ICAP at Columbia University, a global health leader situated within the Columbia University Mailman School of Public Health in New York City, seeks a Procurement and Logistics Specialist in Kyiv, Ukraine.

POSITION SUMMARY:
The Procurement and Logistics Specialist will be responsible for executing procurement activities and ensuring efficient logistics systems by coordinating travel arrangements, overseeing purchasing processes and ensuring the timely delivery of goods/services to intended recipients.
The role also involves supporting overall information and documentation flow, as well as administrative processes with recipients, in alignment with the procurement policy and cycle.

MAJOR ACCOUNTABILITIES:
• Provide expertise on procurement in line with best practice procurement procedures and protocols in healthcare area.
• Process and obtain relevant approvals for materials to be purchased in line with existing requirements and protocols.
• Conducts bidding/tender for procurement of supplies/goods/services related to project activities and operations.
• Initiate in-country market research and market evaluation on the procurement plan items.
• Ensures evaluation, verification and pre-qualification of vendors.
• Liaise with Country Representative and relevant government entities to coordinate the travel of ICAP staff, given limitations related to ongoing conflict.
• Prepares package of documents for payment (PO, PR) and lead the procurement alignments with involved parties (global team, vendors, recipients).
• Provide logistical support for all procured items, as well as for project-related meetings and training activities.
• Provide support with developing and implementing country-specific SOPs related to procurement policy.
• Provide technical support for local networks and network equipment, office equipment, and computer peripherals.
• Keep records of the movement of goods and materials including assets disposition reports.

• Perform other duties necessary for the effective operations of the project.

EDUCATION:
• Bachelor’s degree in business, procurement or related field required.

EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS:
• A minimum of four (4) years of relevant work experience in Ukraine is required, preferably with an international NGO or on projects funded by the U.S. Government.
• Prior experience in procuring healthcare, laboratory, or chemical items is an advantage.
• Computer literacy: competence and confidence in working with all the standard MS Office applications and Zoom/Teams, electronic procurement platforms, web-searching skills.
• Written and spoken proficiency in both English and Ukrainian
• Strong problem-solving and time management skills and analytical abilities.
• Excellent communication and interpersonal skills.
