Ukraine’s Cohesion and Regional Development Project, UCORD is looking for a Consultant on the development of regulatory framework (Waste Management)

Duration: June 15, 2026 – November 30, 2026
Number of Working Days: 100 (number of working days for the entire task, will be distributed between experts, considering workload)

Background

Swiss-Ukrainian project «Ukraine’s Cohesion & Regional Development», UCORD, is implemented via the Swiss Agency for Development and Cooperation by NIRAS Sweden AB.

UCORD aims for citizens, businesses, and public authorities to contribute and equally benefit from recovery actions and coherent regional development that fosters improved quality of life, resilience, peace, and social cohesion in Ukraine. The project currently supports six pilot oblasts of Ukraine: Khmelnytska, Sumska, Ternopilska, Vinnytska, Odesa and Volyn oblasts as the starting points, targeting capacity development and awareness-raising initiatives spread throughout the country. UCORD consists of three components:
Component 1 embeds regional policy development in Ukraine by supporting and strengthening Regional Development Agencies (RDAs) in pilot oblasts.
Component 2 seeks to improve public service delivery in the WASAW (water supply, sanitation, and waste management) sector, focusing on the environment.
Component 3 aims to construct social cohesion through culture, dialogue, and creative industries. 

Task context and main responsibilities

Within Component 2, UCORD provides advisory and expert support on improving national and regional policies for the rehabilitation of the water supply, sanitation and waste management (WASAW) sector and the provision of related services. This support involves active cooperation with regional military administrations and local communities to align the responsibilities and interests of the national, regional and local levels.  The improvement of the WASAW sector’s management is crucial to ensuring that high-quality and reliable clean water, sanitation and waste management become the norm for every resident in all regions.

To ensure the effective implementation of policies, UCORD cooperates with the Ministry for Communities and Territories Development of Ukraine and the Ministry of Economy, Environment and Agriculture of Ukraine in the development of relevant laws and secondary legislation, building upon the practical experience of partnerships implementing the flagship WASAW projects in the UCORD pilot oblasts.

The primary objective of this assignment is to provide expert and advisory support for the drafting of the Resolution of the Cabinet of Ministers of Ukraine “On Amendments to the Resolution of the Cabinet of Ministers of Ukraine No. 827 of 8 August 2023”.

In particular, the assignment the following:

  • to expand the list of waste streams for which end-of-waste status may be declared;
  • to develop end-of-waste criteria for specific waste streams, including paper, cardboard, plastic, textile waste and end-of-life tyres; and
  • to prepare a draft of the respective Resolution in line with the applicable requirements of EU waste management directives and regulations.

To accomplish this task, UCORD plans to engage a group of experts to jointly develop relevant documents in accordance with agreed work plans and workload.

One of the experts will be responsible for consolidating the work of the expert group and preparing the final versions of the relevant documents.

Experts will work in cooperation with the UCORD Component 2 team and the Ministry of Economy, Environment and Agriculture of Ukraine

Scope of work/list of services/cost

This task aims to provide the following advisory and expert support:

1 Analysis of the existing data, identification of the list of waste types for which end-of-waste status may be declared (paper and/or cardboard and/or plastic and/or textiles and/or end-of-life tyres), development of a work plan and procedure for ending the waste status of the selected types of waste.

2 Analysis of EU legislation governing end-of-waste status for waste determined in clause 3.2 of this Terms of reference.

3 Analysis and identification of priority waste streams of waste determined in clause 3.2 of this Terms of reference with high potential for reuse and recovery, as well as assessment of the potential adverse impacts of new secondary raw materials on the environment and human health.

4 Preparation of amendments and additions to the existing list of waste types for which end-of-waste status may be declared, in accordance with the National Waste List.

5 Development of end-of-waste criteria for waste determined in clause 3.2 of this Terms of reference. For each waste stream, the following shall be clearly defined: input waste for recovery operations; permitted recovery processes and technologies; and quality requirements for materials resulting from recovery operations.

6 Preparation of amendments and additions to the quality management system requirements (paragraphs 13-19 of the Procedure for declaring the end-of-waste status).

7 Provision of advisory support with regard to the consideration and/or rejection of comments and proposals received in relation to the draft Resolution on amendments thereto.

Expected results

  • Identified the list of waste types for which end-of-waste status may be declared, developed and agreed work plan and workload
  • A draft Resolution on Amendments to the Resolution of the Cabinet of Ministers of Ukraine No. 827 of 8 August 2023 “Certain Issues of Declaring End-of-Waste Status” has been developed with a view to expanding the list of waste streams for which end-of-waste status may be declared and introducing end-of-waste criteria for such waste streams. The package of draft amendments includes the text of the proposed amendments to the Resolution, revised versions of the annexes thereto, as well as the accompanying documents to the draft Resolution, including: an explanatory note; a regulatory impact assessment; a compliance statement regarding Ukraine’s obligations in the field of European integration and conformity with the law of the European Union (EU acquis); a comparative table; and an analysis of the consideration and/or rejection of proposals submitted by the interested authorities and stakeholders in relation to the draft Resolution.
  • Interim and final reports with a description of the tasks completed, identified gaps and recommendations for their elimination.

Qualifications

Education

  • Master’s degree in ecology, environmental protection and sustainable use of natural resources or a related field.

 Experience

  • At least 10 years of experience in waste management in Ukraine;
  • Fluency in Ukrainian;
  • Proven experience in drafting legislation;
  • Experience of cooperation with international organisations and executive authorities.

Knowledge & Skills

  • In-depth knowledge of national regulatory framework in waste management, EU directives and best practices in waste management;
  • Ability to analyze complex information;
