Hours: Full Time
Duty Station: Work location in Kyiv with possible frequent business trips
Salary gross: 110 000 UAH.

About the Organization

Camino is a newly established public organization founded as the local partner of Water Mission International, which has been operating in Ukraine since the onset of the Russia–Ukraine war in 2022. Our mission is to empower communities by improving access to essential WASH, protection, and energy services, fostering resilience, dignity, and self-sufficiency.

As part of our expanding portfolio, Camino is implementing projects in close partnership with UNICEF and the Ministry for Development of Communities and Territories of Ukraine, supporting national systems, contributing to WASH sector modernization, and strengthening long-term service sustainability.

In connection with this partnership, we are currently recruiting qualified specialists for the following position.

Background

Ukraine’s the water supply and sanitation (WSS) sector requires US$11.3 billion for recovery in 2025–2035, with 8.5 million people needing essential services. Significant modernization and alignment with EU standards are necessary, yet the Ministry currently lacks the staffing and technical capacity to drive these reforms.

To address this, a dedicated team of experts is urgently needed to build a modern, efficient, sustainable WSS system grounded in corporate governance, EU compliance, and high-quality, accessible services.

Purpose of the Reform Office

The Reform Office will develop and implement a new WSS sector concept to ensure enterprise sustainability, institutional efficiency, and environmental safety through coordinated action among the state, communities, and international partners.

Key Objectives

Develop a strategic WSS Reform Concept through 2030.
Advance corporatization of water utilities to improve efficiency and transparency.
Propose a regionalization model to optimize resources and enhance service quality.
Design an economically justified tariff policy ensuring stability and affordability.
Prepare a reform roadmap aligned with EU directives and standards.
Coordinate stakeholders and facilitate effective dialogue between government, communities, utilities, and donors.
Organize capacity building and professional training for WSS personnel.
Establish a Project Management Group to support regions in preparing recovery and development projects.
Provide recommendations on energy management, audits, and monitoring of energy use.
Support the development of public investment projects (WWTP reconstruction, water intakes, network renewal, automation, etc.).

Job Summary:

Infrastructure Modernization Expert will provide technical and analytical support processes restoration, modernization and upgrading energy efficiency of water supply systems and drainage in Ukraine in accordance with EU standards and principles sustainable development. Expert will be responsible for the preparation technical decisions, assessment of the state of infrastructure, participation in the formation of a portfolio of investment projects modernization and provision technical recommendations to communities, water utilities and donors.

Essential Duties and Responsibilities:

Carrying out expert assessments of the technical condition of objects water supply and drainage, including networks, pumping stations, treatment plants structures, automation systems and energy consumption.
Preparation proposals for projects of modernization infrastructure in accordance with EU directives and modern technological solutions.
Consultancy with developments project concepts and feasibility studies feasibility studies (FES) for investment projects and renewable projects.
Participation in the formation of a portfolio of priority investment projects for submission to international financial institutions (EBRD, EIB, World Bank, USAID, UNICEF, etc.).
Granting technical consultations with communities and water utilities regarding preparing applications for funding modernization projects facilities and elevation energy efficiency.
Participation in development of road cards, modernization of water infrastructure and pilot projects recovery of the injured regions.
Participation in development of road cards implementation of reforms that integrate European standards and directives.
Development strategies for sustainable management of water resources in cities and communities.
Participation in training projects in the renovation and development of infrastructure in the sector water supply and drainage.
Participation in interdepartmental workers groups, consultations with donors, international EU institutions and partners.

Deliverables:

While implementing assigned tasks, Infrastructure Modernization Expert will provide:

Technical assessment of the condition of water supply and wastewater systems in pilot communities/ enterprises.
Assessment and detection of key problems: water loss, inefficient use of resources, tariffs, low quality services.
Preparation projects technical recommendations with modernization key elements infrastructure – pumping stations, treatment plants structures, networks, automation systems, laboratory control.
Accompaniment enterprises in development technical concepts, technical tasks and project proposals for investment and grant programs that are funded by international partners (EIB, EBRD, World Bank, UNICEF, etc.).
Recommendations of promotion efficiency of water supply and drainage systems.
Analysis of technological solutions in accordance with EU directives and international standards (ISO, EN), particularly in the field of cleaning wastewater, energy efficiency, and renewable energy.
Preparation of a reorganization plan for enterprises’ water supply and drainage.
Granting technical support municipalities and water utilities in preparing applications for funding with international funds.
Development road cards modernization and restructuring enterprises water supply and drainage.

Qualification:

Education:

Master’s degree or higher technical education in the field of water supply, wastewater disposal, hydraulic engineering, environmental engineering, or energy.

Professional experience:

At least 10 years of experience working in the field of water supply, drainage, energy, or engineering infrastructure management.
Practical experience in the design, modernization, or operation of water supply systems or wastewater treatment facilities.
Experience in preparing or assessing investment projects, feasibility studies, and reconstruction concepts.
Desirable experience in cooperation with international financial institutions or participation in technical assistance projects (EBRD, EIB, World Bank, GIZ, USAID, UNICEF).
Understanding the technical requirements of EU water-related directives (2000/60/EC, 91/271/EEC, 2020/2184).
Understanding principles of “green” technologies and sustainable water resources management.
Knowledge of modern technologies for water treatment, wastewater purification, loss monitoring, and energy efficiency.

