SUMMARY
The Swiss Agency for Development and Cooperation (SDC) mandated the Swiss Tropical and Public Health Institute (Swiss TPH) to implement the Main Phase of the Ukrainian-Swiss Medical Education Development Project in Ukraine.
Ukraine is deploying ambitious reforms in health care and education. This desire for change is supported by several external donors including SDC. This second phase of the project focuses on Medical Education Development for the primary health care sector and the cadres of PHC workers.
In line with the ‘2030 Health Care System Development Strategy’, elaborated by the MoH and the Cabinet of Ministers of Ukraine, and embedded into the SDC Cooperation Strategy 2020 to 2023 for Ukraine, the overall goal of the Medical Education Development Project (MED) is:
Quality of healthcare services, especially on the primary care level are improved due to better medical and managerial education. As a result, primary healthcare providers are more competent, motivated for professional development and for the provision of patient-focused and safe healthcare services.
Expected outcomes are: Outcome 1: Capacities and capabilities of higher education institutions (training family doctors, family nurses, and managers) are improved and assure student-oriented education of higher quality. Outcome 2: PHC personnel have improved competencies and enhanced teamwork capabilities and thus users have more trust and satisfaction. Outcome 3: An enabling policy development and work environment for enhanced medical education and HRH is established. Educators, practitioners, and policy-makersform a learning community adopt good international practices.
In general, Phase 2 (project follow up phase) builds on the foundations that had been laid in Phase 1 (Dec 2018 to June 2023).

DUTIES
Position Overview:
Considering MED project’s dedicated, high-quality approach, we are seeking a dedicated and dynamic professional to fill a role of Financial Assistant (Cash Operations) of the MED project
The assistant will be responsible for handling project-related cash transactions, ensuring meticulous financial documentation according to Donor requirements, and maintaining strict compliance with Swiss TPH policies and local regulations. The consultant will follow the rules and instructions described in the “Office Manual of PIU”, maintain professional working relations with PIU personnel, Swiss TPH, SDC, and Project partners, and adhere to high ethical standards.
This role is ideal for experienced finance, administration, or accounting professionals, or individuals looking to advance their career.
Key Responsibilities:
- Support with petty cash payments:
- Conducting cash transactions in accordance with project activities (including proper preparation of documents for reimbursement of expenses to participants, per diems, small purchases, etc.), in compliance with the requirements of the Donor/Swiss TPH policy and Ukrainian legislation;
- Verifying the correctness of checks, receipts, acts, and other documents confirming payment;
- Keeping records of these transactions and storing supporting documents;
- Regular reporting on the use of funds (preparing financial reports and registers in internal project formats);
- Effective communication with the financial team regarding reporting and document preparation.
- Other tasks on the request of Financial officer/Project manager.
Expected output:
- Assure the regular following of all financial procedures (checkout operations) in compliance with the requirements of the Donor/Swiss TPH policy and Ukrainian legislation.
- Assure regular support with PIU petty cash related documents preparing/recording.
QUALIFICATIONS
- Previous experience as administrative officer/financial officer assistant of the international projects) is invited
- Higher degree
- Minimum 2 years of proven work experience in international projects
- Excellent organization skills and attention to detail
- Effective communication and interpersonal skills
- Good planning skills and ability to prioritize
- Teamwork, problem-solving, negotiations, adaptability
- Native Ukrainian required; English writing and spoken proficiency required (at the level of Bl or higher).
