Plan International Germany is the consortium lead and will contract the Programme Coordination Unit members through Plan International Ukraine as host agency. This unified single programme coordination unit consists of the Consortium Coordinator, MEAL Coordinator, and the Finance Coordinator, as well as the Child Protection Coordinator and the Gender & Inclusion, Safeguarding and Participation Coordinator. The Coordination Unit does not directly implement programme activities but provides consortium-wide leadership, coordination, quality assurance, financial oversight, technical support, monitoring, and donor reporting for the programme.

This position leads on safeguarding, child participation, accountability, gender equality and inclusion standards across the consortium and provides technical guidance to ensure all programme interventions are safe, accessible, inclusive and accountable to programme participants. The position does not provide technical leadership on child protection programming, case management, or MHPSS interventions, which fall under the responsibility of the Consortium Child Protection Coordinator.

He/She/They will report to the Consortium Coordinator of the Coordination Unit.

 

Main Responsibilities

1. Technical Leadership and Coordination in Gender and Inclusion 

  • Provide consortium-wide technical leadership on gender, inclusion and diversity  across all programme components.
  • Ensure development and application of Minimum Standards on Gender & Inclusion
  • Support consortium members and implementing partners to integrate gender, inclusion, and diversity considerations throughout programme design, implementation, monitoring, learning, and reporting processes.Review, monitor, and follow up on Gender and Inclusion Action Plans, supporting consortium members to strengthen implementation and address identified gaps.
  • Promote approaches that ensure the programme effectively reaches and responds to the diverse needs, capacities, and experiences of girls, boys, adolescents, young people, persons with disabilities, and other groups at risk of exclusion.
  • Support programme teams to identify and mitigate gender- and inclusion-related risks and barriers to participation and access.
  • Contribute to the integration of gender equality and inclusion considerations within programme risk management, learning, and quality assurance processes.

2. Technical Leadership and Coordination in Safeguarding, PSHEA and Safe Programming

  • Provide technical leadership and guidance to consortium members and implementing partners on safeguarding, Prevention of Sexual Harassment, Exploitation and Abuse (PSHEA), and safe programming standards.
  • Collaborate with consortium safeguarding focal points and programme teams to ensure safeguarding is systematically integrated throughout the project cycle.
  • Support consortium members and implementing partners to conduct safeguarding risk assessments and develop appropriate mitigation measures.
  • Ensure safeguarding approaches are informed by child and community participation and are contextually and culturally appropriate.
  • Support all consortium partners to understand and implement the Joining Forces Safeguarding Response and Reporting Protocol and ensure appropriate local reporting and response mechanisms are established and documented.
  • Coordinate with consortium members, implementing partners, and relevant Plan International Germany specialists to support the safe, confidential, and survivor-centred management of safeguarding concerns and incidents.
  • Support the management and follow-up of safeguarding and PSHEA concerns across the consortium, ensuring that incidents are reported, documented, escalated, and addressed in accordance with consortium protocols and organisational procedures.
  • Coordinate with the Consortium Coordinator, Plan International Germany Programme Specialist, safeguarding focal points, and implementing partners to lead and/or support survivor-centred investigations, facilitate appropriate case management, corrective actions, and, where required, donor reporting and communication in line with established safeguarding protocols.
  • Monitor safeguarding implementation across the programme and support partners to strengthen safeguarding systems, practices, and organisational capacity.
  • Promote continuous learning and improvement on safeguarding and PSHEA through the documentation and dissemination of lessons learned, case studies, and good practices.
  • Lead and/or support survivor-centred investigations into reported or suspected safeguarding and SHEA incidents.

3. Technical Leadership and Coordination in Child Participation and Accountability 

  • Lead consortium-wide efforts to strengthen meaningful, ethical, and safe child participation throughout the programme cycle in line with the Joining Forces Minimum Standards.
  • Identify, adapt, and promote child participation approaches that are appropriate for humanitarian and development contexts across programme implementation areas.
  • Support consortium members and implementing partners to establish, strengthen, and monitor child-friendly, accessible, inclusive, and contextually appropriate feedback and complaints mechanisms.
  • Facilitate stakeholder engagement and consultation processes to ensure community ownership, trust, sustainability, and accessibility of child participation and feedback mechanisms.
  • Support consortium members and implementing partners to ensure children, young people, caregivers, and communities have safe opportunities to influence programme design, implementation, monitoring, and learning.
  • Analyse information generated through child participation and feedback mechanisms and promote its use to strengthen programme quality, accountability, and responsiveness.
  • Contribute to consortium-wide accountability to affected populations (AAP) approaches and ensure child participation and community feedback are integrated into programme decision-making.

4. Capacity Strengthening and Technical Support

  • Strengthen the technical capacity of consortium members and implementing partners on gender, inclusion, safeguarding, PSHEA, child participation, and accountability approaches.
  • Develop and adapt guidance, tools, training materials, and practical resources in English and Ukrainian to support implementation of consortium quality standards.
  • Deliver training and ongoing technical support through in-person and remote modalities.
  • Facilitate regular technical exchange, peer learning, and coordination among consortium focal points and programme teams, including through the Technical Programme Committee, in close coordination with the consortium child protection coordinator.
  • Organise and facilitate regular coordination meetings with consortium partners, the Coordination Unit, and relevant technical specialists to ensure alignment, collaboration, and problem-solving.
  • Maintain close collaboration with the Child Protection Coordinator, MEAL Coordinator, and other members of the Coordination Unit to ensure coherent technical support across the programme.
  • Provide responsive technical assistance to consortium members and implementing partners on emerging technical issues, implementation challenges, and donor requirements.

