BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

WFP Ukraine office is scaling up food assistance (via in-kind food and cash-based transfers (CBT) to the affected populations in Ukraine within its Limited Emergency Operation (LEO). The scale up plans include providing assistance to additional 2.4 million affected civilians with in-kind food in hard to reach areas and rapid response rations for displaced population across the country, as well as plans of assisting at least additional 500 thousand internally displaced people with CBT leveraging national social protection systems.

In order to meet the operational scale up while ensuring quality and principled response, WFP Ukraine Office is hiring a Programme Associate (PGAAP) who will support WFP’s operation in Ukraine to integrate Protection, Gender and Accountability to Affected Populations (PGAAP) in order to maximize safety, dignity and equality, and minimize social tensions and unintended discrimination or exclusion.

Based in the Country Office, the incumbent will be required to travel regularly to support field offices and WFP’s operations in Ukraine.

ACCOUNTABILITIES/RESPONSIBILITIES:

  1. Under the supervision of Head of PGAAP and with support from the National Protection and Gender Officer in Ukraine Country Office, the incumbent will be responsible for:

  2. Regularly analyzing (through field missions, staff consultation and review of latest data) changes in the operational context which affect the gender issues and protection risks faced by affected people, and their ability to receive information and provide feedback and comments;

  3. Identifying potential adjustments WFP can make to maximize PGAAP outcomes, promote gender equality and transformation, and minimize risks including protection from sexual exploitation and abuse;

  4. Working closely and collaboratively with Programme colleagues and partners to discuss operational and implementation issues, find solutions, make recommendations and/or alert senior management for higher-level intervention and/or decision;

  5. Supporting implementation of gender-transformative programming including for women’s economic empowerment;

  6. Supporting the capacity of staff, partners, contractors and other affiliated entities to implement PGAAP in their work, and raise awareness on PGAAP through marking special days such as International Women’s Day;

  7. Providing support for the integration of gender into new programmes and into emergency preparedness, contingency, resilience and post-emergency needs assessments planning;

  8. Supporting application of the Gender and Age Marker to all programmes, at both the design and evaluation stages;

  9. Supporting effective implementation and dissemination of information and materials about WFP to beneficiaries, and use of interagency information hubs and other mechanisms for AAP taskforce

  10. Representing WFP in interagency working groups (Gender in Humanitarian Action, Food Security Sector, Protection Sector Working Group, Child Protection Sub-Sector, Gender-Based Violence Sub-Sector, CwC, PSEA Network) and liaising with external stakeholders including gender and protection staff of other UN entities, NGOs, community-based organizations and government bodies; including women’s rights organizations and organisations with persons with disabilities (OPDs); 

  11. Documenting/reporting PGAAP activities for ad-hoc/monthly/annual reports; and

  12. Other related tasks as required. 

DELIVERABLES AT THE END OF THE CONTRACT:
- Updated gender analysis and risk matrix relevant to WFP programmes and operations; 

- Conducted field consultations and monitoring of protection risks;

- Supported capacity strengthening initiatiaves for CPs and contractors;

- Updated referral mechanisms; 

- Maintained inter-agency referrals; 

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: 

Advanced university degree in one of the following disciplines: law, international development, gender studies, human rights, political or social sciences, or another related field.  

Experience: 

At least 3 years of postgraduate relevant progressively responsible professional experience in the humanitarian and development sectors, of which at least 2 years have been spent working in development context context with UN agencies and NGOs.

Experience of undertaking capacity building of colleagues or partner organisations and/or delivering trainings.

Knowledge and skills: 

1. In-depth and operational understanding of integrating humanitarian protection, gender equality, women’s empowerment, accountability to affected populations, disability, sexual and gender-based violence, conflict-sensitive programming and humanitarian principles into humanitarian assistance.

2. Strong analytical, writing and communication skills. Sound knowledge and skills in training and facilitation, including adapting materials for the audience. Client orientation with excellent interpersonal and team skills, including mentoring skills. Cross-cultural sensitivity. Knowledge of UN system policies and functions of protection-mandated agencies

Languages: 

Fluency in Ukranian/Russian is an asset.  English (oral and written).
