About the Organization

Camino is a newly established public organization founded as the local partner of Water Mission International, which has been operating in Ukraine since the onset of the Russia–Ukraine war in 2022. Our mission is to empower communities by improving access to essential WASH, protection, and energy services, fostering resilience, dignity, and self-sufficiency.

As part of our expanding portfolio, Camino is implementing projects in close partnership with UNICEF and the Ministry for Development of Communities and Territories of Ukraine, supporting national systems, contributing to WASH sector modernization, and strengthening long-term service sustainability.

In connection with this partnership, we are currently recruiting qualified specialists for the following position.

Background

Ukraine’s the water supply and sanitation (WSS) sector requires US$11.3 billion for recovery in 2025–2035, with 8.5 million people needing essential services. Significant modernization and alignment with EU standards are necessary, yet the Ministry currently lacks the staffing and technical capacity to drive these reforms.

To address this, a dedicated team of experts is urgently needed to build a modern, efficient, sustainable WSS system grounded in corporate governance, EU compliance, and high-quality, accessible services.

Purpose of the Reform Office

The Reform Office will develop and implement a new WSS sector concept to ensure enterprise sustainability, institutional efficiency, and environmental safety through coordinated action among the state, communities, and international partners.

Key Objectives

• Develop a strategic WSS Reform Concept through 2030.
• Advance corporatization of water utilities to improve efficiency and transparency.
• Propose a regionalization model to optimize resources and enhance service quality.
• Design an economically justified tariff policy ensuring stability and affordability.
• Prepare a reform roadmap aligned with EU directives and standards.
• Coordinate stakeholders and facilitate effective dialogue between government, communities, utilities, and donors.
• Organize capacity building and professional training for WSS personnel.
• Establish a Project Management Group to support regions in preparing recovery and development projects.
• Provide recommendations on energy management, audits, and monitoring of energy use.
• Support the development of public investment projects (WWTP reconstruction, water intakes, network renewal, automation, etc.).

Job Summary: 

Expert from European law will provide legal support​ To the Ministry development of communities and territories Ukraine and will provide legal accompanied  process harmonization legislation Ukraine in the field water supply and drainage with European Union directives , as well as will participate in the development regulatory and legal acts that​ will contribute implementation European integration course and the restoration of the sector in accordance with EU standards . Expert will also assist in the development and legal review of regulatory documents, as well as contribute to increased institutional capabilities of organs state authorities. 

Essential Duties and Responsibilities: 

• Provide legal analysis and advice on national legislation, bylaws, and regulations related to the rehabilitation of water supply and sanitation infrastructure, public investments, corporatization of water utilities, etc. 

• Preparation​ proposals for adaptation and implementation of key EU directives. 

• Support​ harmonization Ukrainian legislation with EU directives and international standards in the context post-war restoration of the water supply and sanitation sector and accession to the EU. 

• Participation in the formation of harmonization roadmaps​ legislation with European standards. 

• Legal accompaniment projects related​ from restoration infrastructure, public-private partnerships (PPPs) and international financing. 

• Participation in the development of new laws, by-laws, acts, and methodological documents that​ regulate activity in the field of water supply and drainage. 

• Preparation​ legal conclusions and consultations for authorities’ authorities, municipalities, international partners and water utilities. 

• Give legal support​ working groups, interdepartmental platforms and conduct consultations from stakeholders. 

• Monitoring EU case law in the field of aquatic resources and environmental law, preparation of analytical reports and recommendations. 

• Participation in interdepartmental workers groups, consultations with donors, international EU institutions and partners. 

Deliverables  

While implementing assigned tasks, Expert from European law will provide: 

• Legal reviews, opinions, and memoranda of projects, laws, regulations, acts, and strategic documents. 

• Updated templates and typical documents for contracts, agreements, and legal procedures. 

• Legal conclusions and analytical material​ with implementation of EU directives. 

• Suggestions of legislative changes or legislative initiatives to support processes in renewal. 