Skills and competencies:

Skills in developing technical tasks, evaluating technical solutions, and preparing reports for donors.
High level of attention to detail, responsibility, and problem-solving abilities.
Strong interpersonal and communication skills, as well as the ability to interact with multiple stakeholders, including government institutions.
Excellent organizational skills, time management, and the ability to meet deadlines and handle multiple tasks simultaneously.
Demonstrated ability to work effectively both independently and in a team.
Ability to communicate effectively with representatives of government bodies, expert organizations, and international partners.

English Intermediate [B1]
Ukrainian Proficient/Native [C2]

Working conditions:

This position will be based in Kyiv
Travel to program areas isrequired, sometimes to remote and challenging environments.

Physical requirements:

Ability to work in physically demanding conditions, if required by the context.
Ability to travel frequently and for extended periods.

Експерт з модернізації інфраструктури надаватиме технічну та аналітичну підтримку процесам відновлення, модернізації та підвищення енергоефективності систем водопостачання та водовідведення в Україні відповідно до стандартів ЄС та принципів сталого розвитку.

Фахівець відповідатиме за підготовку технічних рішень, оцінку стану інфраструктури, участь у формуванні портфеля інвестиційних проєктів модернізації та надання технічних рекомендацій громадам, водоканалам та міжнародним партнерам.

Основні обов’язки:

Проведення експертної оцінки технічного стану об’єктів водопостачання та водовідведення (мережі, насосні станції, очисні споруди, системи автоматизації та енергоспоживання).
Підготовка пропозицій щодо модернізації інфраструктури відповідно до директив ЄС та сучасних технологічних рішень.
Консультування щодо розробки концепцій проєктів і техніко-економічних обґрунтувань (ТЕО) для інвестиційних та відновлювальних проєктів.
Участь у формуванні портфеля пріоритетних інвестиційних проєктів для подання міжнародним фінансовим інституціям (ЄБРР, ЄІБ, Світовий банк, USAID, UNICEF тощо).
консультування громад та водоканалів щодо підготовки заявок на фінансування проєктів модернізації та підвищення енергоефективності.
Участь у розробці дорожніх карт модернізації водної інфраструктури та реалізації пілотних проєктів у регіонах, що зазнали руйнувань.
Участь у створенні дорожніх карт з упровадження реформ та інтеграції директив і стандартів ЄС.
Розробка стратегій сталого управління водними ресурсами для міст та громад.
Участь у програмах навчання та розвитку кадрового потенціалу у секторі ВПВ.
Участь у міжвідомчих робочих групах, консультаціях з донорами, інституціями ЄС та міжнародними партнерами.

Очікувані результати

Під час виконання своїх обов’язків Експерт має забезпечити:

технічну оцінку стану систем водопостачання та водовідведення в пілотних громадах/підприємствах;
визначення ключових проблем: втрати води, неефективне використання ресурсів, питання тарифів, низька якість послуг;
підготовку технічних рекомендацій щодо модернізації ключових елементів інфраструктури (насосні станції, очисні споруди, мережі, автоматизація, лабораторний контроль);
супровід підприємств у розробці технічних концепцій, технічних завдань і проєктних пропозицій для інвестиційних і грантових програм міжнародних партнерів (ЄІБ, ЄБРР, Світовий банк, UNICEF тощо);
рекомендації щодо підвищення ефективності систем ВПВ;
аналіз технологічних рішень відповідно до директив ЄС та міжнародних стандартів (ISO, EN), зокрема в частині очищення стічних вод, енергоефективності та відновлюваної енергетики;
підготовку плану реорганізації підприємств ВПВ;
технічну підтримку громад та водоканалів у підготовці заявок на міжнародне фінансування;
розробку дорожніх карт модернізації та реструктуризації підприємств ВПВ.

Вимоги до кваліфікації

Освіта

Ступінь магістра або вища технічна освіта у галузі водопостачання, водовідведення, гідротехніки, екологічної інженерії чи енергетики.

Професійний досвід

Не менше 10 років досвіду роботи у сфері водопостачання, водовідведення, енергетики або управління інженерною інфраструктурою.
Практичний досвід проєктування, модернізації або експлуатації систем водопостачання чи очисних споруд.
Досвід підготовки чи оцінки інвестиційних проєктів, ТЕО та концепцій реконструкції.
Бажаний досвід співпраці з міжнародними фінансовими установами або участь у проєктах технічної допомоги (ЄБРР, ЄІБ, Світовий банк, GIZ, USAID, UNICEF).
Розуміння технічних вимог директив ЄС у сфері водної політики (2000/60/EC, 91/271/EEC, 2020/2184).
Розуміння принципів «зелених» технологій та сталого управління водними ресурсами.
Знання сучасних технологій очищення води, очищення стічних вод, моніторингу втрат та енергоефективності.
