Since 1994, IFES has played a significant role in promoting electoral, administrative, and legal reform in Ukraine. In cooperation with partners in Ukrainian civil society and the Central Election Commission (CEC), IFES is working to foster dialogue on electoral reform, build the capacity of local NGOs, institutionalize best practices in training election officials and ensure more equal representation in the electoral process for disadvantaged populations, especially women, representatives of national minorities and persons with disabilities.

IFES Ukraine is seeking an Expert in the field of legislative regulation of digital transformation to analyze national legislation and international standards/commitments in the sphere of cybersecurity and digitalization in terms of the necessity to update the legislature; assess and describe possible risks of using ICT in some of procedures; develop recommendations and proposals for updating and improving national legislation on use ICT for public services; conduct interviews with the crucial IFES Ukraine partners to discuss the necessary updates (CEC, Ministry of Digital Transformation, NSDC, NCCC, Committees of Verkhovna Rada, SSSCIP, SSU, Cyber Police, others).

MAIN DUTIES AND RESPONSIBILITIES:

  • Spearhead research in the context of the necessity to update the legislature in the

sphere of digital transformation, e-services, and processes organized/provided by state bodies;

  • Synthesize organizational and legal expertise of the tools, mechanisms, and processes being developed in the context of cybersecurity and digital transformation,
  • Lead the activities on systematization best practices on legal knowledge of concepts, terms of references, and other documents in the field of digitalization and digital transformation under the partner’s requests that demand legislative changes, both substantive and/or procedural;
  • Assess legislation on use of ICT tools for public services, provide legal opinions on implementation of international and EU cybersecurity and digitalization standards, in particular the protection of information assets, personal data, etc.;
  • Describe possible risks of using ICT in public services and/or public authorities procedures and preparing relevant recommendations;
  • Coordinate the development of innovative draft laws on the use and implementation of ICT technologies and any other issues, depending on the request received from the IFES partners;
  • Navigate and conduct interviews with the crucial IFES Ukraine partners to discuss the necessary updates (CEC, Ministry of Digital Transformation, NSDC, NCCC, Committees of Verkhovna Rada, SSSCIP, SSU, Cyber Police, others);
  • Drive the organization of trainings for electoral and cybersecurity stakeholders on cybersecurity, elections digital transformation, and other designated by IFES cybersecurity and election-related topics.

EDUCATION and QUALIFICATIONS

  • Bachelor’s degree is required in law, international law, public administration, data management, personal data protection, computer science, or cybersecurity. Master’s or PhD in a relevant field is strongly preferred.
  • Minimum 13 years of professional experience in working with Ukrainian legislation in privacy, data protection, and cybersecurity, designing and advising on digital policies and legal aspects;
  • Exceptional experience of work with drafting legislative acts on cybersecurity, digitalization, e-services or ICT tools development; experience of implementing projects with international organizations would be an asset;
  • Excellent knowledge and expertise in EU acquis on cybersecurity and digitalization, data protection, ICT technologies.

LANGUAGE SKILLS: Fluency in English and Ukrainian languages is required. 

TRAVELTravel may be required.
