Project Name: Recovery for All (RFA).
Location of Position: Hybrid, with partial need to participate in offline meetings in Kyiv. Full remote is a subject to negotiation.
Reporting to: RFA Deputy Director, Machinery of Government Team Lead.
Remuneration: Fees are subject to negotiation and shall not exceed established market rates.
Indicative LOE/Time Frame: Full-time, Monday-Friday.

The duration of the contract is till the end of 2025 with a possibility of extension (subject to approval and implemented deliverables during a previous deployment).

For contracting (after the job offer is made), the selected candidate is expected to be registered as a Private Entrepreneur of the 3d group (consultancy services).

Citizenship: Ukraine.
Language Requirements: Excellent knowledge of Ukrainian, ability to speak and write clearly.
Upper-intermediate or higher level of written and spoken English.

Project Description:

Recovery for All (RFA) is a seven-year (2025–2031) technical assistance project, funded by Global Affairs Canada and implemented by Alinea International.

RFA will support 50 war-affected communities take on the massive task of managing the damage that has been inflicted by Russia’s war against Ukraine. The aim of our work with communities is to help them build back better, not only in terms of reconstruction, but also socially and economically, so that people that have stayed in the communities not only survive this war, but can thrive. Each community has its own needs and priorities, so we will work with them to plan a recovery that meets those needs, build the capacity to attract financing and implement recovery initiatives, that serve the long-term development of communities to develop and to foster a better future for residents.

At the national level, RFA works with the Ukrainian government on recovery planning and coordination, ensuring different ministries and agencies collaborate effectively and together, that these efforts support Ukraine’s path toward EU integration. RFA supports tracking and reporting on the Ukraine Plan through digital systems we have developed, allowing Ukraine to report efficiently, accurately and transparently to the EU, on its progress required for release of financial tranches under the EU Facility.

About the Work:

RFA provides technical assistance to multiple Ministries. The focus of the initiative is concentrated on specific objectives:

● Improved capacity of Government of Ukraine (GoU) to establish EU compatible and decentralized strategic and recovery planning framework that align sector plans across government;
● Improved capacity of GoU to develop gender-responsive, citizen-oriented, inclusive and environmentally sensitive policies within the strategic and recovery planning framework;
● Improved capacity of the GoU to manage the consolidated policy agenda in a transparent, accountable, evidence-based manner.

To achieve these objectives RFA Project is developing IT tool ProjectUA to automate the above-mentioned processes within selected Ministries and Government of Ukraine, aimed to digitize data analytics, strategic planning, monitoring, reporting and evaluation of planning and program documents of the Government of Ukraine.

The successful candidate will play a pivotal role in supporting the Government of Ukraine in operationalizing this digital transformation by providing technical expertise, capacity building, and account support for the institutionalization of the ProjectUA. An expert will collaborate closely with key stakeholders across thr assigned account (within selected Ministries, agencies, and other stakeholders), ensuring ProjectUA is effectively integrated into existing processes.

The Role:

Delivery Expert impact is to:

● Serve as the primary point of contact for ProjectUA users within the assigned account, provide continuous support to ensure effective ProjectUA utilization in Ministries, agencies and other stakeholders;
● Collect, consolidate, and prioritize implementation needs within the selected account (Ministries, agencies, and other stakeholders);
● Maintain ongoing communication with designated counterparts within Ministries, agencies, and other stakeholders regarding further implementation of ProjectUA;
● Facilitate the integration of ProjectUA into internal planning, monitoring, and reporting routines;
● Deliver onboarding sessions, workshops, and training on ProjectUA usage for ministerial employees, provide continuous user’s support on ProjectUA utilization within the selected accounts;
● Co-develop instruction materials, templates, guidelines, draft regulations, other documents, needed for ProjectUA implementation in the Ministries, other public authorities.

Required Qualifications:

Experience:

● Advanced university degree (Master’s or equivalent) in public administration, political science, international development, economics, sociology or a related field;
● Minimum 5 years of relevant professional experience in private/public sector, international development, digital governance, academia, project management, consulting or advisory services;
● Experience working with or alongside Ministries, Agencies, or other public authorities in Ukraine or similar reform contexts;
● Experience in supporting the implementation of digital governance tools within the public sector will be considered an asset;
● Practical experience in delivering user training, workshops, or institutional capacity-building activities;
● Experience co-developing templates, guidelines, regulations, or other governance tools for institutional use;
● Ability to support the development of user guides, training materials, and procedural documentation.

Soft Skills and Competencies:

● Excellent interpersonal and stakeholder engagement skills, including the ability to navigate complex institutional environments;
● Strong facilitation and communication skills, especially in explaining technical and procedural concepts to non-technical audiences;
● High level of organizational and time-management skills with an ability to manage multiple streams of work simultaneously;
● Proven ability to work both independently and as part of a multidisciplinary team.
