Overview

SPILNO is a public-private partnership transaction advisory team engaged by the Ministry of Infrastructure of Ukraine (the MIU) and International Financial Institutions (IFI) to support the MIU in preparation of the concessions in the infrastructure sector, as well as the development of the PPP framework and institutional capacity.

We have always deeply cooperated and coordinated our activity with Ukrainian Government Institutions, provided institutional and analytical support to the MIU, local authorities and consulting teams hired by the technical partners (the World Bank, IFC, and EBRD) to reach successful transaction results.

The team in close cooperation with EBRD and IFC has successfully managed the preparation of two pilot transactions at Olvia and Kherson Seaports.

Today, SPILNO is an advisor who has wide experience in PPP on both state and municipal levels providing high-quality consulting service to the public sector and IFIs to develop bankable PPP projects fruitful for both parties.

Currently, the team is working on the PPP pipeline of priority projects in infrastructure sectors: regional airports, seaports, railway dry ports, and roads.
In order to expand our capacity, SPILNO is seeking to hire an Analyst based in Kyiv, Ukraine.

The Analyst works closely with SPILNO project managers who are responsible for the coordination, negotiation, approving and supervision of the concession transaction preparation. The Analyst helps project managers in communicating and coordinating of stakeholders, collecting and analyzing relevant information, providing comments to the deliverables, developing analytical reports and internal documents, etc.

Duties and Accountabilities

The Analyst will be integrated into the SPILNO team which develops pilot concession projects in infrastructure, coordinates transaction preparation and advises to the MIU and IFIs.
The candidate is required to know and effectively use fundamental business concepts and practices and to provide analytical, research and other professional support to SPILNO project managers. The work program is varied and may be somewhat complex requiring evaluation, original thinking, and various written outputs.

Responsibilities

▪ Review, comment reports, memos, financial models and other deliverables from the consultants and provide necessary amendments;
▪ Consolidate and analyze financial information of the target companies;
▪ Develop financial models with PPP specifics;
▪ Communicate and interpret all deliverables from the consultants to the public sector;
▪ Provide institutional support in the preparation and structuring of pilot PPP transactions;
▪ Conduct industry and market research;
▪ Establish and maintain relationships with key stakeholders to ensure communication in order to collect and analyze information, deal with key issues, support consultants, etc.;
▪ Prepare presentations and information notes for key stakeholders;
▪ Participate in negotiations, meetings, discussions, public events, etc.;
▪ Coordinate the preparation process with IFIs and the consultants involved.

Selection Criteria

▪ Bachelor’s degree in finance or economics;
▪ At least 1-2 years of experience in transaction advisory, corporate finance, investment banking or consulting;
▪ Advanced English is a must to work with multicultural advisers and government officials;
▪ Strong skills of financial modelling using Microsoft Excel and ability to identify key issues and develop financial models from scratch;
▪ Understanding of the CBA and economic analysis, risk assessment and allocation would be a plus;
▪ Strong skills in making MS PowerPoint presentations, information notes and ability to present ideas clearly and confidently;
▪ Good knowledge of infrastructure sector would be a plus;
▪ Experience in communications with public authorities would be a plus;
▪ Stress resistant and ready for overtimes.
