UNDP Ukraine provides support to the Government of Ukraine on strengthening the medical procurement system of Ukraine and advancing the implementation of the on-going health reform and ensure through the provision of high-quality, accessible, and affordable medicines and medical devices to the citizens of Ukraine. UNDP is also supporting the Government of Ukraine and the Ministry of Health to adequately respond to the  COVID-19 pandemic, and recover forward from the emergency better and greener by focusing on crisis coordination and management, supply of personal protection equipment to frontline medical workers, and identification of needs and priorities for emergency interventions. UNDP brings its extensive expertise in establishing the procurement system that corresponds to the highest standards of transparency, accountability, anti-corruption, cost-efficiency, equity and sustainability, including the application of UNDP’s Quality Assurance (QA) Policy (2018) for all health products supplied by UNDP, which is in line with international best practice.

UNDP together with other UN Agencies (UNICEF and WHO) developed a Project aimed at strengthening the national health care procurement system and thereby improving the effectiveness of diagnosis and treatment of the patients of Ukraine. Specifically, in the framework of the project, UNDP (i) procures medicines and medical products for the National Public Health Programmes for 2019 and ongoing years as needed, (ii) strengthens the capacity of the Ministry of Health to ensure transparency, accountability and effectiveness of the public procurement of medicines and other medical products.

Besides the procurement services to the Ministry of Health, the Health and Transparency Programme consists of three major components directly linked to providing procurement services to the Ministry of Health. These are: 1) establishing a transparent, efficient, sustainable and accountable public procurement system in the healthcare sector; 2) strengthening the capacity of the national Coordination Council on HIV/TB and 3) ensuring protection of human rights of key populations affected by HIV and TB.

UNDP invites applications from highly qualified and experienced Ukrainian professionals for the post of Procurement Associate for the Project ”Procurement Support Services to the Ministry of Health of Ukraine” (herein after referred to as Project).

Duties and Responsibilities

Under direct supervision of the Senior Procurement Specialist, the Procurement Associate will undertake the following tasks related to the UNDP Procurement Support Services to the Ministry of Health of Ukraine Project:

  • Conduct market research, preparation of the solicitation documents and evaluation (administrative check, qualification of bidders, technical evaluation of the items proposed, value for money analysis) of the Project’s budget programmes;

  • Prepare Project Procurement Plan based on the Project Work Plan and its timely and regularly update it in accordance with the project activities;

  • Organize procurement processes including preparation and conduct of RFQs, ITBs or RFPs, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulations. Support the procurement process to ensure that it is fair, competitive, transparent, ethical and provides best value for money as well as the procurement action is in accordance with UNDP rules and regulations, procedures and instructions;

  • Implement sourcing strategy;

  • Develope and update the rosters of suppliers, conduct selection and evaluation;

  • Prepare submissions to Contract, Asset and Procurement Committees, facilitate supportive information and document flows;

  • Verify Terms of Reference (TOR)/technical specifications/Statement of Work (SOW) according to UNDP regulations, required evaluation criteria and scoring;

  • Assist Project management in preparation/revision of Project Implementation Plan and Project Procurement Plan;

  • Serve as a secretary of the tender procurement processes of the project including: prepare all procurement documents, distribute and present relevant documentation to the members of the committee; coordinate procurement evaluation committee meetings; prepare procurement evaluation committee reports as well as maintain records of all documentation and reports; prepare documentation for submission to Contract Review Committees;

  • Implement proactive contract management, timely follow-up on the purchase orders fulfilment, communicate with suppliers and resolve issues which may arise along the supply process;

  • Conduct contract management on every stage of supply chain proactively identifying potential critical parts and making suggestions for improvement;

  • Work in a close liaison with the Project Logistics Team to ensure timely verification and receipt of shipping documents, goods receipt, clearance, facilitating quality control and distribution;

  • Liaise as necessary with the stakeholders of procurement processes which may include but not be limited to, international and national suppliers, service providers, external bodies and end users as needed along the procurement and supply process;

  • Prepare purchase orders (POs) and contracts. Implement the internal control system which ensures that POs are duly prepared and dispatched. Ensure timely corrective actions on POs with budget check errors and other problem;

  • Prepare and present reports on procurement;

  • Perform other duties as required by UNDP project management.

Measurable outputs of the work assignment:

  • Full and appropriate use of UNDP Financial Operational Policies and Procedures and UNDP Standard Operating Procedures during implementation of the Project.

Performance Indicators for evaluation of results:

  • Project implementation plan and Project Procurement plan are fully and timely implemented;

  • Relevant outputs of the project annual work plan are fully and timely implemented

  • Required Skills and Experience

    Education

    • Secondary Education with specialized training in procurement.
    • University Degree in Supply Chain, Logistics, Management, Economics, International Relations, Business or Public Administration, Management, Social Sciences or other related field would be desirable but not a requirement.

    Experience

    • 7 years of relevant work experience with Secondary Education or 4 years with Bachelor’s Degree, at the national or international level, with proven track record in managing supply chain, international logistics, public, procurements, contact management, inventory process and control of products quality, or in other related fields;
    • Experience and relevant training in procurement and supply chain management of pharmaceuticals and related health products will be an asset;
    • Experience in procurement support to the Ministry of Health of Ukraine would be considered as advantage;
    • Knowledge of UNDP Procurement Rules and Regulations will be considered an asset;
    • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advanced knowledge of spreadsheet and database packages.

    Professional Certificates

    • Professional certificates in Public Procurement would be considered as an asset, but not required.

    Languages Required

    • Fluency in English, Ukrainian and Russian is required.
