Chemonics International Inc., an international development consulting firm, seeks a Senior Program Development Officer to ensure smooth and compliance financial project operations for the USAID-funded project supporting Ukraine. This is a remote work position likely to be based in either Ukraine or Poland.

Duties and Responsibilities:

Principal Duties and Responsibilities  

  • The Senior Program Development Officer is the primary party responsible for the development of grant activities, working in coordination with many other team members.  
  • Identify potential assistance recipients and work with them to design and develop grant concepts and activities, through networking and outreach, under the overall direction of the OTI country representative and deputy country representative and under the supervision of the COP, DCOP-P, and/or Regional Program Manager or SPDM.  
  • Proactively develop grant activities focused on national unity and positive change which have a high likelihood of achieving impact and respond to the current social and political situation in Ukraine and the project objectives. Grants might focus on topics like civic engagement, cultural events, community development, tolerance, and inclusion, or many others. 
  • Prepare, present, analyze, and evaluate grant concepts, applications, and grant agreement/award documents to ensure consistency with program priorities, goals, and objectives.  
  • Work, on an ongoing basis, in a fast-paced and highly variable environment, monitoring the changing socio-political climate to provide on-going strategic analysis and advice to UCBI III. 
  • Provide technical assistance to grantees, subcontractors, and potential partners as required, during the activity preparation stage and in the implementation phase in coordination with other staff.  
  • Coordinate and liaise with the Grants Managers and Procurement Managers to ensure effective grant and subcontract implementation, compliance, and procurement requirements.  
  • Use the OTI Activity Database for tracking and detailing activities, and liaise with grants management, procurement and finance staff, and under the direction of the COP, DCOP-P, and Regional Program Manager, ensure that grant implementation, compliance, and procurement requirements are adhered to.  
  • Evaluate activities’ progress, and coordinate with assistance recipients and other staff to prepare, review, and approve monitoring and evaluation data and final reports. 
  • Analyze Ukraine’s rapidly changing environment on an ongoing basis, and contribute to rolling assessments, under the overall direction of the OTI country representative and deputy country representative.  
  • As needs dictate, the DCOP-P, RPM or SPDM may assign ad hoc special tasks and duties to the SPDO to ensure the overall efficient development of program activities. 

 Qualifications:  

  • Bachelor’s degree required, advanced degree preferred.  
  • At least five (5) years of demonstrated experience in project design, development, and management of relevant donor-funded projects that promote national unity and positive change in areas like civic engagement, cultural events, community development, tolerance, and inclusion, or many others.  
  • Strong organizational, management, and administrative skills, preferably with respect to report writing and monitoring, and evaluation.  
  • Demonstrated analytical ability and understanding of local, regional, and national political context, with the ability to think creatively in conceptualizing relevant grant activities.  
  • Proven knowledge of local and international NGOs and community-based organizations implementing relevant activities and programs in-country, as well as key governmental actors and stakeholders, with an up-to-date understanding and knowledge of the political environment and social conditions in the country.
  • Experience working with local organizations to implement community participation and consensus-type activities preferred.
  • Experience with USAID-funded projects preferred. 
  • Fluent Ukrainian and English required; proficiency in Ukrainian and/or Russian is strongly preferred.
