Project Summary

The Energy Security Project (ESP) is a seven-year project funded by the United States Agency for International Development (USAID) and the largest USAID project in Ukraine so far. The USAID ESP is implemented by a USAID Contractor, Tetra Tech ES, Inc., a California-based leading provider of services in the areas of water, environment, infrastructure, resource management, energy, and international development.

The USAID ESP mission is to enhance Ukraine’s energy security, improve the energy legal and regulatory environment in the country, and increase the resilience of Ukraine’s energy supply. This will help to support the country’s economic development and sustain its democracy. USAID ESP is working closely with the Government of Ukraine (GOU) to develop competitive energy markets. By doing so, USAID ESP will facilitate private sector-led energy investments to provide affordable, reliable, resilient, and secure energy for all Ukrainians. USAID ESP is currently in the fifth year of implementation and will run through June 2025.

Position Summary

USAID ESP is currently looking for a Reporting Analyst who will support the Economy team in monitoring legislative changes related to the team’s activities, analyzing compliance with the target indicators and tasks set in USAID ESP work plans, contributing to required deliverables for USAID (weekly, quarterly, annual, and other reports) and promotion of the Economy team’s results in cooperation with the Communication Team. This is a long-term full-time position for the period of 1 year with the possibility of extension, based in Kyiv office, with occasional business travel. The Reporting Analyst will report to the Senior Finance Expert.

Main Responsibilities:

• Monitor and provide summaries on legislative changes in the energy sector related to tariff methodologies for DSOs, TSO, USSs, regulatory audit procedure, network development plan requirements, etc.;
• Review and summarize companies’ long-term investment plans of natural monopolies;
• Update energy sector’s tariffs on an annual basis (or upon their review by NEURC, CMU);
• Assist in the preparation of letters to NEURC, MoE, other stakeholders, and control their sending;
• Promoting the Economy team results in cooperation with the Communication Team through preparation/review of newsletters/reports/briefs/events’ notes etc.;
• Control translation of the Economy team’s deliverables, proofreading of the translated documents;
• Analyze and ensure compliance of the Economy team with the USAID target indicators and tasks set in work plans;
• Contribute to required deliverables for USAID, including weekly, quarterly, annual, and other reports;
• Develop and agree work plans (action plan) with key counterparties;
• Other duties as assigned.

Qualifications:

• Bachelor’s or master’s degree in International Relations, Business Administration, Economy, Statistics, or related field;
• Excellent working knowledge of written and spoken English and Ukrainian;
• Advanced user of MS Office (Excel, Word, PowerPoint);
• At least 2-3 years of professional experience in preparation of reports, analytical reviews, briefs, proofreading of documents, systematization of data, and drafting of presentations;
• At least 2-3 years of professional experience in the energy sector;
• Familiarity with energy market legislation (e.g. tariff methodologies, public service obligations, functions of key market players) would be a plus.
