 
  • Ability to lift/move up to 5 lbs. 

Technology to be Used: 

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Teams), cell phone/mobile technology, and standard office equipment. 

Travel Requirements: 

  • Less than 10%
