The Program Summary

Since the full-scale invasion, Mercy Corps has delivered life-saving humanitarian assistance while strengthening the capacity and leadership of Ukrainian civil society. Through the humanitarian program Mercy Corps and 15 partner organizations reached conflict-affected individuals, combining multi-purpose cash assistance (MPCA), in-kind distributions, winterization, psychosocial support, evacuation, and temporary shelter. The humanitarian portfolio is characterized by a strong emphasis on localization, coupled with tailored capacity-building in accountability, rapid response, and program management – enabling partners to lead key functions such as MPCA delivery and rapid in-kind response.

Building on this humanitarian foundation, Mercy Corps’ Resilience Portfolio addresses the protracted economic and social impacts of the war, through programs dedicated to foster inclusive recovery through business restoration grants, vocational training, agricultural revitalization, and psychosocial support. Complementary water and energy initiatives promote sustainable infrastructure and green transition.

Together, Mercy Corps’ humanitarian and resilience programs create a continuum from emergency relief to long-term recovery – anchored in localization, protection, and gender-responsive, market-based approaches that strengthen both communities and local systems.

The Position

The Social Inclusion and Protection Mainstreaming Coordinator will work closely with program teams and partners across Ukraine to support the development and implementation GESI responsive programming (as a minimum standard), GESI transformative programming (where possible), while ensuring the mainstreaming of Protection principles across Mercy Corps Ukraine responses in accordance with Mercy Corps strategy, vision and commitments. This role ensures that Mercy Corps and partner programs receive clear guidance on integrating and operationalizing GESI and Protection throughout their activities.

The position also involves providing technical assistance and support to program initiatives to guarantee high-quality programming that advances GESI standards and Protection principles for the most vulnerable and excluded groups, including those affected by gender, age, disability, and displacement status.

The Social Inclusion and Protection Mainstreaming Coordinator will be based in Kyiv or Dnipro and reporting to the Program Quality, Evidence, and Learning (PQEL) Director. The coordinator will line-manage a Gender Officer and a Protection Officer.

Key responsibilities may include team management and coordination; GESI integration and Protection mainstreaming; strategy and planning; monitoring, evaluation, learning, and reporting; and capacity strengthening of MC staff, partners, and other stakeholders on GESI technical and Protection mainstreaming support during the new business development stage. The position holder will represent MC Ukraine in all GESI and protection coordination meetings and disseminate the relevant information to the leadership and other teams. The successful candidate will be expected to develop expertise to lead to specific aspects of these responsibilities. Additionally, the role includes co-facilitating knowledge-sharing and behavior-change activities, such as workshops and trainings for partner organizations and Mercy Corps teams.

Essential Responsibilities

Team management & Coordination:

  • Line manage and provide technical supervision to the Gender Officer and Protection Officer, ensuring coherent work planning, regular feedback, and professional development.
  • Monitor the implementation of Social Inclusion team workplans and the separate GESI Action Plans for each project, ensuring clear milestones, deliverables, and effective coordination mechanisms across the Mercy Corps Ukraine portfolio.
  • Facilitate planning, monitoring, and quality reporting of all integrated and mainstreamed GESI and protection activities in accordance with MC program management minimum standards.
  • Coordinate closely with the PQEL Director, MEL Unit, Community Accountability and Reporting Mechanism (CARM) Unit, Safeguarding Unit, and Program Teams to ensure alignment between GESI, Protection, and program quality standards.
  • Promote collaboration between different teams to deliver joint activities, share lessons learned, and harmonize approaches to safe and inclusive programming.
  • Oversee technical support provided to implementing partners and ensure consistency in guidance and reporting across an overall portfolio.
  • Ensure alignment with global Mercy Corps strategies and donor requirements (FCDO, SDC, etc.) on gender, inclusion, and protection standards.

Gesi Integration & Protection Mainstreaming:

  • Ensure adherence to MC Global and Regional best practice in all project design and implementation (GESI Toolkit, GESI Minimum Standards, protection principles, etc.).
  • Lead the integration of GESI Minimum Standards and Protection Principles across all program cycles – assessment, design, implementation, monitoring, and evaluation.
  • Provide technical guidance to program and partner teams to ensure inclusive, equitable, and conflict-sensitive interventions addressing the specific needs of women, men, boys, girls, and most excluded groups (including Roma, LGBTQI+, persons with disabilities, and older people).
  • Oversee GESI and Protection assessments and reviews, ensuring evidence-based recommendations inform program design and partner adaptation.
  • Support the development of GESI and Protection mainstreaming and action plans across programs.
  • Support with the drafting, reviewing, and overseeing protection risk analysis and GESI Analysis studies and assessments.

Coordinate with Gender and Protection officers to:

  • Develop and apply practical tools such as GESI and Protection checklists, and Protection Risk Assessment Plans, upon need.
  • Review project proposals, Partners’ scopes of work, MEL frameworks, and learning agendas to ensure that gender, inclusion, and protection dimensions are embedded and measurable.
  • Integrate findings from GESI and Rapid needs assessment analyses into program design and learning processes, linking them to broader organizational priorities.

