Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the programme STEP IN 2 EU (Support for Trade, Economy, Policies, Institutions, Norms) to fill the position of the:

Stakeholder Engagement Advisor (Export Strategy) (full-time, Kyiv)
(internal SAP code: Advisor)

The programme STEP IN 2 EU is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and co-financed by the European Union, German and Norwegian Governments. The political partner is the Ministry of Economy, Environment and Agriculture of Ukraine (MEEA).

The overall objective of the programme is to improve the economic policy conditions and financing options for the integration of Ukrainian companies into the EU single market. STEP IN 2 EU has four interlinked outputs:

  1. Strengthened capacities of the MEEA, the National Bank and other relevant actors for the development and implementation of economic policy reforms in the context of EU accession
  2. Implementation measures and processes to promote the integration of Ukrainian companies and financial institutions into the EU internal market
  3. Improved location conditions for prioritised sectors in selected regions of Ukraine
  4. Improved capacities of selected financial institutions to provide financial services to Ukrainian companies

The Advisor on Stakeholders’ Engagement in Export Strategy Implementation works in the Team “Implementation of Economic Reforms”. The Team supports the public institutions and business support organizations to implement action plans of the selected economic policy reforms, including SME strategy, Export strategy, sectoral strategies and others.

Areas of responsibilities:

  1. Advise within the Сoordination Mechanism for Export Strategy Implementation
  • Facilitate communication and collaboration among various stakeholders – government representatives, donor organizations, business support organizations, other partners to set-up effective Coordination Mechanism for Export Strategy Implementation.
  • Develop approaches, tools and processes to capture international contributions to the implementation of the Export strategy and its results.
  • Provide mapping, commitment tracking, monitoring of the Export Strategy
  • Steer and manage the work of the Coordination Mechanism for Export Strategy Implementation together with counterparts in the Ukrainian government.
  • Prepare and agree workplans for the Coordination Mechanism for Export Strategy Implementation.
  • Oversee planning, scheduling, and monitoring of activities to ensure timely delivery and quality outcomes.
  • Coordinate meetings, workshops, and events to foster networking and knowledge exchange.
  • Manage the Coordination Mechanism’s inbox and communication
  • Ensure documentation of proceedings and results as well as knowledge management within the Coordination Mechanism for Export Strategy Implementation.
  1. Advisory and coordination responsibilities within the broader programme objectives
  • Ensure STEP IN 2 EU’s export activities align with the Export Strategy by confirming with responsible colleagues that activities directly support implementation and by keeping their contributions accurately documented and current in strategy monitoring and the mapping of international contributions
  • Responsible for the technical, substantive and organisational implementation of the activities related to the Export strategy implementation
  • Provide smooth and constructive communication with relevant public institutions involved in the Export strategy implementation, including the MEEA, EEPO and others
  • Conduct eligibility checks of project partners
  • Draft terms of reference, initiate procurement procedures and manage the resulting contracts with external experts
  • Process reports and payment-related documentation from project partners and external experts
  • Control expenses for the activities related to the Export strategy implementation in accordance with the prevailing provisions
  • Support international and national experts in familiarising themselves with and performing the tasks
  • Assure effective collaboration with other operational teams and platforms on Programme level
  • Ensure preparation and sharing the documentation for knowledge management
  • Undertake business trips in Ukraine and/or abroad in accordance with the needs of the Programme
  • Perform other duties and tasks at the request of management

Required qualifications, experience and competences:

  • Master‘s degree in economics, management or in a related area
  • At least 3 years of professional experience in project coordination in national or international organizations
  • Cooperation experience with political decision makers and ministries
  • Reliability, confidentiality, flexibility and stress resistance
  • Excellent communication skills
  • Customer and service-oriented attitude
  • Excellent working knowledge of ITC technologies (Microsoft 365 platform)
  • Business fluent in Ukrainian and English (verbal and written); command of German would be an advantage
  • Willingness to upskill as required by the tasks to be performed
  • Readiness for business travels in Ukraine and abroad

Employment conditions:

Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting as soon as possible. The contract duration will be 12 months with the possibility of prolongation.
