International Consultants (Media transformation & Newsroom Workflows) for Suspilne

Terms of Reference (ToR)
1. Project Background
DW Akademie is Deutsche Welle’s centre for international media development, journalism training and knowledge transfer. Our projects strengthen the human right to freedom of expression and unhindered access to information. DW Akademie empowers people worldwide to make independent decisions based on reliable facts and constructive dialogue.
The BMZ project aims to modernize the newsroom and production workflows of Suspilne (Ukraine’s Public Broadcaster) through the strategic integration of Artificial Intelligence (AI). This initiative will build internal capacity, establish a dedicated AI and Innovation Department, and develop scalable, in-house technical solutions aligned with European public broadcasting standards.
DW Akademie is looking for two experienced International Consultants to guide the strategic design and support the Suspilne team in the creation of the AI-Powered Newsroom Masterplan (a comprehensive blueprint detailing AI-augmented workflows, resources, and equipment).
2. Objective of the Assignment
The Consultants will be responsible for supporting Suspilne in designing, structuring, and drafting the Masterplan for the modernization of the Suspilne Newsroom. This foundational blueprint will guide the broadcaster’s transition to an AI-powered operational model.
The blueprint must comprehensively cover the following sections:
- Target journalistic outputs and production goals
- Modernized editorial and production workflows
- Optimized staff and organizational structures
- Requirements for upgraded physical facilities
- Detailed hardware and technical equipment lists
- Marketing and audience engagement strategies
- Comprehensive budget estimations and resource allocation
3. Scope of Work and Key Responsibilities
The Consultants will work closely with Suspilne’s news and technical departments, as well as external consultants and stakeholders. Core responsibilities include:
- Collaborating with Suspilne personnel to draft the overarching concept and operational framework of the future newsroom.
- Conducting in-depth interviews and needs assessments with key Suspilne editorial and technical staff.
- Participating actively in strategic workshops, planning sessions, and steering committee meetings.
- Consulting with representatives from other European public service media (PSM) organisations to benchmark best practices and gather industry insights.
- Working with Suspilne personnel on synthesizing research, interviews, and technical constraints into actionable strategic documents.
4. Qualifications & Expertise
The candidates must possess the following qualifications to ensure the successful cooperation on the development of a Masterplan:
- Professional Experience: A minimum of 5 years of proven professional experience in media development/journalistic/news editorial experience is strictly required.
- Regional Expertise: A demonstrable track record of working effectively in Ukraine, specifically involving successful collaboration with Ukrainian independent media or public broadcasters.
- Strategic Drafting: Extensive experience in authoring complex strategic documents, master plans, operational blueprints, or technical roadmaps for large-scale media operations.
- Analytical Skills: Exceptional analytical and problem-solving capabilities, with the ability to translate complex technological shifts (such as AI integration) into practical, human-centered newsroom workflows.
- Industry Knowledge: A strong understanding of modern media technology trends, digital-first publishing, and the ethical integration of AI tools within a public service broadcasting environment.
- Communication: Professional fluency in English with excellent cross-cultural communication skills. Proficiency in Ukrainian is highly desirable but not mandatory.
5. Working framework
Location: Remote with required travel to Kyiv, Ukraine
Working days: Up to 30 working days for each consultant (TBD after the distribution of tasks)
Timeline: July 15, 2026 – December 30, 2026
Remuneration: Daily rate to be proposed by the applicant