Strategy & Planning

  • Contribute to Mercy Corps Ukraine’s country strategy by embedding GESI and Protection priorities across the overall portfolio.
  • Lead annual GESI & Protection work planning to ensure alignment with program cycles, PQEL objectives, and donor strategies.
  • Provide technical inputs during program design and proposal development to ensure gender, protection, and inclusion are fully integrated from inception.
  • Coordinate with regional and global technical advisors to contextualize Mercy Corps’ global GESI standards, Protection principles, and relevant tools for Ukraine.
  • Consolidate and analyze GESI and Protection indicators, lessons, and findings to inform adaptive management and strategic decision-making.
  • Maintain an updated repository of assessments, guidance, and learning products to support planning and capacity strengthening.
  • Support the PQEL Director in articulating gender, inclusion, and protection achievements and evidence in strategic and donor reporting.
  • Support the development of budgets for gender equality, social inclusion, protection interventions, and activities.

Monitoring, Evaluation and Learning and Reporting:

  • Coordinate with the MEL Unit to ensure that GESI and Protection indicators are effectively integrated into monitoring systems and data collection tools.
  • Support the design and analysis of sex, age, disability, and diversity disaggregated data (SADDD) to identify trends and inform adaptive programming.
  • Conduct joint field monitoring visits with MEL and program teams, to identify protection, gender equality and social inclusion needs ensuring quality assurance and follow-up on GESI and Protection action points.
  • Coordinate with Gender and Protection officers to contribute to regular reflection/review meetings and capture learning and adapt approaches as required.
  • Consolidate lessons learned and develop case studies that showcase best practices in gender-responsive programming and protection mainstreaming
  • Review partners’ monthly and periodic reports, as well as internal documentation, to verify compliance with gender equality, protection, and inclusion.
  • Contribute to donor reports, strategic reviews, and evaluations with high-quality technical inputs.

Capacity Strengthening & Technical Support:

Coordinate with Gender and Protection officers to:

  • Design and implement capacity-building plans for Mercy Corps staff and partners on gender equality, social inclusion, protection mainstreaming, and Do No Harm principles.
  • Develop and adapt training materials and methodologies contextualized to Ukraine’s humanitarian and resilience settings.
  • Lead or co-facilitate workshops and learning sessions, including Inclusion Week, Protection Forums, and onboarding of new staff.
  • Strengthen institutional capacity through coaching, joint field visits, and targeted technical assistance.
  • Promote peer learning and exchange between partners implementing inclusive and protection-sensitive practices.

Coordination, Representation and external engagement:

  • Maintain strategic relationships with government bodies, UN agencies, and CSOs working on gender equality, protection, and inclusion.
  • Represent the Mercy Corps in national and regional coordination forums, relevant to GESI and Protection.
  • Facilitate information exchange and ensure Mercy Corps’ approaches reflect inter-agency standards and innovations.
  • Coordinate with other technical leads (Humanitarian, Livelihoods, Cash, Agriculture) to embed inclusion and protection across sectoral strategies.
  • Support joint campaigns and initiatives promoting equality, safety, and participation, and develop a plan to integrate them into Mercy Corps Ukraine programming.
 Safeguarding responsibilities 
  • Actively learn about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
  • Practice the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
  • Encourage openness and communication in their team; encourage team members to submit reports if they have any concerns using reporting mechanisms, e.g., Integrity Hotline and other options.
Supervisory Responsibility

The Social Inclusion and Protection Mainstreaming Coordinator is responsible for line management and technical supervision of the Gender and Protection officers.

Accountability

Reports Directly To: PQEL Director

Works Directly With: Mercy Corps Ukraine programs, PQEL Department (MEL, CARM), Safeguarding Unit, regional Social Integration and Development Advisor, Senior Protection Advisor.

Accountability to Participants and Stakeholders

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.

Minimum Qualification & Transferable Skills
  • Master’s degree in law, program management, gender studies, social sciences, human rights, protection, international development, or related field; or equivalent combination of education and experience.
  • Minimum 5 years of progressive experience in GESI, and/or Protection within humanitarian or development settings, including at least 2 years in a coordination, management or technical advisory role.
  • Demonstrated ability to integrate gender and protection mainstreaming across program cycles, conduct assessments, and apply GESI/Protection frameworks.
  • Proven experience in capacity strengthening, including design and facilitation of training for staff and partners on gender, inclusion, and protection.
  • Strong understanding of localization approaches, accountability, PSEAH, and Do No Harm principles, and their practical application in programming. Knowledge of Sphere standards and other training in humanitarian response preferred.
  • Familiarity with MEL systems, including collection and analysis of sex-, age-, and disability-disaggregated data (SADDD), and use of qualitative tools for inclusion monitoring.
  • Excellent English and Ukrainian (written and spoken) required.
  • Willingness and ability to travel up to 50% time to other Mercy Corps offices and field locations preferred.

Success Factors

The successful Social Inclusion Coordinator will demonstrate a combination of technical expertise, strategic thinking, and strong interpersonal skills. The Social Inclusion and Protection Mainstreaming Coordinator will be a collaborative leader who can guide and motivate multi-disciplinary teams while maintaining a focus on inclusion, protection, and program quality.

The Social Inclusion and Protection Mainstreaming Coordinator will:

  • Maintain composure under pressure, balancing multiple priorities while ensuring timely delivery of high-quality outputs.

Living Conditions / Environmental Conditions

The position is based in Kyiv or Dnipro and it may require up to 50% travel to support country programs, which may include travel to insecure locations where freedom of movement is limited and areas where amenities are limited.  Accommodation for business trips will be in individual housing. Staff will also have access to quality medical services, and overall living conditions will be of a high standard. During the field trips living conditions will be adjusted to the field conditions.
