Position: Regional Development Expert (Public Investment Management Reform)
Location: Kyiv (hybrid)

Background 

Ukraine’s Cohesion and Regional Development Project, UCORD, is a technical assistance project implemented with the support of Switzerland via the Swiss Agency for Development and Cooperation by NIRAS Sweden AB.  

UCORD aims for citizens, businesses, and public authorities to contribute and equally benefit from recovery actions and coherent regional development that fosters improved quality of life, resilience, peace, and social cohesion in Ukraine. The project currently supports six pilot oblasts of Ukraine: Khmelnytskyi, Odesa, Sumy, Ternopil, Volyn and Vinnytsia oblasts as the starting points, targeting capacity development and awareness-raising initiatives nationwide.  

UCORD consists of three components:  

Component 1 embeds regional policy development in Ukraine by supporting and strengthening Regional Development Agencies (RDAs) in pilot oblasts. 

Component 2 seeks to improve public service delivery in the WASAW (water supply, sanitation, and waste management) sector, focusing on the environment. 

Component 3 aims to construct social cohesion through culture, dialogue, and creative industries. 

The Government of Ukraine is implementing a systemic reform of Public Investment Management (PIM), aimed at improving the quality of preparation, selection, and implementation of investment projects, ensuring their alignment with state strategic priorities.    

The Ministry of Economy, Environment and Agriculture of Ukraine (hereinafter – “Ministry”) plays a key role in ensuring the quality of state decisions on public investments, specifically through the analysis and approval of state target, sectoral, and other programs, as well as investment projects that form the basis of the Unified Portfolio of Public Investments.    

Effective implementation of the PIM reform requires strengthening the institutional capacity of the subnational level, including regional state administrations and local self-government bodies. This involves strategic planning, preparation of high-quality investment projects, and their integration into the national public investment planning system.  

In this context, under Component 1, UCORD is looking to engage Regional Development Expert (Public Investment Management Reform) to provide professional support to the Ministry as the national coordinator of the PIM reform. The expert will focus on verifying state and sectoral programs for compliance with PIM requirements, ensuring consistency with strategic planning, and supporting regional administrations and hromadas in forming their investment portfolios. 

The Regional Development Expert is expected to perform the following tasks: 

The expert will conduct systematic analysis of state target and sectoral programs, investment projects, and draft legal acts for compliance with PIM methodology. Prepare expert opinions from a regional development perspective to support Ministry approval processes, focusing on strategic alignment and intervention logic. 

The expert will verify draft programs against PIM reform pillars, including Unified Portfolio principles and medium-term planning. Identify systemic bottlenecks, selection logic errors, and gaps to provide recommendations for corrective actions. 

The expert will evaluate the territorial impact of state and sectoral programs to ensure alignment with regional priorities and balanced spatial development. Develop proposals to better integrate subnational interests and territorial criteria into project selection mechanisms. 

The expert will facilitate interaction between the Ministry, regional administrations, and local authorities. Coordinate with the PIM expert community to identify institutional constraints and enhancing subnational capacity through workshops, consultations, and the development of practical recommendations.  

The expert will participate in inter-agency working groups and consultative mechanisms to ensure a unified approach to program evaluation. Provide analytical support to the Ministry in formulating positions for inter-departmental reviews. 

The expert will assist in the development of methodological guidelines and legal acts for public investment management. Align procedures with EU regional policy principles, including multi-level governance and policy coherence. 

The expert will produce analytical notes, briefing papers, and synthesized reports to support evidence-based management decisions and policy implementation. 

Candidate Qualifications 

Education & Knowledge: 

A master degree in Economics, Public Administration, Law, or a related field. 

Experience: 

  • A minimum of 5 years of relevant professional experience in regional development, public policy, or program management.  
  • Proven track record in analyzing state or sectoral programs and investment projects.  
  • Experience in interacting with subnational government entities and local authorities.  
  • Knowledge of EU approaches to regional policy (multi-level governance and place-based development) is an advantage.   

Knowledge and Skills: 

  • Strong analytical abilities and experience in processing large volumes of data. 
  • Excellent writing and communication skills. 
  • Deep understanding of the strategic planning system, regional development aspects, and PIM approaches.
  • Excellent writing skills in Ukrainian 
  • Fluency in English

  • The preferred daily rate.
  • Note: Candidates must be registered as a Private Entrepreneur (PE), 3rd group, as this is required for contract signing.
