Plan International Germany is the consortium lead and will contract the Programme Coordination Unit members through Plan International Ukraine as host agency.  This unified single programme coordination unit consists of the Consortium Coordinator, MEAL Coordinator, and the Finance Coordinator, as well as the Child Protection Coordinator and the Gender & Inclusion, Safeguarding and Participation Coordinator. The Coordination Unit does not directly implement programme activities but provides consortium-wide leadership, coordination, quality assurance, financial oversight, technical support, monitoring, and donor reporting for the programme.

This position is responsible for the financial coordination and management of the programme. The Finance Coordinator will ensure timely spending in line with donor (GFFO & BMZ) regulations and will provide compliance-related capacity building to the consortium members and implementing partners. 

The Finance Coordinator reports to the Consortium Coordinator of the Coordination Unit and works closely with the Plan International Germany Controlling & Compliance Specialist on technical financial management and donor compliance matters.

Main Responsibilities

1. Financial Planning, Monitoring and Reporting

  • Lead the financial monitoring of both programme components (GFFO and BMZ), ensuring expenditure and implementation progress remain aligned with approved budgets, donor requirements, and programme plans.
  • Consolidate and maintain consortium-wide expenditure, budget, and cashflow trackers for all Consortium Members.
  • Develop, maintain, and regularly review financial monitoring tools and templates to support effective financial oversight across the consortium.
  • Assess spending performance across all Consortium Members on an ongoing basis and proactively engage with partners where spending delays or under-utilisation risks are identified.
  • Review procurement and HR tracking information from Consortium Members to support forecasting, timely recruitment, contracting, and expenditure.
  • Coordinate the preparation and submission of timely internal and donor financial reports in collaboration with Consortium Members, Implementing Partners, and relevant Plan International Germany staff.
  • Prepare consolidated financial analyses and provide regular updates to support programme management and decision-making.
  • Identify opportunities to strengthen financial monitoring, forecasting, and reporting systems and promote continuous improvement across the programme.
  • Lead financial discussions and present financial updates during Consortium Steering Committee and Project Management Steering Committee meetings.
  • Respond to ad hoc financial information and support requests from Consortium Members and Implementing Partners.

2. Donor Compliance and Financial Governance

  • Ensure compliance with GFFO and BMZ regulations, consortium agreements, and Plan International policies and procedures throughout programme implementation.
  • Review financial reports submitted by Consortium Members and Implementing Partners and support the consolidation of donor financial reports in coordination with the Plan Germany Controlling & Compliance Specialist.
  • Ensure the accuracy, completeness, and audit readiness of financial documentation, including invoice records and supporting documentation for both programme components.
  • Review and assess budget revision and amendment requests from Consortium Members and Implementing Partners, ensuring compliance with donor requirements and coordinating with the Plan Germany Programme Specialist on donor communication where required.
  • Serve as a key focal point for finance and compliance matters between Consortium Members, Implementing Partners, donors, and Plan International Germany, in coordination with the Plan Germany Controlling & Compliance and Programme Specialist, of which the latter is responsible for donor communication.
  • Contribute to the review of contractual agreements entered into by Plan International Germany in its role as Consortium Lead, ensuring financial and compliance considerations are adequately addressed.
  • Coordinate expenditure verification processes and ensure that audit, spot-check, compliance review, and donor monitoring findings are systematically addressed through agreed corrective action plans and follow-up measures.
  • Promote strong financial governance, accountability, and risk management practices across the consortium.

3. Capacity Strengthening and Partner Support

  • Strengthen the financial management and compliance capacity of Consortium Members and Implementing Partners through ongoing guidance, coaching, and technical support, e.g. monthly finance meetings with consortium member finance colleagues.
  • Develop training materials and facilitate workshops, briefings, and learning sessions on donor regulations, financial management requirements, organisational policies, and reporting procedures.
  • Provide technical support on accounting and financial management processes, including SAP-related matters, to relevant staff.
  • Promote a culture of accountability, transparency, collaboration, and continuous learning across the consortium.
  • Facilitate information sharing and exchange of good practices among Consortium Members and Implementing Partners.
  • Support onboarding, orientation, and ongoing professional development of consortium finance and programme staff as required.
  • Conduct in-person support visits and capacity-building missions to Implementing Partners when needed.

4. Funds Management and Programme Close-Out

  • Coordinate consortium cashflow planning and maintain a consolidated remittance schedule to support effective fund management and donor fund requests.
  • Ensure timely submission of donor fund requests and monitor liquidity requirements across Consortium Members and Implementing Partners.
  • Monitor fund utilisation and support timely expenditure in accordance with donor regulations and programme implementation plans.
  • Provide financial leadership during programme close-out, ensuring all Consortium Members and Implementing Partners complete financial closure requirements in line with donor and organisational regulations.
  • Ensure financial records, reporting obligations, reconciliations, and final documentation are completed accurately and within required deadlines.

The responsibilities outlined above are not exhaustive and may evolve over the course of programme implementation. The post holder may be required to undertake other duties, consistent with the role’s purpose and level of responsibility, as reasonably assigned by the Consortium Coordinator.

General

Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures

Technical expertise, skills and knowledge

Education

  • Degree in Finance, Accounting, Business Administration, or another relevant field. 

Experience

  • Minimum seven (7) years of progressively responsible experience in grant management, donor-funded project finance, financial controlling, and/or programme financial management. 
  • Experience managing the financial aspects of complex multi-stakeholder programmes or consortiums, including the consolidation of financial reports from multiple partners. 
  • Demonstrated experience coordinating financial management processes across multiple organisations and partners. 
  • Experience working with and applying GFFO and/or BMZ rules, regulations, and donor compliance requirements. 
  • Experience supporting audits, expenditure verifications, spot checks, or compliance reviews. 
  • Experience ensuring audit readiness and maintaining financial documentation in accordance with donor and organisational requirements. 
  • Experience identifying, assessing, and mitigating financial, compliance, operational, and fraud risks in donor-funded programmes. 
  • Experience developing and implementing financial monitoring systems, tools, and reporting processes. 
  • Experience building the financial management and compliance capacity of partners through training, coaching, and technical support. 
  • Demonstrated ability to design and deliver financial management and donor compliance training for partners and programme staff. 
  • Experience working with national and local civil society organisations and supporting partnership-based programme delivery. 
  • Experience in the Ukrainian context, including civil society engagement. 

Technical Knowledge

  • Strong knowledge of donor compliance requirements, financial management standards, budgeting, forecasting, cashflow management, and financial reporting processes. 
  • Sound understanding of financial controls, internal control systems, risk management, audit requirements, fraud prevention measures, and accountability frameworks in donor-funded programmes. 
  • Good understanding of grant management, contract management, consortium agreements, and donor financial regulations. 
  • Knowledge of humanitarian, development, and nexus programming environments. 
  • Understanding of partnership-based approaches and localisation principles in humanitarian and development programming. 

 

Skills and Competencies

  • Excellent grant and financial management skills, with the ability to oversee large and complex programme budgets. 
  • Advanced proficiency in Microsoft Excel and SAP. 
  • Strong analytical skills, including budget analysis, forecasting, financial monitoring, risk assessment, and interpretation of financial data.
