BACKGROUND
The European Union, together with Denmark, Germany, France and Lithuania, implementing the EU4Reconstruction Team Europe Initiative that unites the strength, experience and solidarity of Europe to support Ukraine’s ongoing recovery and reconstruction. Running from 1 July 2025 to 30 June 2028, the EU4Reconstruction will reinforce the leadership of the Ministry for Communities and Territories Development (MCTD), strengthen the State Agency for Reconstruction and Development of Infrastructure (SARDI), and empower local governments to manage reconstruction professionally and sustainably. Civil society and independent media will play an active role in oversight, ensuring public trust and reducing corruption risks.
Lithuania in particular, will support SARDI by building the Project management group capacity to operate as a transparent, efficient, and EU-compliant institution, effectively developing and implementing projects, financed by International Financial institutions. The State Enterprise PMG is one of key structure under the supervision of SARDI. Historically, this enterprise has played a central role in implementing projects financed by international financial institutions and mainly in road sector. It is foreseen that the enterprise will go beyond the road sector and will be staffed with sectoral experts in new areas: civil construction, water management, and critical energy infrastructure.
CPMA will support PMG aiming to:
- ensure rapid, transparent, and efficient procurement processes and project delivery mechanisms within the current mandate for projects financed by International Financial Institutions (IFIs).
- adapt Project Management Group (PMG) processes, structures, and competencies to reflect the expanded SARDI mandate and ensure coherence with the roles of other SARDI entities.
- design and develop practical tools, operational guidelines, and methodological
frameworks that sustain and continuously improve organizational competence and institutional learning.
- provide capacity building and technical support through diverse modalities, including formal and on-the-job training, specialized consultancy, and methodological assistance to enhance institutional performance and project implementation quality.
Expertise required
CPMA is implementing the activity „development of capacity of the State Enterprise Project Management Group in management of infrastructure projects” and looking for Infrastructure Project Management, Risk & Project Controls Experts to support capacity building in PMU through:
Development of methodological guidelines, recommendation and working tools for:
- infrastructure projects development, planning and management of implementation,
- Identifying and analyzing risks across project lifecycle, monitoring of risk and design of corrective actions, preparing progress and risk reports
- establishment and maintenance of Project Controls Baseline for infrastructure projects to ensure effective monitoring of cost, schedule, and risk performance throughout the project lifecycle.
- Designing of standardized Work Breakdown Structure (WBS) that integrates scope, schedule, cost, and risk management elements.
- Designing of integrated Project Schedule Baseline.
- Designing of Standardized reporting templates including progress reporting dashboards, schedule performance indicators, cost variance analysis, risk status updates, milestone tracking.
- Development of Risk register.
- Baseline Quantitative Schedule Risk Analysis (QSRA) and Quantitative Cost Risk Analysis (QCRA).
- Integration of Risk, Cost, and Schedule Controls.
Providing consultancy and training to PMU staff of on project feasibility and delivery strategies, development of project management plans, supervising project implementation, ensuring compliance with schedule, budget, and quality standards, risk assessment and developing mitigation strategies, including all abovementioned elements
Qualification requirements:
- Education and Professional Qualifications
The expert should possess strong academic and professional credentials in project management and infrastructure development. Minimum requirements: Master’s degree or equivalent in one of the following: Civil Engineering, Infrastructure Engineering, Construction Management, Project Management, Economics or Infrastructure Planning or similar
Professional certifications (preferred or required): Project Management Professional (PMP), PMI Risk Management Professional (PMI-RMP), Certification in Infrastructure Risk Analysis
- Professional Experience
The expert should demonstrate significant experience in managing complex infrastructure projects. At least 10–15 years of professional experience in:
- Infrastructure project management
- Risk management in large-scale infrastructure projects (Transport infrastructure (roads, railways, ports, airports), Energy infrastructure (power plants, transmission systems), Water and wastewater systems, Urban infrastructure development)
- Development of methodological recommendations, guidelines, practical working tools in the areas of competences
- Providing training and consultancy support to institutions, responsible for infrastructure projects management

- Risk monitoring and reporting
Preferred, but not mandatory: experience with international financial institutions such as:
- World Bank
- European Bank for Reconstruction and Development
- European Investment Bank
- Experience in PPP (Public-Private Partnership) infrastructure projects
- Knowledge of environmental and social risk management
- Technical Skills
The expert should be familiar with tools and systems used in infrastructure planning and risk analysis (Microsoft Project / Primavera P6/Risk analysis software/Data analysis tools/Microsoft Excel/Power BI)
- Language and Communication
- Excellent command of English (written and spoken)
- Good knowledge of Ukrainian language would be advantage
