Background

Today Ukraine is facing its most serious challenges since achieving independence in 1991. The ongoing war has already resulted in significant loss of life, unprecedented displacement, internally and towards neighboring countries, and devastating destruction of infrastructure. The UN Ukraine Flash Appeal shows that at least 15.7 million people are in immediate need of emergency assistance and protection. Early projections indicate that if the war should continue in the medium to long term, up to 90% of the Ukrainian population could face poverty and extreme economic vulnerability, and the country’s socio-economic progress could be set-back by almost 20 years. In the short-term, 62% of the population is at high risk of falling into poverty. Ukraine’s economy is set to shrink by 45% this year due to the war and even with a moderate recovery in the next few years, by 2025 the GDP would still only be two-thirds of the pre-war GDP in 2021. In addition, the country faces losses of many people’s lives and devastative destruction of infrastructures and economic bases. Currently, more than 50% of the energy infrastructure damaged, causing the massive disruption of energy supply nationwide with millions of people experiencing power outages and challenges in heating. Extensive scale of destruction of infrastructure, rehabilitating or constructing infrastructures and installing equipment with necessary supply of the materials is urgently required to restore or maintain life-line and key basic services, followed by removal or mines and explosives as well as debris. The widespread presence of landmines, cluster munition, and other explosive remnants of war (ERW) in Ukraine pose a considerable and mounting threat. To address the emergency needs in the country, and meet long-term goals for Ukraine, UNDP is scaling-up the project interventions within Mine Action with a focus on supporting Mine Action authorities and emergency service responders. In this context, UNDP in Ukraine invites applications from highly qualified and experienced professionals for the post of Policy Reform Analyst to work within the UNDP Mine Action project and support its programmatic offer to the Government of Ukraine. The incumbent will promote UNDPs mandate as a gender-responsive organization with zero tolerance for any kind of discriminatory and abusive behaviour, including sexual harassment, sexual exploitation and abuse.

Duties and Responsibilities

1. Contribute to legal and policy framework development, implementation, and monitoring

• Review, and draft primary and secondary legislation pertinent to public administration within humanitarian mine action sector (comparative analysis, legal review, harmonization with the acquis).

• Support the development and articulation of the national mine action strategy in line with the state mine action reform processes, as well as other relevant national mine action documents, and review/update at necessary intervals. 

• Support the establishment of a national mine action programme ensuring its sustainable transition from the conflict setting, through post-conflict and recovery, to a development phase. Ensure it is aligned with current capacity, budget, agreed areas of interventions.

• Contribute the establishment of information management system for mine action which have to be available and adoptable for the use by profile ministries and agencies. 

• Legislative advice to relevant state institutions on broadening the reform of the mine action sector.

• Strategic advice to senior leadership in government institutions.

• Substantial contribution to and participation in inter-institutional coordination for finalizing and amending of primary and secondary legislation.

• Draft policy papers, strategies, and action plans (with cost estimation).

• Develop systems and mechanisms for monitoring and evaluation of policy implementation.

• Advise and provide inputs for mechanisms for improved communication and coordination at horizontal and vertical level with regards to the implementation of the public administration reform strategy.

• Prepare comparative analysis and elaborate and introduce best practice with respect to the policy-making processes.

• Contribute mainstreaming of gender equality considerations in mine action, promote of a safe and enabling environment free of any kind of discrimination and abusive behavior, and gender-responsive communications based on corporate principles. Consequently, it is crucial that good practices pertaining to gender are transferred equally to and fully embraced by the national authorities. 

• Contribute to mine action mainstreaming in line with the 2030 Agenda for Sustainable Development and Ukraine’s SDG Frameworks and allows the country to meet its obligations under the Ottawa Treaty.

2. Support organizational and institutional development

• Support the implementation of the legal framework through capacity development activities (training, on the job-learning, exchange of experiences).

• Support the development of structured trainings for various categories of civil servants.

• Identify and address area of improvement in administrative structures/capacity development needs.

• Identify and address area of improvement in the management system.

• Assess the need for development of structured institutional capacity assessment in humanitarian mine action sector.

• Support the implementation of the capacity development plan to achieve the milestones identified and address the identified capacity gaps.

• Support the sensitisation, ownership, and implementation of the capacity development process.

