Background

Ukraine is entering a new phase of migration policy reform driven by the country’s recovery, demographic challenges, labour shortages, and European integration process.

To support these reforms, the Government of Ukraine, together with international partners, is establishing the Migration Policy Expert Group — a multidisciplinary team that will provide strategic, legal, analytical, and operational expertise to strengthen Ukraine’s migration governance and align it with EU standards.

The Expert Group will support the development of modern labour migration policies, improve migration management systems, facilitate institutional coordination, and contribute to evidence-based policymaking that supports Ukraine’s long-term economic recovery and demographic resilience.

Position Overview

We are seeking an experienced Project Manager & Migration Expert to lead the Migration Policy Expert Group and coordinate the delivery of high-level policy and advisory support.

This role combines strategic project management with substantive expertise in migration policy, labour market development, and public sector reform. The successful candidate will oversee a multidisciplinary team of experts while serving as the primary focal point for government institutions, development partners, and other key stakeholders.

The Project Manager will ensure that all project activities are delivered on time, meet high technical standards, and contribute to the development of a coherent, EU-aligned migration policy framework for Ukraine.

Key Responsibilities

Project Leadership & Coordination

• Lead and coordinate the work of the Migration Policy Expert Group.
• Develop and manage the overall work plan, ensuring timely delivery of project outputs.
• Coordinate multidisciplinary experts and ensure consistency across all workstreams.
• Monitor implementation progress, risks, quality standards, and project milestones.
• Prepare regular progress reports and briefings for programme management and government counterparts.

Policy Development

• Lead the preparation of strategic migration policy documents, concepts, action plans, and policy recommendations.
• Support the development of labour migration policies that respond to Ukraine’s workforce needs and economic recovery priorities.
• Contribute to policy solutions on talent attraction, retention of international students, migrant integration, and labour mobility.
• Ensure migration policy is aligned with labour-market, demographic, and economic development objectives.

Stakeholder Engagement

• Serve as the primary liaison with ministries, government agencies, international organisations, and development partners.
• Facilitate consultations, working groups, and inter-institutional coordination mechanisms.
• Build effective partnerships across public institutions, employers’ organisations, academia, civil society, and international stakeholders.
• Present policy recommendations and analytical findings to senior decision-makers.

Strategic Planning & Quality Assurance

• Ensure coherence between migration, labour-market, demographic, and economic policy initiatives.
• Supervise the quality of technical deliverables prepared by expert team members.
• Support evidence-based policymaking through integration of legal, analytical, and operational recommendations.
• Contribute to the institutionalisation of sustainable migration governance mechanisms.

Profile and Qualifications

Education

• Master’s degree in Public Policy, Economics, Social Sciences, Public Administration, Migration Studies, International Relations, Law, or another relevant discipline.
• Additional training in migration management, project management, public sector reform, or EU policy will be considered an advantage.

Professional Experience

• Minimum 5 years of relevant professional experience in migration policy, labour-market policy, demographic policy, public administration, economic development, or related fields.
• At least 3 years of experience leading complex policy or reform projects involving multiple stakeholders.
• Proven experience coordinating multidisciplinary expert teams, working groups, or advisory bodies.

• Demonstrated experience working with government institutions, international organisations, donor-funded programmes, or development partners.

• Experience supporting public sector reforms in Ukraine and/or EU Member States is highly desirable.
• Strong track record of drafting strategic policy documents, action plans, reform roadmaps, or legislative proposals.

Skills and Competencies

• Strong understanding of migration governance, labour migration, talent attraction, workforce planning, and demographic challenges.
• Knowledge of EU migration policies and international best practices.
• Excellent project management and organisational skills.
• Experience managing multiple workstreams and coordinating complex stakeholder environments.
• Strong analytical, strategic thinking, and problem-solving abilities.
• Excellent communication, facilitation, and negotiation skills.
• Ability to prepare high-quality policy papers, reports, presentations, and recommendations.
• Excellent written and spoken Ukrainian and English (minimum C1 level).
• High level of professionalism, integrity, leadership, and results orientation.
