In response to the request of the Government of Ukraine (GoU), UNOPS opened an office in Ukraine in 2017. The office currently has a portfolio of projects in the areas of the rule of law, crisis recovery, good governance, human resources management, procurement, and logistics.
On September 30, 2019, the Cabinet of Ministers of Ukraine approved the Government’s Action Plan that defines goals and priorities for the next five years. Human capital and economic development, European integration, safety and quality of life of Ukraine’s citizens are the main priorities announced by the Government. UNOPS is looking to support the GoU in achieving the goals and targets stated in the Government’s Action Plan and ultimately contribute to the achievement of the Sustainable Development Goals by the country.
Under the overall guidance and direct supervision of the Country Director, the Senior Partnerships Advisor is responsible for developing and implementing the partnership and business development activities for Ukraine. The Country Director will agree on the priorities, work plan and workload of the Senior Partnerships Advisor on a running basis.

A Master’s degree in a relevant field such as Business Administration, Public Administration, International Development, Engineering, Political Science, Communications, International Relations or similar is required.
A combination of a Bachelor’s degree with an additional two years of relevant work experience may be accepted in place of the education requirements outlined above.
- At least 7 years of relevant recent experience in Ukraine, in the following areas:
- Developing and executing partnership and business development plans required;
- Project development and proposal writing required;
- Establishing partnerships with government agencies, UN agencies, international development organisations, foundations, international NGOs or private sector organisations required.
- Prior experience working in/with international organisations, international development, post-disaster and/or emergency contexts would be an advantage
- Knowledge / experience of Development Finance Institutions required
- Experience in negotiating with external stakeholders is required;
- Project and programme management experience is an asset