•  Legal support​ pilot projects with restoration and reform industries. 

• Analytical reports on gaps, discrepancies, or obstacles in the current legal base. 

• Contributions to legal sections of project proposals, technical and economic justifications or investment documents. 

• Presentations and legal briefings for the Ministry and stakeholders’ parties. 

• Rating legal risks and recommendations for implementation of projects or directions of reformation. 

• Increased​ consistency between national legislation and legislation of the European Union. 

Qualification : 

Education: 

• Degree master’s degree or equivalent in law​ (international​ or European law is an advantage). 

• Knowledge of the EU legal system, main directives and regulations in the field of water politics, environment, energy, and sustainability development. 

Professional experience : 

• Not less than 10 years old experience works in field rights , with them at least 2 years — in projects related to​​ with European integration or ecological regulation . 

• Experience working in the field of water supply , drainage , security environment or management aquatic resources ( in warehouse state bodies , municipalities , projects international technical assistance or profile​ associations ) will be advantage . 

• Experience cooperation with international financial organizations or donors ( EU , World Bank) bank , EBRD , USAID, UNICEF etc. ) is welcome . 

• Experience participation in international projects; cooperation with donors or state-owned institutions is hidden. 

• Experience drafting or introduction changes to regulations​ documents . 

• Understanding adaptation procedures legislation Ukraine to EU legislation. 

• Knowledge structures regulation of the water supply and wastewater sector in Ukraine. 

• Experience preparation​ legal conclusions, analytical documents, political recommendations. 

• Practical experience development or examinations regulatory and legal act in. 

• Knowledge provisions of the Association Agreement Ukraine – EU in part environment and management water resources. 

Skills and competencies : 

• Strong skills drafting legal texts and analysis, including ability to work with large volumes of legislative documents. 

• High level​ attention to detail, responsibility, and skill solve problems. 

• Strong interpersonal and communicative skills, as well as the ability to interact with many stakeholders, including government institutions. 

• Excellent organizational abilities and skills of time management, skills follow deadlines in and fulfill sprat tasks simultaneously. 

• Demonstrated ability to effectively work both independently and​ into the team. 

• Ability effectively communicates with representatives organs authorities, expert structures and international partners in. 

Language : 

• English Intermediate [B1] 

• Ukrainian Proficient/Native [C2] 

Working conditions: 

• This position will be based in Kyiv 

• Travel to program areas is required, sometimes to remote and challenging environments. 

Physical requirements : 

• Ability to work in physically demanding conditions, if required by the context. 

• Ability to travel frequently and for extended periods.

Експерт з європейського права надаватиме юридичну підтримку Міністерству розвитку громад та територій України та супроводжуватиме процес гармонізації законодавства України у сфері водопостачання та водовідведення з директивами Європейського Союзу, а також братиме участь у розробці нормативно-правових актів, що сприятимуть реалізації курсу європейської інтеграції та відновленню сектору відповідно до стандартів ЄС. Експерт також братиме участь у розробці та юридичній експертизі нормативних документів, а також сприятиме підвищенню інституційного потенціалу органів державної влади.

Основні обов’язки та відповідальність:

• Надання юридичного аналізу та консультацій щодо національного законодавства, підзаконних актів та нормативних актів, пов’язаних з відновленням інфраструктури водопостачання та водовідведення, державними інвестиціями, корпоратизацією підприємств водопостачання тощо.
• Підготовка пропозицій щодо адаптації та імплементації ключових директив ЄС.
• Підтримка гармонізації українського законодавства з директивами ЄС та міжнародними стандартами в контексті післявоєнного відновлення сектору водопостачання та водовідведення та вступу до ЄС.
• Участь у формуванні дорожніх карт гармонізації законодавства з європейськими стандартами.
• Юридичний супровід проектів, пов’язаних з відновленням інфраструктури, державно-приватним партнерством (ДПП) та міжнародним фінансуванням.
• Участь у розробці нових законів, підзаконних актів, актів та методичних документів, що регулюють діяльність у сфері водопостачання та водовідведення.
• Підготовка юридичних висновків та консультацій для органів влади, муніципалітетів, міжнародних партнерів та водопостачальних підприємств.
• Надання юридичної підтримки робочим групам, міжвідомчим платформам та проведення консультацій із зацікавленими сторонами.
• Моніторинг прецедентного права ЄС у сфері водних ресурсів та екологічного права, підготовка аналітичних звітів та рекомендацій.
• Участь у міжвідомчих робочих групах, консультаціях з донорами, міжнародними інституціями ЄС та партнерами.

