The 3-year FCDO-funded Building Livelihoods and Opportunities for Optimized Markets (BLOOM) program aims to provide resilience support (farm & off-farm) to improve the food security and self-reliance of vulnerable, war-affected households and communities by protecting and restoring their food production and livelihoods. BLOOM will address immediate livelihood needs and market barriers in conflict-affected oblasts utilizing a push-pull approach: Track 1 provides direct support (push) where needed, while Track 2 supports and strengthens the market systems Ukrainians rely on most both in and out of crisis (pull). Track 1 strengthens the resilience of vulnerable populations, helping them cope and adapt within ongoing crisis. This includes farm and off-farm cash grants, capacity strengthening, and protection services. These efforts, delivered in partnership with local actors, promote equity by enabling vulnerable households to transition from meeting immediate needs to economic self-reliance (Outcome 1). Track 2 complements Track 1 with “pull” mechanisms to improve quality and responsiveness of the social and economic systems communities rely on. A Market Systems Diagnostic will identify systemic barriers that hinder micro, small, and medium-sized enterprises’ (MSME) resilience and growth. The program’s Growth and Resilience Opportunity Facility (GRO Facility) will offer a suite of customized support for local actors, including a Challenge Fund, to pilot inclusive business models and catalyze local investment. By integrating real-time learning from Track 1, the Diagnostic will inform evidence-based, targeted solutions to meet Ukraine’s evolving recovery needs (Outcome 2). 

The Position

The Vulnerable Populations Employment Expert will play a central role in generating evidence and strategic insights to strengthen employment opportunities for veterans, IDPs, people with disabilities, older workers (55+), and other vulnerable groups. 

Under the direct supervision of the BLOOM Consortium Director, the Expert will analyze publicly accessible labor market data, monitor policy developments, and produce recommendations to improve inclusive employment programming for both the Ministry of Economy, Environment and Agriculture and Mercy Corps. 

This role is seconded to the Ministry and will support the Ministry’s research and development functions while serving as a bridge between government counterparts and Mercy Corps. The Expert will contribute to the design of employment support mechanisms including job exit, requalification, placement, employer incentives, workplace adaptation, and monitoring systems. He/She at the same time should promote Mercy Corps values through various entry points in the program and preserve staff moral and enthusiasm for the project work. 

Essential Responsibilities

 Research & Analysis 

  • Collect, organize, and analyze publicly available data related to employment access and workforce integration of vulnerable populations (veterans, IDPs, people with disabilities, individuals aged 55+, etc.). 
  • Provide analytical insights on global and Ukrainian best practices for inclusive labor markets, with a focus on reducing barriers to: 
  • financial support (grants), 
  • educational and professional upskilling, 
  • job placement and career services, 
  • access to social services. 
  • Produce recommendations for employer incentive mechanisms (financial and non-financial) to encourage hiring of vulnerable groups. 
  • Analyze legal compliance with employment rights and propose enhancements to public digital tools for monitoring, reporting, and awareness-raising. 

Policy Analysis & Strategic Input 

  • Map existing national labor market policies and ongoing policy discussions related to vulnerable group inclusion. 
  • Ensure BLOOM community-level insights and participant feedback are fed into relevant policy dialogues. 
  • Provide regular updates to BLOOM management on labor market trends, policy developments, and legislative changes affecting employment opportunities. 

Program Design & Technical Support 

Contribute to the development of comprehensive employment support models covering: 

  • job exit and transition support, 
  • skills assessment and requalification, 
  • job placement pathways, 
  • workplace adaptation, 
  • continuous follow-up support for veterans and people with disabilities. 
  • Assist Mercy Corps in designing tools for monitoring employment outcomes, tracking requalification pathways, and evaluating barriers to workforce integration. 
  • Support communication and outreach initiatives aimed at raising awareness around inclusive hiring and building trust in ongoing reforms. 

Coordination & Stakeholder Engagement 

  • Coordinate and advance advocacy on regulatory changes concerning the taxation of grants and financial aid. 
  • Serve as a liaison between Mercy Corps and the Ministry to ensure consistent communication, collaboration, and knowledge exchange. 
  • Engage with private sector employers, government institutions, social service agencies, vocational education providers, and sectoral experts to gather insights and foster partnerships. 
  • Work closely with economists, labor market specialists, and Ministry analysts to integrate diverse expertise into the development of inclusive labor market strategies. 

Additional Responsibilities 

  • Support the identification of new areas of intervention aligned with evolving context and needs. 
  • Ensure full adherence to Mercy Corps policies, procedures, ethics, and security protocols. 
  • Conduct all activities in a manner that upholds Mercy Corps’ humanitarian values and strengthens the organization’s reputation. 
  • Perform other duties as assigned by program leadership. 

 Safeguarding responsibilities 

  • Actively learn about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
  • Practice the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
  • Encourage openness and communication in their team; encourage team members to submit reports if they have any concerns using reporting mechanisms, e.g., Integrity Hotline and other options.

Reports Directly To: BLOOM Consortium Director

Works Directly With: Ministry of Economy, Environment and Agriculture of Ukraine; BLOOM program teams; Research & Development units; Private and public sector partners; Sectoral experts.

Accountability to Participants and Stakeholders

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.

Minimum Qualification & Transferable Skills

  • Bachelor’s degree in Economics, Public Policy, Social Sciences, Statistics, Business Administration, or related field (Master’s preferred). 
  • Minimum 4–6 years of experience in labor market analysis, social policy, economic development, employment services, or research—preferably focused on vulnerable populations. 
  • Strong analytical skills and proficiency with statistical tools/software (e.g., R, STATA, Python, Excel-based analytics). 
  • Experience working with government institutions, development programs, or donor-funded projects. 
  • Familiarity with Ukrainian labor legislation, employment services ecosystem, and social protection systems. 
  • Strong analytical and problem-solving abilities with a demonstrated capacity to translate data into actionable insights. 
  • Ability to operate effectively in complex, fast-moving environments with multiple stakeholders. 
  • Excellent communication and presentation skills, including the ability to simplify complex concepts for diverse audiences. 
  • Commitment to promoting inclusion, diversity, and equal opportunity in employment. 
  • Proven ability to build trust and maintain strong working relationships across government, private sector, and civil society circles. 
  • Strong computer literacy with a full knowledge of MS Office applications; knowledge of data science and programming is a plus but not required. 
  • Strong ability to work across teams. 
  • Ability to work effectively with a diverse team in a sensitive environment. 
  • Proficiency in Ukrainian and English required. 

Living Conditions / Environmental Conditions

This position can be based in Kyiv, Ukraine. This position requires travel to program areas, as security permits.  During the field trips living conditions will be adjusted to the field conditions.

S/he must be sensitive to political and cultural nuance and able to consistently apply excellent judgment to a variety of demanding and fast-changing situations, as well as the ability to foster solid working relationships with Mercy Corps staff.  Working as part of a team and coordinating with project personnel, as well as strong organizational skills, are essential to this position.