• Provide policy advice and technical guidance on the establishment of inter-institutional coordination groups as required.

• Advise members of inter-institutional coordination group on the direction, strategies and technical issues concerning capacity development and institutional strengthening.

• Collaborate with profile ministries and agencies, and other stakeholders to enable a harmonized approach and collaboration.

• Establish dialogue with donors, partners, and stakeholders to maintain effective working relationships, sustain interest, and increase cooperation.

• Provide support and training to profile ministries and agencies to support the capacity development process.

• Improve governance through transparency and accuracy by embedding best practices and processes into all its operations, doing away with non-value adding/redundant processes while regulating and establishing excellence in Institution.

• Contribute to mainstream gender equality considerations, promote of a safe and enabling environment free of any kind of discrimination and abusive behaviour, and gender-responsive communications based on corporate principles. 3. Contribute to the strategic and operational functioning of the UNDP Mine Action Project.

• Contribute to analysis of the political, social and economic situation in the country in relation to developments in mine action at a national and international level, including across Government and national institutions and development partner interests.

• Contribute to development of portfolios and Country office pipeline including through the design of Programme/Project documents, concept notes, proposals and cross-sectoral coordination in assigned areas to bring resources for projects.

• Provide input to the design and formulation of Mine Action Project interventions, translating UNDP priorities into local interventions, and oversee programme implementation with the implementing partners within the assigned programme areas. 

• Ensure that design and formulation of programme considers risks and opportunities and other future signals and provide inputs to trends analysis for future informed and anticipatory programming.

• Oversee planning, budgeting, implementation and monitoring of the assigned programme areas; and track use of financial resources in accordance with UNDP rules and regulations. 

• Ensure the effective use of data in programme implementation, across the data lifecycle; and support effective monitoring, evaluation and learning on programme impact.

• Support preparation for audits and the implementation of management responses.

• Prepare inputs for reporting, including donor and corporate reports.

• Support the rollout of new initiatives and programmes including through presentation of the project to PAC, finalize contribution agreements, and determine required revisions.

• Organize training for staff on programme related thematic areas both for UNDP Ukraine staff and national partners.

4. Support creation of strategic partnerships and implementation 

• Support establishment and strengthening of national and international advocacy networks. Implement relevant, high -impact advocacy with key partners.

• Support development of partnerships with the UN Agencies, international financial institutions (IFIs), government institutions, donors, private sector (if applicable to CO), and civil society in assigned programme/ thematic areas.

• Provide input in Identifying strategic programme areas of cooperation, including for joint programming.

• Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identify opportunities for initiation of new projects, and support Country Office resource mobilization efforts.

The Policy Reform Analyst is accountable to the Mine Action Strategy Specialist and plays an important role in analyzing political, social and economic trends, providing strategic legal and policy guidance and technical advisory support, coordinating risk analysis and mitigation strategies and participating in the formulation, management, implementation and evaluation of the UNDP Mine Action related activities within the Ministry of Economy, the National Mine Action Authority, and more broadly under Cabinet of Ministers and line ministries engaged in humanitarian mine action in Ukraine. 

The Policy Reform Analyst will work in close collaboration with programme and operations colleagues as well as the quality assurance and reporting team. They will liaise with programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP programme implementation. The incumbent will also endeavor to contribute to collaborative policy discussions under the oversight of senior management, with project staff to ascertain emerging needs in the thematic area as well as opportunities to capitalize on new or innovative programme strategies as well as to ensure coherence of programme strategies and activities.

Required Skills and Experience

Min. Education requirements
  • Advanced university degree (master’s degree or equivalent) in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences, or related field is required OR
  • A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree
Min. years of relevant work experience  Minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience within public sector reform.
Required skills  Knowledge of office software packages (Word, Excel etc.) is required
Desired skills in addition to the competencies covered in the Competencies section
  • Understanding of organisational / legal grounds of national and local governance and parliamentary systems is highly desirable. 
  • Good knowledge of the country context including institutional reforming processes within mine action is an asset.
  • Experience in capacity building and/or development at the national level with relevant training delivery to Ministerial staff is an asset. 
  • Experience in drafting of legislative and policy documents is desired.
Required Language(s)  Fluency in Ukrainian and English is required.