Очікувані результати роботи:

• Під час виконання доручених завдань експерт з європейського права надасть:
• Юридичні огляди, висновки та меморандуми щодо проектів, законів, нормативних актів, актів та стратегічних документів.
• Оновлені шаблони та типові документи для контрактів, угод та юридичних процедур.
• Юридичні висновки та аналітичні матеріали щодо впровадження директив ЄС.
• Пропозиції щодо законодавчих змін або законодавчих ініціатив для підтримки процесів оновлення.
• Юридична підтримка пілотних проектів у галузі відновлення та реформування.
• Аналітичні звіти про прогалини, розбіжності або перешкоди в чинній правовій базі.
• Внесок у юридичні розділи проектних пропозицій, техніко-економічних обґрунтувань або інвестиційних документів.
• Презентації та юридичні брифінги для міністерства та зацікавлених сторін.
• Оцінка юридичних ризиків та рекомендації щодо реалізації проектів або напрямків реформування.
• Підвищення узгодженості між національним законодавством та законодавством Європейського Союзу.

Кваліфікація:

Освіта:

• Ступінь магістра або еквівалент у галузі права (перевагою буде знання міжнародного або європейського права).
• Знання правової системи ЄС, основних директив та регламентів у сфері водної політики, навколишнього середовища, енергетики та сталого розвитку.

Професійний досвід:

• Не менше 10 років досвіду роботи в галузі права, з них не менше 2 років — у проектах, пов’язаних з європейською інтеграцією або екологічним регулюванням.
• Досвід роботи в галузі водопостачання, водовідведення, безпеки навколишнього середовища або управління водними ресурсами (у державних органах, муніципалітетах, проектах міжнародної технічної допомоги або профільних асоціаціях) буде перевагою.
• Досвід співпраці з міжнародними фінансовими організаціями або донорами (ЄС, Світовий банк, ЄБРР, USAID, ЮНІСЕФ тощо) вітається.
• Досвід участі в міжнародних проектах; співпраці з донорами або державними установами є прихованим.
• Досвід розробки або впровадження змін до нормативних документів.
• Розуміння процедур адаптації законодавства України до законодавства ЄС.
• Знання структур регулювання сектору водопостачання та водовідведення в Україні.
• Досвід підготовки юридичних висновків, аналітичних документів, політичних рекомендацій.
• Практичний досвід розробки або експертизи нормативно-правових актів.
• Знання положень Угоди про асоціацію Україна – ЄС в частині навколишнього середовища та управління водними ресурсами.

Навички та компетенції:

• Сильні навички складання юридичних текстів та аналізу, включаючи здатність працювати з великими обсягами законодавчих документів.
• Високий рівень уваги до деталей, відповідальність та вміння вирішувати проблеми.
• Сильні міжособистісні та комунікативні навички, а також здатність взаємодіяти з багатьма зацікавленими сторонами, включаючи урядові установи.
• Відмінні організаторські здібності та навички управління часом, вміння дотримуватися термінів та виконувати кілька завдань одночасно.

Умови роботи:

• Ця посада буде базуватися в Києві.
• Необхідні поїздки в райони реалізації програм, іноді в віддалені та складні умови.

Фізичні вимоги:

• Здатність працювати в фізично складних умовах, якщо цього вимагає ситуація.
• Здатність часто і на тривалий час виїжджати у відрядження.
