Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking for a qualified Advisor for the project “ReBuild Green Ukraine with the Energy Efficiency Fund” to fill the position of the
Technical Advisor (Monitoring, Verification & Evaluation)
(full-time, Kyiv with regular travels within Ukraine)

The Technical Advisor is a member of a team of experts implementing the project “ReBuild Green Ukraine with the Energy Efficiency Fund”. The project is jointly funded by the German Federal Government through the International Climate Initiative (IKI) as well as the European Union (EU) and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in cooperation with the Ministry for Development of Communities and Territories (Ministry of Development) of Ukraine. The project aims to contribute to achieving a green reconstruction, energy security, and decarbonization in Ukraine by strengthening the national Energy Efficiency Fund (EEF). The EEF is the key instrument in Ukraine for supporting the modernization and restoration of residential buildings. The project is working to (1) strengthen the human and organisational capacities of the EEF; (2) enhance the visibility and public understanding of energy efficiency and green reconstruction; (3) create an effective support system for homeowners wishing to participate in EEF programs; and (4) support further strategic development of EEF programs.
The Project Advisor is responsible for supporting an upgrade of the EEF`s policies and procedures for monitoring, verification and evaluation of project eligibility and implementation and for coordinating and overseeing the Contractor engaged to perform on-site verification of multi-family houses (MFHs) under the EnergoDim and VidnovyDim programs of the Energy Efficiency Fund (EEF).
The role ensures quality, compliance, and timely execution of on-site verification activities in accordance with the Terms of Reference, EEF program requirements, Ukrainian legislation, and donor standards (EU and Germany), including support to conflict resolution cases between IFC and EEF.
Key responsibilities:
- Coordinate the Contractor’s day-to-day activities related to on-site verification of MFHs, in close coordination with EEF.
- Ensure the Contractor’s full compliance with the Terms of Reference, contractual obligations, and EEF program requirements.
- Monitor timelines for site visits, reporting, and submission of verification results.
- Review and assess the quality, completeness, and accuracy of on-site verification reports, checklists and supporting photo/video documentation.
- Ensure technical compliance of verification results with:
- EEF program requirements (EnergoDim and VidnovyDim);
- applicable Ukrainian laws, regulations, DBNs, and standards;
- donor requirements and international best practices.
- Coordinate revisions and clarifications of reports based on comments from EEF, GIZ, and donors.
- Ensure that all data and calculations are traceable, verifiable, and well-documented.
- Act as a focal point between the Contractor, EEF, GIZ, donors (EU, Germany), IFC, and other relevant stakeholders.
- Facilitate coordination meetings, technical discussions, and consultations.
- Ensure timely communication of risks, issues, and changes affecting on-site verification activities.
- Support and coordinate on-site verification conducted for conflict resolution between IFC and EEF on behalf of donors.
- Ensure objectivity, consistency, and evidence-based conclusions in verification results.
- Oversee preparation of documentation in Ukrainian and, where required, in English.
- Monitor progress against agreed milestones and timelines.
- Provide regular updates and technical inputs to the project team.
- Support proper documentation, filing, and archiving of verification results in line with project procedures.
- Provide professional advisory services to the project team and to a wide range of stakeholders in the areas of energy efficient reconstruction and refurbishment of residential buildings;
- Monitor assignments conducted by external consultants and ensure deliverables are prepared timely and in a high quality;
- Draft Terms of References and supervising accurate implementation of works;
- Participate in identifying needs for EEF and advice, work on policy recommendations and develop a strategic approach;
- Contributing to controlling expenses for project activities in accordance with the prevailing provisions;
- Preparing of appropriate input for various project reports including annual reports.
Required qualifications, professional experience and personal competences:
- University degree in Engineering, Architecture or a related field;
- at least 7 years professional experience in energy efficiency in buildings;
- practical experience working with homeowners associations or similar stakeholders;
- experience working international organizations in the field of energy efficiency;
- excellent communication and coordination skills;
- good knowledge of and existing network in the construction, building materials and related
- professional services sector.
- high proficiency in written and spoken Ukrainian and English. German knowledge should be
- aspired if not yet existent;
- good working knowledge of ITC technologies (related software, email, internet) and computer
- applications (e.g. MS Office);
- basic understanding of technical assistance specifics in a local context in Ukraine;
- keen interest in the field of international cooperation for sustainable development in Ukraine with
- particular focus on climate action and energy efficiency;
- ability to self-responsibly organize and implement assigned work and responsibilities;
- ability to prioritize tasks independently with possible time constraints and workload;
- team player;
- capacity to collect, process and analyze complex data and information;
- has a calm diplomatic manner and can be good-humored even under pressure;
- goal orientation combined with a high level of frustration tolerance;
- willingness to upskill as required by the tasks to be performed;
- ability to make new and useful ideas work, improve performance and satisfaction;
- customer and service-oriented attitude.

Employment conditions:
Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting as of February 2026. The contract duration will be 12 months with the possibility of prolongation.