5. Monitoring, Learning and Quality Assurance

  • Support consortium members and implementing partners to monitor the implementation and effectiveness of gender equality, inclusion, safeguarding, child participation, and accountability commitments in close collaboration with the MEAL Coordinator.
  • Contribute to the development and implementation of programme monitoring, evaluation, accountability, and learning (MEAL) processes in close collaboration with the MEAL Coordinator.
  • Facilitate the collection, analysis, and use of data related to safeguarding, participation, inclusion, and community feedback mechanisms.
  • Ensure a consortium-wide learning agenda on child participation, safeguarding, and inclusion is implemented and regularly reviewed.
  • Support the documentation, analysis, and dissemination of lessons learned, good practices, innovations, and evidence generated through programme implementation.
  • Contribute technical inputs to donor reports, learning products, evaluations, assessments, and programme reviews.
  • Support consortium governance bodies and technical committees with evidence, analysis, and recommendations related to safeguarding, participation, gender and inclusion.

The responsibilities outlined above are not exhaustive and may evolve over the course of programme implementation. The post holder may be required to undertake other duties, consistent with the role’s purpose and level of responsibility, as reasonably assigned by the Consortium Coordinator.  

General 

Ensure that Plan International’s global policies for Safeguarding and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Technical Expertise, Skills and Knowledge

 

Education

  • Post-graduate university degree in gender studies, social sciences, international development, human rights, social work, psychology, or other relevant field; or equivalent combination of education and relevant professional experience.

Experience

  • Minimum of five (5) years professional experience in gender equality, inclusion, safeguarding, Prevention of Sexual Harassment, Exploitation and Abuse (PSHEA), child participation, or related protection and accountability fields in humanitarian and/or development contexts.
  • Proven experience integrating gender, inclusion, safeguarding, and participation principles into programme design, implementation, and monitoring processes. 
  • Experience supporting or working with multi-stakeholder consortia, INGOs, local partners, and/or donor-funded programmes. 
  • Experience in developing, implementing, or strengthening safeguarding systems, reporting mechanisms, and safe programming approaches. 
  • Experience delivering capacity strengthening and training to diverse audiences (including remote and in-person modalities). 
  • Experience working in complex and insecure environments; experience in Ukraine or similar contexts is an asset. 
  • Experience applying participatory approaches, including engagement with children, young people, and marginalised groups in programme processes. 
  • Experience collaborating with humanitarian coordination structures or inter-agency platforms is an advantage.
  • Demonstrable experience leading or contributing to safeguarding and SHEA investigations involving children, young people, or vulnerable adults. Possession of a CHS IQTS tier 2 or 3 certification would be advantageous.

Technical Knowledge

  • Basic understanding of other programmatic areas such as: Child Protection in emergencies as well as Mental Health and Psychosocial Support (both in emergency and rehabilitation/development settings).
  • Strong competencies in monitoring and evaluation of safeguarding and PSHEA mechanisms.
  • Strong understanding of gender equality, disability inclusion, diversity, and intersectionality in humanitarian and development programming. 
  • Good knowledge of safeguarding, Prevention of Sexual Harassment, Exploitation and Abuse (PSHEA), and safe programming principles. 
  • Strong understanding of Accountability to Affected Populations (AAP) and community feedback and complaints mechanisms. 
  • Familiarity with the Core Humanitarian Standard (CHS) and relevant inter-agency frameworks and guidelines. 
  • Understanding of child participation principles and ethical, safe, and inclusive participation approaches. 
  • Knowledge of humanitarian principles and protection-sensitive programming approaches. 
  • Understanding of risk management approaches related to safeguarding, inclusion, and protection risks in programme delivery. 
  • Familiarity with donor requirements (e.g., GFFO, BMZ or similar institutional donors) is an advantage.

  • Strong facilitation and training skills, with ability to deliver engaging capacity strengthening sessions both remotely and in-person to diverse stakeholders. 
  • Strong interpersonal and communication skills, with ability to influence, negotiate, and build trust across diverse actors and cultures. 
  • Strong analytical skills, including ability to interpret qualitative information, feedback data, and programmatic trends. 
  • Ability to translate technical standards into practical tools, guidance, and implementation support for non-specialist audiences. 
  • Strong organisational skills, with ability to prioritise, manage competing demands, and work in fast-paced environments. 
  • Demonstrated ability to work collaboratively across multiple organisations and coordination structures. 
  • Strong report writing and documentation skills, including contribution to donor reports and learning products. 
  • High level of cultural sensitivity, empathy, and ability to work with vulnerable populations in ethical and respectful ways. 
  • Strong digital literacy, including use of MS Office and remote collaboration/training tools.

Languages

  • Fluency in Ukrainian and English is essential (and eliminatory).
