Job Title: Driver/Security Officer
Project Name: Recovery for All (RFA)
Location of Position: Based in Kyiv, with regular travel to/from Warsaw, across Ukraine, including Dnipro, Kharkiv, and Mykolaiv regions
Reporting to: RFA Program Director
Remuneration: Fees are subject to negotiation and shall not exceed established market rates. Compensation for usage of vehicle.
Indicative LOE/Time Frame: Full-time, irregular hours at times

The duration of the contract is till the end of 2025 with the possibility of extension (subject to approval and implemented deliverables during previous deployment).

For contracting (after the job offer is made), the selected candidate is expected to be registered as a Private Entrepreneur of the 3rd group (consultancy services).

Citizenship: Ukraine
Language Requirements: Excellent knowledge of Ukrainian, ability to speak and write clearly
Elementary or Intermediate level of written and spoken English

Project Description:
Recovery for All (RFA) is a seven-year (2025–2031) technical assistance project, funded by Global Affairs Canada and implemented by Alinea International.

RFA will support 50 war-affected communities take on the massive task of managing the damage that has been inflicted by Russia’s war against Ukraine. The aim of our work with communities is to help them build back better, not only in terms of reconstruction, but also socially and economically, so that people that have stayed in the communities not only survive this war but can thrive. Each community has its own needs and priorities, so we will work with them to plan a recovery that meets those needs, build the capacity to attract financing and implement recovery initiatives, that serve the long-term development of communities to develop and to foster a better future for residents.

At the national level, RFA works with the Ukrainian government on recovery planning and coordination, ensuring different ministries and agencies collaborate effectively and together, that these efforts support Ukraine’s path toward EU integration. RFA supports tracking and reporting on the Ukraine Plan through digital systems we have developed, allowing Ukraine to report efficiently, accurately and transparently to the EU, on its progress required for release of financial tranches under the EU Facility.

About the Work:
This role supports RFA project’s operations in Ukraine by ensuring the safe transportation of key personnel and contributing to the project’s overall safety and readiness in a dynamic and often unpredictable security environment. The work involves cross-border and in-country travel, logistical coordination, and active participation in security preparedness and emergency response efforts.

The Role:
We are seeking a highly skilled Driver/Security Officer to ensure reliable and secure transport for the RFA Program Director and team, while also supporting the implementation of safety measures across operational locations. This includes route monitoring, vehicle readiness, field support in high-risk areas, and managing security-related procurement and training coordination. The position requires a highly dependable individual who can adapt quickly, assess risk, and take decisive action under pressure.

Key Responsibilities:
As a Driver:
● Drive between Warsaw and Kyiv as needed.
● Ensure punctual and safe transport for RFA personnel to field locations, including municipalities near conflict zones (not the frontline).
● Maintain vehicle roadworthiness, cleanliness, and readiness for long-distance and emergency travel.
● Keep a logbook of mileage, fuel consumption, and travel records.
● Implement the RFA Team’s evacuation plan in coordination with security protocols.
● Conduct pre-departure checks (e.g., tires, lights, brakes, fuel, emergency kits etc.).
● Monitor road and checkpoint conditions and propose alternate safe routes when needed.
● Maintain compliance with curfews, movement restrictions, and military road use protocols.

As a Security Officer:
● Provide timely first aid during trips, if necessary, in accordance with emergency procedures.
● Procure and maintain IFAKs (Individual First Aid Kits) and other relevant safety equipment.
● Conduct security assessments of new travel routes and field locations in collaboration with Project’s Security Advisor.
● Regularly update, test and implement security protocols in collaboration with Project’s Security Advisor, including travel safety guidelines, emergency contact procedures, and incident response workflows.
● Support the execution of evacuation protocols, ensuring readiness of routes, supplies, and communication lines.
● Support in preparing risk assessments and mitigation plans for planned missions or events in collaboration with Project’s Security Advisor.

Required Qualifications:
Experience and Skills:
● Minimum 3 years of driving experience, preferably in humanitarian, military, or emergency contexts.
● Proven experience in security-related roles or responsibilities.
● Legal ability to travel outside Ukraine under martial law (preferable)
● Ownership of a roadworthy personal vehicle suitable for long-distance travel.
● Familiarity with Ukrainian military and checkpoint procedures.
● Prior experience working in conflict-affected or high-risk areas is strongly preferred.
● Certified in first aid and HEAT; ability to provide emergency medical response.
● Strong navigation, planning, and problem-solving skills.
● Excellent communication and situational awareness.
● Basic vehicle maintenance and troubleshooting skills.
● Fluency in Ukrainian required; working knowledge of English is an asset.
● Ability to work independently, remain calm under pressure, and exercise sound judgment.
