PMCG Ukraine

PMCG Ukraine was established in 2020 as an independent organization dedicated to delivering progress, supporting Ukraine to advance in economic development, democracy and good governance through policy, structural and administrative reforms oriented towards the following: central and local governance, policy elaboration and institutional capacity development, business environment, doing business and socio economic reforms.

The organization, a member PMCG network, has a partnership with international companies working in the regions of Eastern Europe, the Caucasus, Central Asia, the Middle East and Africa, and with bilateral and multilateral development institutions, such as: USAID, European Commission, World Bank, UNDP, ADB, JICA and others.

Position Summary

PMCG Ukraine seeks a qualified Assets Management Senior expert for a Technical Assistance project. This is a long term position.

Responsibilities:

• Support efforts to identify gaps and challenges in the management of territorial community land and asset resources
• Build the capacity of relevant subnational government staff and local government associations in land and asset management, strategic planning, and spatial planning. This could include process reengineering, digitalization, streamlining of processes
• Formation of data base of land plots and community boundaries in the Hromadas
• Coordinate with relevant staff on linking land management with economic development initiatives, service delivery.
• Assist with digitization of asset management processes and procedures
• Review and provide analysis on relevant (national and subnational) legislation
• Assist in developing grant concepts, scope of activities, procurement activities, identification of possible vendors/experts/associations, RFA , input on TEC as needed, and oversight of grantees

Anticipated Outputs

• Land and asset management methodology
• Training content for subnational and local government on land management and spatial planning
• Trainings on land management and spatial planning
• Developed procurements applications for spatial planning
• Review of land registry processes in partner Hromadas
• Recommended land registry revised processes
• Completed strategic plans for partner communities
• Mechanisms for managing partner Hromadas’ assets
• Others as requested by COP or DCOP.

Qualifications requirements for expert

• Master’s in law, geodesy and land management, economy or a similar relevant field. MA may be substituted by a BA and at least 7 years of experience in supporting land management, or communal property management.
• Thorough understanding of the legislative and regulatory environment for effective management of land, agriculture, tourism, water and forest resources
• At least 10 years of progressively responsible experience in asset/land management or with management of territorial community resources: experience in strategic planning will be an asset.
• At least 5 years of progressively responsible experience in supporting land management
• Knowledge and experience in spatial and urban planning, strategic planning, instrument of regulatory and monetary evaluation of land (will be an asset).
• Ability to use geographic information system, other on-line resources on land.
• Experience working with or in economic/investment/land departments on subnational/ local self-government bodies will be an asset.
• Experience working with USAID or other international donor-funded programs.
• Experience preparing well-researched analytical reports.
