Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the new Programme STEP-in-2-EU with its focus on economic policy and financial sector reforms to fill the position of an:
Advisor on Financial Sector Development and Reform (full-time, Kyiv)

The programme STEP-in-2-EU is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). Co-funding contributions by several partners are expected in 2025. The political partner is the Ministry of Economy of Ukraine.
The overall objective of the programme is to improve the economic policy conditions and financing options for the integration of Ukrainian companies into the EU single market. STEP-in-2-EU has four interlinked core workstreams/outputs:
- Strengthened capacities of the Ministry of Economy (MoE), the National Bank of Ukraine (NBU) and other relevant actors for the development and implementation of economic policy reforms in the context of EU accession.
- Implementation measures and processes to promote the integration of Ukrainian companies and financial institutions into the EU internal market.
- Improved location conditions for prioritised sectors in selected regions of Ukraine
- Improved capacities of financial institutions via their associations in order to provide financial services to Ukrainian companies/MSME.
Four operational teams are responsible to conduct the tasks and advisory services related to these four workstreams. They work closely together through joint planning and implementation procedures as well as permanent internal platforms.
Areas of Responsibilities and Tasks
The Team “Financial Sector Reform and Access to Finance” is looking for an Advisor in the field of financial sector development and the cooperation with key partner and stakeholder undertaking the following tasks:
- Advise to and cooperation with the Team, active in various workstreams in the financial sector with a wide range of Ukrainian partners (MoE, NBU, associations such as AUB, NABU, insurance; the Business Development Fund – BDF, the Export Credit Agency -ECA and financial institutions) and international organisations such as the European Central Bank, the European Banking Authority, EU central banks, the IMF, KFW, EIB, etc.
- Coordinate and support the cooperation with the NBU, selected Ukrainians associations of financial institutions such as banks, non-banks financial service providers, insurance companies in the areas of financial sector reform and the implementation of EU standards/regulation – in close alignment with the international consultancy and technical experts.
- Support establishing and accompanying a Committee and/or Working Groups set up jointly with the partner associations in thematic areas outlined above, in order to provide aligned “bottom-up feedback” to the NBU and other relevant policy makers.
- Design and preparation of technical workshops, trainings and seminars offered by the partner associations and conducted by a consulting company and/or international experts.
- Taking responsibility in managing contractual and procurement processes with subcontractors, consultants, financing recipients etc., in consultation with the Management Team. Monitoring contract arrangements with consultants and partners, and their delivery of services.
- Support the communication with the MoE, the NBU and other Government institutions in the areas of economic and financial sector reforms as well as with international partners and donors/co-funders. Drafting reports to the funding partners of the STEP-in-2-EU Programme.
- Promote a close cooperation on STEP-in-2-EU Program-level between different teams and in selected internal platforms
- Maintain a good flow of communication and information both with external stakeholders
- Regular exchange and planning sessions with the team leader; preparing regular updates for the Management Team.
Required qualifications, professional experience and personal competences:
- Master‘s degree (or equivalent) in economics, financing, banking or business administration, or another degrees relevant for this position.
- At least 5 years of professional experience in the Ukrainian financial sector or in international development cooperation with a focus on financial systems development.
- Professional experience in economic policy, financial and/or private sector development
- Experience in cooperation with political decision makers, ministries and/or associations
- Strong communication, organizational and coordination skills
- Excellent intercultural competences and awareness about political sensitivities
- High standards of confidentiality, integrity and loyalty
- Strong cooperation skills, team player with openness for new management approaches.
- Excellent working knowledge of ITC technologies (e.g. Microsoft 365 platform)
- Willingness to upskill as required by the tasks to be performed
- Readiness for business travels in Ukraine and abroad
- Business fluent in Ukrainian and English (verbal and written)

Employment conditions:
Full-time position with 40-hours working week; part-time arrangements shall be considered if required. Place of assignment is Kyiv. Starting as soon as possible. The contract duration will be 12 months with the possibility of prolongation.
