Team Leader Contracts and Procurement (full time, Kyiv)
(internal SAP code: Head of Procurement and Contracting)
In the last few years, Ukraine has developed and adopted various laws in favour of an ambitious decentralisation reform, which was meant to reshape the relations between the national, regional and local levels and build institutional capacity. Given the important new tasks, responsibilities and financial resources that local self-governments were given, the implementation of the reform required to be accompanied by expert advice, trainings and diverse support measures. U-LEAD (Ukraine-Local Empowerment, Accountability and Development) with Europe was launched to become a special measure conducted as a multi-donor action by the EU and its member states Germany, Estonia, Sweden, Denmark, Poland and Slovenia to support the Ukrainian government in the implementation of the decentralisation reform.
Since the full-scale invasion of Ukraine, U-LEAD with Europe has been focusing its major activities on supporting Ukrainian municipalities during the war, developing special expertise needed to cope with war-related challenges, and contributing to the process of future recovery and reconstruction.
U-LEAD with Europe recently joined the Good Multilevel Governance (MLG) Cluster of projects of GIZ Ukraine. The Cluster has its own Cluster Management Unit (CMU) with Teams for Finance and Accounting, Contracts and Procurement, and IT and Office Management. We are looking for a manager to lead the team of contract & procurement specialists within the CMU.
Tasks and responsibilities:
- Leading the Contracts & Procurement Team (currently 9 team members) according to GIZ’ principles of Cooperation and Leadership.
- Ensuring commercial quality and compliance of the team’s work with Ukrainian legislation and GIZ’s Processes and Rules (P+R).
- Ensuring compliant document flow (contracts, proposals, agreements, etc.), and proper filing of all documents related to contracting and procurement process according to GIZ P+R.
- Advising the Head of the Cluster Management Unit on issues relating to the area of C&P
- Further developing themes and instruments in their working area, and incorporating these into the overall context (e.g. Monitoring Master File, Grant/Subsidy and Local Subsidy Agreements; Contracts Tracker).
- Preparing and concluding all kind of contracts: international and national Experts and Consulting contracts, procurement of goods, and Financing Contracts: Grants, Local Subsidies and Subsidies; in compliance with GIZ’ P+R, using GIZ SAP-based procurement software CoSoft and ProSoft.
- Providing internal and external networking between different units, and consulting.
- Training and consulting GIZ staff regarding contracting and procurement rules and procedures.
- Consulting external clients regarding the GIZ Contract and Procurement rules and procedures.
- Performing other duties and tasks at the request of management.
Required qualifications, competences and experience:
- Diploma or Master’s degree in management, economics, law, or similar area.
- Ten years professional experience in the field of Contracts & Procurement or similar area of Finance and Administration; first management experience desired.
- Excellent knowledge of contract and procurement standards and procedures; working experience in GIZ administration is preferred.
- Excellent working knowledge of ITC technologies (Microsoft 365 platform), and SAP, working knowledge GIZ’ procurement software CoSoft and ProSoft is an asset.
- Native in Ukrainian; excellent command of English Language; basic knowledge of German Language is an asset.
- Strong organisational and planning skills; accuracy and attention to detail.
- Strong analytical skills; systematic work approach.

- Team player with excellent intercultural competences.

Employment conditions
Full-time position with 40-hours working week. The contract duration is until the end of October 2024. Extension is possible based on the development of the Cluster portfolio.
